I would characterize Nevzat Soguk as either a neo-liberal operating in the guise of a postmodern deconstructionist, or a post-modern deconstructionist operating in the guise of a neoliberal. Major power relations in the Asia-Pacific region during the Cold War were undergirded by the bipolar mechanism, which essentially served as the operating principle of the international system for over four decades. The United States and the former Soviet Union were the primary actors, or the superpowers in the region in terms of their capabilities and interests. The Universal Declaration of Human Rights (UDHR) has helped to define human rights standards and bring them to the forefront of global concern. Yet the UDHR continues to suffer from charges of cultural imperialism. While many scholars have answered these charges with philosophical justification for universal human rights, Johannes Morsink takes another approach to the question of cultural relativism in The Universal Declaration of Human Rights: Origins, Drafting & Intent.

The title of this book is somewhat more expansive than its contents. The author, a native Ghanaian who holds a Ph.D. from the University of Tennessee and teaches government at South Texas College, reports on an interesting study of human rights/human dignity conceptualizations among the Akan people of Ghana. The market transition in Eastern Europe and the former Soviet Union brings us back to essential issues that Marx and Weber addressed: the genesis of capitalism and the process of economic change. What is the transition and what does it involve - restructuring incentives, creating new laws, learning new culture, or creating new power structures? The answer partially depends on the particular transition (initial conditions, targets, actors' perceptions); but necessary general frameworks remain elusive, and current economic policies and analyses reveal that we understand little more about economic change than a century ago. Throughout the twentieth century, the Brazilian military has gone to great lengths to conceal its use of terror. The armed forces have kidnapped journalists, censored newspapers, and threatened authors. Such censorship and silencing have not only limited criticism from powerful social groups, but have also enabled the military to defend political myths that are in its interest. To date, however, few scholars have carefully examined military terror in Brazil, although testimonials abound. The political handover of Hong Kong on 1 July 1997 turned out to be a non-eventwith little political drama. Emotions ran high when the Union Jack was loweredand was replaced by the Chinese national flag (wuxing hongqi), peacefully endingover one and a half centuries of British colonial rule in Hong Kong. The handovertook place smoothly, despite the heavy rain, without political and social turbulence.The Sino-British disagreement over the abolition of the Legislative Council marredthe occasion, but the swearing-in of a pro-Beijing Provisional Legislative Councilwas largely accepted as a fait accompli.

In November 1994, Angola began what became an often circular struggle to implement the Lusaka Protocol, the second of two peace agreements meant to put an end to more than thirty years of civil strife. Four years later, the Lusaka peace process appears to have come unraveled. Just past midway between these two points, the National Democratic Institute carried out a series offocus groups in Angola that sought to gauge citizens' attitudes toward and understanding of key aspects of the war-to-peace transition and the new political system. Institutions, Developmental Alliances, And Economic Development In Korea And Brazil (1950-1985), Charles Paul Winebarger

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …
