When the Uruguay Round was launched in 1986, those of us who were present expected it to be completed in four years. Regrettably it took seven. The delay reflects the turmoil and disruptions of a global recession, termination of the Cold War, and political turnover among some of the major trading nations. But persistence paid off, this very ambitious Round is now successfully concluded, and the world will be better off for it.

The publication of Making a Market marks yet another excellent contribution to the field from the Cambridge Series on Political Economy. Similar to the other volumes in the series, it emphasizes the interaction of political structures and institutions with economic change. Yet whereas most of the previous volumes in the series have been written by political scientists or economists, this book stands out as unique in that it is written from an anthropological perspective. Unusual as this is, the book gives an extremely sophisticated and readable application of the new institutional economics to the developing world.

A Model Of The Link Between The Fiscal System And Singapore's Central Provident Fund In General Equilibrium, Hian Teck Hoon, Kai Lin Teo

This paper demonstrates a channel through which the fiscal system interacts with the choice of CPF contribution rates to affect total savings, and hence, capital accumulation and the current account. It is shown that in the presence of a wage income tax, raising either the employee's or employer's contribution rates raises the total private earnings. On the other hand, in the presence of a capital income tax, raising the employee's or employer's contribution rates lowers total private savings. However, when we introduce a productive role for government spending, we show that an increase in CPF contribution rates under a balances …

This thesis discusses the role the Japanese aid has played in accommodating the structural change of Sino-Japanese economic relations and in dealing with the economic and political crisis that has jeopardized their bilateral relations and Japan's own national interest. Japan's early resumption of economic aid to China after Tiananmen reflects how aid philosophy differs from that of most of the other Western aid donors. The conclusions are that Japan's large loan to China has played a vital role in maintaining and strengthening Sino-Japanese economic relations, that the aid has made the interdependent relations between the two countries an asymmetric one, …

Technology Exports From A Small, Very Open Nic: The Case Of Singapore, Eng Fong Pang, Hal Hill

This paper examines the nature, composition and determinants of Singapore's early stage technology exports. The pattern of these exports reflects the quite unique mix of policy and institutional features in Singapore's environment - remarkably high growth, very open economy, rapid structural change, particularly intense economic relations with neighboring Southeast Asian nations, and a pervasive and paternalistic state role. The bases of Singapore's comparative advantage in these service exports are identified, and some general implications from its experience are analyzed.

Japan's fast economic growth after World War II can be ascribed to different factors. This study seeks to determine whether the cultural factor, more specifically Confucianism in Japanese version, has constituted the dynamism behind the success stories of Japan. The study approaches the problem by examining the Confucian doctrine and original works of important Japanese philosophers concerning the Confucian ethics and values, which are recrystallized into new organizational patterns in industrial corporation. Term Structure Of Interest Rates In The Singapore Asian Dollar Market, Tom K. Y. Lee, Yiu Kuen Tse

This paper investigates empirically the term structure of interest rates in the Singapore Asian Dollar Market. We consider extended versions of the ARCH-M model of Engle, Lilien, and Robins (1987). The extended models permit autocorrelation, skewness and leptokurtosis in the residuals. The robustness of the empirical tests with respect to alternative specifications of the ARCH process is examined. It turns out that there is significant time-varying term premium, and this conclusion is independent of the hypothesized ARCH model.

My thesis rests on the notion that, because of the increase of freedoms in the Soviet Union today, many republics are demanding that their autonomy be restored and that this nationality crisis, an unforeseen and unwanted byproduct of recent reforms, has grown into such a disaster that it is now actually impairing the whole reform movement in the Soviet Union as civil unrest and strife are beginning to threaten the stability of this huge empire.
