The dissolution of the Soviet Union in 1991 marked the beginning of a complex, often turbulent, period of transition and modernization for Russia. Unlike the anticipated linear path toward Western-style democracy and market economics, Russia’s post-Soviet experience has been defined by profound contradictions, reversals, and ongoing contestations over its political, economic, and social order (Minakov, 2016). The initial wave of reforms, particularly in the 1990s, brought about radical economic restructuring, privatization, and an attempted shift to a free-market system. Historical analogies are often employed as tools of public persuasion on security and foreign policies. While existing research points to the potential power of historical analogies on domestic audiences, it has not examined the effect of historical analogies on foreign publics. Using speeches by Ukrainian President Volodymyr Zelensky after Russia’s February 2022 invasion, we investigate whether evoking salient events from the audience country’s past effectively increases popular support for aiding Ukraine. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. Here is a country that celebrates its aspirations to greatness—economic success, food security, accountable governance, territorial integrity, internal security, and improved living standards—sabotaging its young and vibrant population. A pseudo-welfarist democracy, Nigeria's young vibrant 'human capital'—the potentially productive portion of its population—must contend with gross insufficiencies, maladministration, corruption, and intimidation in state-owned and administered facilities. There is a gradual move away in African pension policy from the hitherto predominantly pay-as-you-go social insurance schemes to new social security policies that prioritize private pension. Like all forms of corruption, ghost workers present a serious drain on state funds. The Nigerian government has tens of thousands of forged or imaginary names on its payroll. These people inhabit the ranks of Nigeria’s “ghost workers,” who receive pensions from the government without ever working a day. This essay examines the impact of ghost workers on the public wage bill and generally, high cost of governance in Nigeria. This paper examines the extent to which electronic governance policy has contributed to more efficient service delivery in local governments in southern Nigeria. It also explores how e-governance practices has improved the relationship between citizens and local governments in southern Nigeria. “La Vida Es Un Carnaval” is a community engagement project and thesis that explores how identity and nostalgic resilience show up through dance/movement therapy with Cuban immigrants living in the United States, specifically Massachusetts. This project brought together six Cuban-born participants, ages 26 to 67, each with their own unique migration stories; from the Rafter Balsero Crisis of 1994, to the “Wet-Foot/Dry-Foot” policy, and family reunification. Through a mix of in-person and online sessions, participants explored their experiences using intermodal activities including dance/movement therapy techniques, conversation, journaling, artwork, and music. Initiated in 2013 by President Xi Jinping, China’s Belt and Road Initiative (BRI) is a broad foreign policy strategy designed to foster regional and global development through infrastructure investments. The initiative aims to integrate China’s growing economy with the rest of the world via land and maritime networks. This thesis examines the structural limitations of the 1944 U.S.–Mexico Water Treaty in the context of intensifying climate stress and growing population demand. Using GIS-based raster analysis of precipitation from 1981 to 2024, it maps hydrological trends in treaty-bound basins—particularly the Rio Grande and Lower Colorado—which exhibit persistently low and variable precipitation. These conditions, coupled with institutional rigidity, threaten the sustainability of binational water management. In addition to quantitative analysis, the study includes a qualitative assessment of transboundary governance dynamics, highlighting how institutional fragmentation and policy contention impede adaptive responses. This thesis analyzes two periods of pro-North Korean engagement regimes in South Korea during the presidencies of Kim Dae-jung (1998-2003), Roh Moo-hyun (2003-2008), and Moon Jae-in (2017-2023). Through analysis of the three aforementioned presidents’ initiatives for engagement with the North, categorization of news headlines from two major South Korean sources, and public opinion polls, I argue that especially high and low emotional reactions among the South Korean public during these periods were exacerbated by news media’s overly dramatized portrayal of inter-Korean interactions, both big and small. Japan is the only state in the G7 that has not legalized same-sex marriages despite increasing support of LGBTQ+ rights and norms for respecting human rights. While some local governments and constitutional courts have made progress with recognizing same-sex partnerships and deeming the ban on same-sex marriage unconstitutional, the Japanese national government has not enacted comprehensive pro-LGBTQ+ policy. Instead, the Diet (Japan’s legislative body) passed the “LGBT Understanding and Enhancement Bill” in 2023, which is a law that fails to legally recognize same-sex marriage or provide protections. Literature abounds on the nature and impact of gold mining activities in Ghana, but limited efforts have so far been directed at exploring a concise historical account of the transformation of artisanal small-scale gold mining in Ghana from the pre-colonial era to the present. Against this background, this article traces the history of gold mining policies and regulations that have brought about the transformation of the artisanal small-scale mining sector in Ghana. Senegalese women’s socio-cultural and economic status has always been shaped by local customs, religion, and gender structures. During the colonial period, against the backdrop of the opportunity to have a Western education, economic changes and extremely rapid urbanization encouraged Senegalese women to join the political arena in supporting various male political leaders. This paper examines the perception of the effectiveness of the healthcare system in Nigeria by citizens and residents of the country. It argues that the Nigerian government needs to adopt a more pragmatic healthcare policy, one that could be more effectively implemented. This article discusses rural development under the Second Republican government of Ghana. While not directly engaging with the claims of Busia’s unrivalled rural development agenda, this article provides some perspectives as to why the assertions of unqualified success remain popular. Drawing on newspapers and published sources, it discusses the Busia government’s rural development programme and accomplishments, and finds that plans to develop rural Ghana date to several years before the Busia government. By adopting rural development as its flagship programme, Busia directed the government and citizens’ attention towards rapid rural development in the early 1970s. Nigeria has the eleventh highest incidence of early marriage – marriage before the age of 18 – in the world. This is problematic because early marriage has been shown to have significant health and socioeconomic disadvantages for girls. In 2003, the Child Rights Act (CRA) was adopted by the federal government of Nigeria. One of its provisions was a prohibition of early marriage. As of 2022, 25 of Nigeria’s 36 states had adopted the CRA. However, only 23 have adopted its minimum marriageable age provision without exception.
