The Oxford Dictionary and Thesaurus defines osmosis both as "any process by which something is acquired by absorption," and as a biological cellular function by which solvents are absorbed through semipermeable partitions. The two articles by Professor Sylvia Lazos and Donna Maeda, which both deal with the causes and effects of labor migration, though on different levels and involving different populations, challenge traditional notions of the physical and metaphysical borders between nation-states.

The seemingly inexorable march toward a more unified political and economic world order poses strategic and leadership challenges to States, international organizations, and local activists unimaginable a generation ago. Supporters of this process argue that easing international economic regulatory restrictions, creating a more predictable legal order, and liberalizing investment standards will benefit the global economy by rendering financial transactions more efficient, thereby increasing trade and investment opportunities. Genocide struck Rwanda in 1994. Since then, national and international trials have endeavored to promote reconciliation, deterrence, peace, justice, and human rights. This article posits a disconnect between these trials and the attainment of their avowed goals. This disconnect emerges in part from the influential agendas of international lawyers who equate selective criminal prosecution with the "rule of law" and espouse criminal prosecution as the preferred and uniform response to mass atrocity. The experience of Chinese Taipei shows that opening up a previously protected market to new entrants can be a more effective and reliable way to enhance competition than regulating the behavior of dominant or monopolistic firms. Moreover, when opening up the market, the liberalizing measures adopted by government should be market-structure-neutral. That is, it should not try to dictate the direction and results of market competition. In this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women.
