Does Governance Matter? Yes, No Or Maybe Some Evidence From Developing Asia, M. G. Quibria

This paper seeks to explore the relationship between economic growth and governance performance in Asian developing economies. This exploration yields some interesting conclusions. First, notwithstanding its tremendous economic achievements, the state of governance in Asia is not stellar by international comparison. Indeed, a majority of these countries seem to suffer from a governance deficit. Second, contrary to our expectation, data do not suggest any strong positive link between governance and growth: paradoxically, countries that exhibit surpluses in governance on average grew much slower than those with deficits. The paper ends with some conjecture about this apparent paradox.

The ten essays collected in this volume offer different perspectives on key issues in the Zhuangzi and should be warmly welcomed as a helpful addition to the field. The authors disagree on many things about the Zhuangzi; but there is certainly nothing "uneven" about the quality of their "discourses," which is uniformly high.

Third-century Chinese philosopher Wang Bi (226–249CE) achieved fame as an interpreter of the Laozi and the Yijing (Classic of changes), whose radical reformulation of the concept of Dao as nonbeing (wu) helped spark a new current of thought called Xuanxue (Learning of the mysterious), sometimes translated as “neo-Daoism.” To Wang, Confucius, Laozi, and the other sages of old had discerned the true meaning of Dao as the root of all beings. This was misunderstood, which necessitated a reinterpretation of the classical heritage.

The Roles Of Buddhist Temples In The Treatment Of Hiv/Aids In Thailand, Tomoko Kubotani, David Engstrom

The Journal of Sociology & Social Welfare

Although efforts are being made to decrease the number of new HIV infections in Thailand, less support is give to the growing population that is already affected by the disease. This qualitative study explores the roles of Buddhist temples in the treatment of AIDS in Thailand, specifically the perspectives of both Buddhist monks and persons who are living with AIDS on HIVIAIDS and the care provided at the temples. Three major themes were derived from the interviews: (1) temple as a last choice; (2) temple as a support group; and (3) the role of Buddhism and monks at the temple.

This paper compares recent efforts to reduce lone mothers' reliance on cash assistance and support their increased participation in the workforce and economic independence in Japan and the United States. Similar to reforms introduced in the U.S. in 1996, lone mother policies in Japan have been subject to a series of cuts leading to the introduction of time limits and work-related programs in 2002. In this paper, we examine the character of recent welfare reforms in both countries and their implications for lone mothers' welfare and economic independence. The city-state of Singapore has been highly ranked for its e-government services. Over the past two decades, it has leveraged its IT infrastructure for economic development and transformed its public services. The SARS outbreak in 2004 turned into a national health crisis because it spread rapidly and the medical community had little knowledge of how to treat the new mutation of the corona virus. Yet, several Singaporean government agencies utilized the e-Government infrastructure and related resources to quickly bring the outbreak under control. This paper discusses the theoretical foundations of utilizing Community Service Project (CSP) or service-learning to teach Leadership and Team-Building. It examines the students’ reactions to this innovative method of instruction. This is done through conducting a content analysis of students’ learning journals, in which students reflect on their CSP learning experiences. Two themes emerged from the data: (a) variety of learning experiences, and (b) impact of CSP experience. The data suggested that students derived a variety of learning experiences from the CSP. Despite the popularity of these programs, very little has been researched on peer helping in the Asian context. This paper traces the theoretical foundations of peer helping and the nascent development of a peer helping program in the Singapore Management University and how this program has developed since the beginning of 2004. To what extent has the Internet strengthened civil society? In which ways have civil society organizations (CSOs) used the internet to communicate their missions, enhance the discussion of public issues, extend networks and mobilize collective actions? This article seeks to answer these and related questions by reporting on an empirical study in Hong Kong. The study involves an analysis of the web pages launched by 14 environmental groups and 22 labour organizations on the one hand, and in-depth interviews with representatives of five of these organizations on the other. The world is experiencing dramatic fiscal reconstruction in the socialist and (former) socialist countries and of continuing and fascinating evolution of government structure elsewhere. This paper examines Singapore's innovations in electoral and spatial integration. In examining the Group Representation Constituency and the Ethnic Integration Policy, a critique is made of the official discourse that multiracialism is internalized and entrenched in Singapore's political psyche and electoral process. While the electoral and spatial integration policies are driven by the objective of enhancing multiracialism, their actual workings do not adequately advance the development of norms and values that would be truly supportive of the need for a multiracial legislature and an abiding commitment to multiracialism. There is tremendous momentum for economic and financial integration in East Asia today. Partly inspired by the formation of the European Union and partly as a response to the 1997/98 Asia financial crisis, many East Asian countries are showing greater commitment to regional economic cooperation. A number of bilateral free trade agreements (FTAs) have either been concluded or are being negotiated.1 At a less formal level, the ASEAN+3 grouping has brought the whole region together in regular consultations over trade, investment, as well as monetary and exchange rate policy matters.

In a unanimous decision delivered in September 2004, the Court of Appeal of Singapore has ruled against McDonald's Corporation in its attempts to stop a small Singapore company, Future Enterprises Pty Ltd, from registering its marks "MacNoodles", "MacTea" and "MacChocolate". This case has international significance as the Singapore court ruled, confirming the position taken by courts in a number of other jurisdictions, that McDonald's did not have an exclusive right over the prefix "Mc" in relation to food and beverages in the absence of deception or confusion. Purpose: To discuss the effectiveness of a sustainable entrepreneurship training program in several countries in Asia, used by global firms to identify junior management talent, by applying the PETE model of creating an engaging action-learning program. Design/Methodology/Approach: Current literature is reviewed to make a case for the applicability of action-learning based entrepreneurship training. The results of interviews with more than 20 senior level managers of multi-national corporations in 5 Asian countries are compared to self-evaluations of more than 300 student participants and more than 30 faculty evaluations of the program. Religious Schools: For Spirit, (F)Or Nation, Lily Kong

In this paper I draw attention to the study of 'unofficially sacred' sites in geographies of religion, which provide significant insights into the construction of religious identity and community, and the intersections of sacred and secular. I show that such sites deserve as much attention as places of worship (the more conventional focus in the geographical study of religion) in our understanding of the place of religion in contemporary urban society. In particular, using the case of Islamic religious schools in Singapore, I examine how Muslim identities and community are negotiated within multicultural and multireligious contexts, and particularly within one …
