At the end of the Cold War we witnessed a growing reluctance on part of many national powers to intervene in international crises. This unwillingness allowed for the development of Private Military and Security Companies (PMSCs). PMSCs have been deployed to provide a wide variety of security-related functions including combat, logistics, training programs, and armed guarding of personnel and infrastructures. Exploring the concept of outsourcing these military functions, others have applied the idea towards addressing humanitarian crises. PMSCs may face fewer geopolitical impediments that can hinder the efforts of many state actors. In certain humanitarian crises PMSCs may better address …

The escape of thousands of war criminals to Argentina and throughout South America in the aftermath of World War II is a historical subject that has been clouded with mystery and conspiracy. Lucía Puenzo's film, The German Doctor, utilizes this historical enigma as a backdrop for historical fiction by imagining a family's encounter with Josef Mengele, the notorious SS doctor from Auschwitz who escaped to South America in 1949 under a false identity. In 1958 the Chinese government created the hukou housing registration system to control the migration of Chinese citizens from rural to urban areas. A person’s hukou has major implications on their lives; it controls food rations, medical benefits, quality of education, as well as movement within the country. Soviet historiography discusses the People’s War during the Second World War, the idea that all of the Soviet people rallied to the cause and fought off the Nazi invaders, but this is far from the truth. Within the western borderlands of the Soviet Union multiple conflicting groups fought for control of and support from the people. This was especially true in Ukraine where the German Army, Soviet Partisans and Ukrainian nationalists all fought ‘for the people’ and for their own ideologies. Following the end of World War I and the creation of the first Czechoslovak Republic, the Sudeten Germans sought to raise the awareness of Germans in Germany and Austria of their situation under Czechoslovak rule. In the period between 1929 and 1934, the public discourse in Germany altered, as Nazi control began to direct further concentration on the Sudeten Germans, away from broader discussion of their minority status to a German nationalistic perspective. Liberation theology emerged as a prominent feature of religion and politics in the 1960s. Since the beginning, detractors have noted the overtly Marxist tendencies within this ideology. This thesis introduces the core concepts and presuppositions of liberation theology itself, and then focuses on specific and varied allegations concerning any influence the Soviet Union may have had on its formation and propagation. Particular weight is lent to the testimony of Lieutenant General Ion Mihai Pacepa, formerly the head of Romanian dictator Nicolae Ceauşescu’s national intelligence service and the highest-ranking defector ever received from the Soviet Bloc. This project uses a narrative account of the 2016 Gyalyum Chenmo Memorial Gold Cup,as a springboard into the multifaceted world of Tibetan sports in exile society, both past and present. As Tibetan exile society started to grow, the combination of growing settlement football clubs and a desire to honor the passing of HH the Dalai Lama’s mother, led to the founding of this club tournament. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

The savanna ecosystem covers about 48.5% of Nigeria’s land area. It is a national common for intensive cropping and extensive grazing. Fierce competition for land and water resources among the crop farmers and pastoralists is a common feature. This article shares insights from two separate, but linked, studies conducted in the Nigerian savanna on the livelihood and food security of the local peasant farming communities and the vulnerability of the settled Fulani agro-pastoralists’ livelihoods. This article examines rituals and ceremonies associated with food sustainability, sufficiency, and/or insufficiency among the Laimbwe people of Boyo and Menchum Divisions of northwest Cameroon from earliest times to the 21st century. Food is important to sustainable livelihood in many rural communities in Cameroon and explains the organization of elaborate food-related ceremonies and rituals. Gendering Peacebuilding In Post-Conflict Northern Uganda, Amanda J. Reinke

Approximately 1.8 million northern Ugandans were internally displaced during conflict between the Ugandan government and Lord’s Resistance Army (LRA) rebels (1987-2006). The ethnographic and qualitative research findings presented in this article illuminate the need to address structural violence, not just physical violence, in the aftermath of conflict, and to pay particular attention to how conflict and peacebuilding processes are gendered. Although gender-sensitive approaches to peacebuilding have increased in recent years, especially among scholars, in practice these processes often still fail to adequately address the myriad needs of survivors and to understand the complex interplay between gender, conflict, and post-conflict rebuilding. …

In Nigeria, many land use conflicts among the teeming rural agrarian communities in the northern parts of the country are often wrongly attributed to ethno-religious differences while ignoring the salient role environmental degradation, climate change, and urbanization play in exacerbating the conflicts. Introduction: This special report in partnership with CNN en Espanol examines characteristics of Florida -- where the Latino electorate could very well determine victory in the 2016 presidential election.

Methods: Data were obtained from the U.S. Census Bureau, Voting and Registration, as a part of the Current Population Survey data from the November Voter Supplements. The 2016 estimates were derived by using the yearly percentage rate of increase between 2004 and 2012. Additional data were derived from an analysis of the Integrated Public Use Microdata Series (IPUMS) American Community Survey (ACS).

Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. Genocide Studies and Prevention: An International Journal

The media plays an important role in communicating mass atrocities to audiences across the globe. This article critically examines how journalists’ framing of mass atrocities may contribute to public discourse on the responsibility to protect principle, in particular the perceived obligation to intervene in cases of mass atrocities. It will draw from a broader conceptual framework on bystander responses to mass atrocities and utilise evidence from the analysis of newspaper accounts of the Rwandan and Bosnian genocides. It will argue that, in some cases, media narratives may actually erode political will and encourage passivity in response to mass atrocities.

This article contributes to the ongoing and growing scholarly conversation concerning how best to define the term “genocide” following Raphael Lemkin’s coining of the term in 1944. The article first shows that the Convention definition ratified in Paris in 1948 was intended solely for juridical purposes and does not reflect Lemkin’s deeper understanding of genocide. It then surveys a range of scholarship after Lemkin that argues for alternative definitions of term or even calls for jettisoning the term altogether. Anchors, Habitus, And Practices Besieged By War: Women And Gender In The Blockade Of Leningrad, Jeffrey K. Hass

As war challenges survival and social relations, how do actors alter and adapt dispositions and practices? To explore this question, I investigate women's perceptions of normal relations, practices, status, and gendered self in an intense situation of wartime survival, the Blockade of Leningrad (1941–1944), an 872-day ordeal that demographically feminized the city. Using Blockade diaries for data on everyday life, perceptions, and practices, I show how women's gendered skills and habits of breadseeking and caregiving (finding scarce resources and providing aid) were key to survival and helped elevate their sense of status.
