One finding that is particularly relevant to a discussion of regional labour migration regimes is that current South African immigration policy does not account for labour migrants who retain a social and domestic base in their countries of origin. All the signs point to the existence of a growing exodus of skilled Zimbabweans from the country. Although the precise dimensions and impacts of this “brain drain” have yet to be determined, the Zimbabwean government has recently sought to stem the tide with various policy measures. The education and health sectors appear to be the hardest hit although professionals in other sectors have also been leaving in numbers.

For the last two decades, Botswana has had the reputation as a “country of immigration,” based on the large-scale import of skilled expatriates from Africa, Asia and the West. Successive census reports and immigration data, as well as previous SAMP surveys undertaken in the late 1990s, confirm the appropriateness of the designation. The SAMP surveys concentrated on three themes: (a) the attitudes and migration behaviour of skilled foreigners in the country; (b) the attitudes of Batswana towards cross-border migration to South Africa; and (c) the emigration potential of skilled Batswana. Since the start of post-communist transformations in Central and Eastern Europe (CEE), there have been disagreements about the best strategies to follow and policies to implement the reforms.¹ Similar disagreements have existed in practical and theoretical interpretations of these transformations. These differences have reflected various and often conflicting understandings of the previous state socialist system, the existing political-economic situation and the nature of post-communist reforms by economists, political scientists, sociologists, historians and members of other disciplines and suggest the complexity, diversity and unpredictability of post-communist developments. The economics of hunting and gathering must have driven the biological evolution of human characteristics, since hunter-gatherer societies prevailed for the two million years of human history. These societies feature huge intergenerational resource flows, suggesting that these resource flows should replace fertility as the key demographic consideration. It is then theoretically expected that life expectancy and brain size would increase simultaneously, as apparently occurred during our evolutionary history. The brain here is considered as a direct form of bodily investment, but also crucially as facilitating further indirect investment by means of learning-by-doing.

This chapter examines the monetary-policy-targeting systems, in the second half of the 1990s (until 1998), of three Central European EU-accession candidates—the Czech Republic, Hungary, and Poland--and advocates the potential benefits of applying a direct-inflation-targeting (DIT) system in them. For the purpose of the analysis presented here, DIT is defined as "a monetary policy framework that is based on the assumption of long-term price stability as the official policy goal and on the designation of the official inflation forecast as intermediate policy target" (Orlowski, 2000). This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from cost-benefit analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

This paper investigates the effects of the migration of the Hang Seng Index futures from open-outcry trading to electronic trading. Using trade data over a window of six months we find evidence that, after the migration, the bid-ask spread of the futures contract decreases and the contribution of the futures price in information transmission increases. Furthermore, the asymmetry in volatility spillover reduces and the open interests of the futures market become smaller. These results suggest that the anonymity in trading and the higher speed of order execution in the electronic trading system attract informed traders to the futures market and …

Job Reallocation And Productivity Growth Under Alternative Economic Systems And Policies: Evidence From The Soviet Transition, J. David Brown, John S. Earle

How do economic policies and institutions affect job reallocation processes and their consequences for productivity growth? This paper studies the extreme case of economic system change and alternative transitional policies in the former Soviet Republics of Russia and Ukraine. Exploiting annual industrial census data from 1985 to 2000, we find that Soviet Russia displayed job flow behavior quite different from market economies, with very low rates of job reallocation that bore little relationship to relative productivity across firms and sectors. Since liberalization began, the pace, heterogeneity, and productivity effects of job flows have increased substantially. The increases occurred more quickly …

In this paper we consider the implications of the two different exchange-rate systems in Hong Kong (HK) and Singapore (SP) on the economic performance of these two economies. While HK has a pegged exchange-rate regime under a currency board system (CBS), SP has a managed-float system with monitoring band. We examine whether the managed-float system of SP provides an advantage over the rigid CBS of HK in mitigating the recession caused by the Asian Financial Crisis (AFC), and the implications of the differences in the exchange-rate systems on interest-rate behaviour. The Impact Of Housing Prices On Aggregate Consumption: Evidence From An East Asian City-State, Sock-Yong Phang

Using aggregate consumption data for Singapore, this paper rejects the life-cycle/permanent income and myopia hypotheses as explanations for aggregate consumption behavior. We confirm the presence of liquidity constraints from the asymmetric reaction of consumption to income increases vis-a-vis income declines. When we allow for asymmetric response, anticipated house price increases appear to have a dampening effect on aggregate consumption while declines in expected house price growth also had a negative effect on consumption, although the results are statistically insignificant. There is no evidence that the housing price increases have produced either wealth or collateral enhancement effects on consumption.

The prospects for large scale commercialisation of sea-bed-mounted offshore windfarms are currently excellent, with the existing small-scale prototype windfarms currently being joined by the first large-scale parks in the shallow seas off the Danish, German, Swedish, Dutch, Belgian, British and Irish coasts. However other countries, including Japan, have much more limited regions of the shallow waters suitable for such developments and hence other concepts will also need to be utilised if offshore wind energy is also to become a major source of energy there.

Official corruption, unfortunately, is endemic in the developing world. One factor in the spread of this illegal activity has been the propensity of developing-country governments to intervene heavily in their economies, often in the attempt to guide, direct, and control economic activity in order to promote the desired pace and style of economic development. Such regulatory efforts, though now on the wane in much of the developing world, continue to generate opportunities in many countries for bureaucrats in control of scarce resources to allocate them on a non-market basis, to further their own economic, political, and social prospects.

Contemporary economic theories, modernization and dependency, have overlooked the fact that the development process depends on the interaction of social factors. Specifically, the theories have ignored the role of leadership in analyzing economic development. This dissertation seeks to incorporate the importance of leadership into the analysis of development. It argues that sub-Saharan African countries have not developed economically because leaders in the region have been less than successful in establishing a culture conducive to industrialization. We organize an empirical analysis of Russian wage arrears around hypotheses concerning factors that create incentives for firms to pay late and for workers to tolerate late payment, both reinforced by a prevalent environment of overdue wages. Our analysis draws upon nationally representative household panel data matched with employer data to show substantial interfirm variation with the probability of arrears positively related to firm age, size, state ownership, and declining performance. Estimation of a constrained multinomial logit model also reveals intrafirm, variation related to job tenure and small shareholdings in the firm. Workers tend to have higher arrears in rural …

South Africans believe that immigrants are largely responsible for the post-1994 crime wave in the country. In a national survey of South African citizens conducted recently by the Southern African Migration Project (SAMP), for example, respondents were asked what, if anything, they had to fear about people from neighbouring countries (McDonald 2000: 209). Almost half the population (48%) felt that migrants were a “criminal threat” (compared to 37% who thought they were a threat to jobs and the economy, and 29% who thought they were a health threat).
