Professor Hoon Hian Teck discussed how this year's Budget helps both workers and companies push for higher productivity. The Workfare Income Supplement (WIS) scheme in 2007 provided one answer to boost the earnings of low-wage workers. The Wage Credit Scheme (WCS) introduced in Budget 2013 is another innovative policy instrument that works in tandem with the Productivity and Innovation Credit (PIC) scheme to help SMEs on their journey to becoming more productive. Under WCS, the Government covers 40 per cent of the wage increase from increased productivity (obtained through the PIC scheme), leaving the firm with a higher profit. Since …

Prof Hoon discussed the future of wages in Singapore and identified major trends affecting Singapore's labour market over the past decade. He noted that in the future, SMEs that are unable to raise workers' productivity to match the higher labour costs will exit the industry, thus leading to job destruction. In this article I report findings of research into the lives and work of Mainland Chinese teachers of English in a broader context characterized by market economic reform. I draw on transcriptions of group interviews to describe and discuss teachers’ lives and work, and forward a critical analysis that posits a connection between teachers’ accounts and the re-structuring of social relations in post-Mao China. The article details one of several themes treated in the study, specifically the broad category of ‘effects of educational reform.’ I suggest that the compliance and resistance apparent in these accounts reveals Chinese teachers to be …

With Nepal's recent transition to state secularism, the politicization of Muslim religious identity has emerged with increasing vitality. One particular pan-Nepali Muslim organization, the Rastriya Muslim Mane Nepal (National Muslim Forum Nepal), offers a window into the complex relationship between national and religious identity that animates this politicization. Through analysis of the National Muslim Forum's earliest discourses, produced between 2005 and 2006, both immediately before and after the people's revolution that resulted in the declaration of Nepal as a secular state, this essay highlights the ways that experiences of conflict coupled with a national political transition shape and contribute to …

This paper argues that commercialization of indigenous cultures may contribute to their continued survival. This is based on the findings from a case study in Ifugao, Philippines. Because of various factors like the conversion to Christianity, the adaptation of national systems of government and education, and the introduction of international mass media, the indigenous Ifugao cultural practices are vanishing. In an attempt to revive these practices, the municipal and provincial governments in Ifugao are arranging annual festivals showcasing indigenous culture. This dissertation interrogates the assertion in postcolonial scholarship, especially from the work of Homi Bhabha that the construction and performance of hybrid identities act as a form of resistance for marginalized communities against structures of oppression. While this study supports this assertion, it also critiques how hybridity fails to address issues of unequal power relations. This has led to an uncritical use of hybridity that reproduces the very idea of static identity which its proponents claim to transcend.

Countries that come out of the "gray zone" during "third wave democratization," as ambiguous as they may seem politically, may not be a manifestation of a failed democratization attempt. Rather, their "hybrid" characteristics, portraying neither a full democracy nor outright authoritarian practices entrenched in the system, may plausibly serve as a panacea to governing, especially in a troubled state.
Many studies that have depicted the "hybrid" political system have focused more on its conceptualization and typology rather than how this kind of regime actually performs and functions. However, studying this regime type only at its surface does not help us …

This dissertation aims at integrating two scholarships: state-society relation studies and Chinese foreign policy analysis. I created Two-level Perception Gap Model to analyze different intellectual groups' relations with party-state by confirming Chinese intellectuals play a role in CFP making in general, China's Japan policy in particular. This model is an alternative approach, instead of conventional wisdom patron-client approach, to explain and analyze the pluralized intellectual-state relations in China. This paper examines the role of ASEAN in the resolution of territorial conflicts between its member states. It studies the border dispute cases of Vietnam-Cambodia and Indonesia-Malaysia, before turning its focus to the Thai-Cambodian conflict over Preah Vihear (Phra Wihan).1 The domestic political contexts in both countries provided important reasons for the weak role ASEAN has been able to play. This text, a fictional rendering of the Gandavyuha Sutra, is an instant classic of contemporary Buddhist literature. The Gandavyuha Sutra comprises one-third of the fifteen hundred page Avatamsaka (Flower Garland) Sutra. The Avatamsaka has been described as the epitome of Buddhist thought, Buddhist sentiment, and Buddhist experience and is popular with all schools of Mahayana Buddhism, in particular, The Pure Land and Zen. The purpose of the present research was to understand Chinese students' expectations and experiences with their Master's education in hospitality-related programs in the U.S. Three groups of persons could potentially benefit from the results of the study: university administrators, professors, and graduate students of hospitality management programs (both current and future students). In-depth interviews were conducted with twenty-one Chinese Master's students in a Hospitality and Tourism Management (HTM) program at a Midwest research university. According to the World Health Organization, the average blood pressure went down by 2.7mm Hg among women globally, while increasing by 2.4mm Hg in India. In men, blood pressure decreased by 2.3mm Hg globally in the past three decades but increased by 2.2mm Hg in India (Kounteya, 2012). Geographers researching cinema have predominantly been interested in how geographic meaning is constructed and negotiated within film, but have been less productive in accounting for how these constructs are received by viewers. Using the method of observational online ethnography, I therefore investigate how fans in online reviews have interpreted the nature/society binary in the film Dersu Uzala. This thesis examines the evaluation of the economic, environmental and social effects of dams, and lessons learned from previous dams. It then focuses on cost benefit analysis as a decision-making tool pre-project for evaluating the potential gains and losses of building a dam; and as a framework for evaluating dams in operation. One of the gaps in the study of international norms is the process by which they are institutionalized and accepted at the national level. As the international norm negotiates its way through various national (and even grassroots) levels, a point of inquiry would be how domestic norm entrepreneurs have enabled its localization. This study examined the pattern of online public opinion change in China by investigating the top one hit blog and its following commentaries of every day from July 2009 to March 2012 on a famous Chinese website, and then discussed potential factors that affected the formation of online public opinion. The extent of freedom of online public opinion during this period presented regular fluctuations. Whether criticisms were registered by commentators was influenced by four factors. Chinese New Year in the West Kalimantan town of Singkawang is marked by a parade featuring hundreds of possessed spirit-mediums performing self-mortification and blood sacrifice. The event is a huge tourist draw, but beyond the spectacle, deeper meanings are enacted. The spirit-medium procession stages a fraternity of Dayak, Malay and Chinese earth gods united in the purpose of exorcising demons from the neighborhood. The self-conscious presentation of the Chinese as brethren among pribumi [sons-of-the-soil] Dayak and Malay, proposes the Chinese as belonging to the ‘peoplehood’ of West Kalimantan.

The development of markets and the penetration of capital into agriculture have started the agrarian transition in rural China, which is transforming smallholding, household-based agriculture into various forms of capitalistic production. This again raises in a new historical and social context the long-debated question in the agrarian transition literature: Can family farms survive the onslaught of capitalist agriculture based on wage labor and what shapes the confrontation between family farms and agro-capital? Quick And Dirty: Some Psychosocial Costs Associated With The Dark Triad In Three Countries, Peter K. Jonason, Norman P. Li, Anna Z. Czarna

The current study provides the first examination of the relationship between life history indicators and the Dark Triad traits in an international sample drawn from the U.S. (n = 264), Singapore (n = 185), and Poland (n = 177). In all three samples, the Dark Triad traits were associated with psychosocial costs, although there were more links in the Singaporean and Polish samples than in the American sample. In the U.S., the quality of one’s romantic relationships and psychopathy were negatively correlated. Narcissism was higher in the Polish and American samples than in the Singaporean sample. Men scored higher than …
