In a commentary, SMU Associate Professor of Law Eugene Tan shared his thoughts on Britain's vote to leave the European Union (EU). He noted that if the UK’s exit, or Brexit, is poorly managed, it may presage the slow decline and growing irrelevance of the EU in the global political economy. He opined that the tragedy of Brexit is the profound misunderstanding of sovereignty, adding the concern now is the risk of populist exit contagion gaining traction in other EU member states, all in the name of sovereignty and democratic choice. From Offline To Online: How Health Insurance Policies Drive The Demand For Online Healthcare Service?, Yue Yu, Qiu-Yan Mei, Qiu-Hong Wang

Online healthcare service has gradually become a significant part of healthcare services, especially in emerging economy with shortage in medical resources and wide coverage in the Internet usage. This paper studies how health insurance policies affect the demand for online healthcare consultation by using longitudinal online healthcare and offline medical services datasets of a major city in China. The two policies we study are the integration of health insurance systems in urban and rural regions and the integration of health insurance systems between pairwise-cities. The empirical results show that both policies significantly affected the demand for online consultation. Our study …
Pathologies Of Development Practice: Higher Order Obstacles To Governance Reform In The Pakistani Electrical Power Sector, Ijlal Naqvi

Development actors are regularly aware of the shortcomings of governance interventions before, during, and after development assistance is introduced, yet those programmes continue and are even revisited. Why? This paper uses the Pakistani experience with power sector reforms to illustrate how the donor-led reform agenda had readily apparent shortcomings. A new wave of development thinking responds to such failures by drawing on complexity theory and moving toward more local, iterative and experimental approaches. However, by highlighting how the awareness of problems with reforms isn't sufficient to avoid them, this paper points to a higher order of obstacles which remain unaddressed.

In 2006, China enacted its first rescue-oriented Enterprise Bankruptcy Law with the aim of establishing its corporate rescue culture. But the corporate reorganization procedure that is at the heart of the new bankruptcy law has not been used frequently. It is appropriate to ask why the use of China's new corporate rescue law has been so low. Meanwhile, in the existing corporate reorganizations under the 2006 Law, most debtors were excluded from the reorganization process, so that the Chinese new debtor-in-possession model, which seems to be a desirable control format, was largely shelved. This paper describes an undergraduate accounting analytics course which was delivered based on an experiential learning approach. This accounting analytics course is timely as, with the proliferation of Big Data, several accounting professional bodies have highlighted the importance of developing analytical skills among accounting graduates. The experiential learning approach was adopted because there is a need to equip students with future work skills so as to tackle increasingly complex problems. The professors collaborate with external partners to design a course which combines theory with experiential learning through heavy use of projects involving real world problems. Students rated the course favourably. …

The rise of Middle East carriers in the past decade has been nothing less than meteoric. Based on the notion of generic strategy, we analysed the potential for competitors of the leading Middle East carriers to respond in terms of market scope and product characteristics, using Singapore Airlines as a reference. We found that it was generally difficult for Singapore Airlines to compete in terms of market scope, and thus it should concentrate on offering different degrees of differentiation in its products. While the latest small, long-haul aircraft could help increase Singapore Airlines' market scope, this impact would be marginal …

The author explains how the government of Singapore has taken on the role of land use planner and housing developer to ensure affordable housing. Numerous instruments have been devised by governments to provide affordable housing. These can be classified into four broad categories: taxes and subsidies, land use and market regulations, public-private partnerships, and institutions that supply housing or provide financing.

Leveraging Foreign Institutional Logic In The Adoption Of Stock Option Pay Among Japanese Firms, Xuesong Geng, Toru Yoshikawa, Asli M. Colpan

We investigate why Japanese firms have adopted executive stock option pay, which was developed with shareholder-oriented institutional logic that was inconsistent with Japanese stakeholder-oriented institutional logic. We argue that Japanese managers have self-serving incentives to leverage stock ownership of foreign investors and their associated institutional logic to legitimize the adoption of stock option pay. Our empirical analyses with a large sample of Japanese firms between 1997 and 2007 show that when managers have elite education, high pay inequality with ordinary employees, and when firms experience poor sales growth, foreign ownership is more likely associated with the adoption of stock option …

The essays in this volume have demonstrated that the Umbrella Movement brought about a new theological moment in Hong Kong. As discussed in the introduction, theological actors in Hong Kong can be described as having followed the see-judge-act process of liberation theology. Indeed, the seeing and judging of Hong Kong’s situation that began with Occupy Central with Love and Peace (OCLP) in 2013 culminated unexpectedly with the action of the 2014 protests, transcending the wildest imaginations of the seers and the judges. In turn, the authors of this book have seen the 2014 protests and have also judged them theologically. …

September 28, 2014, is usually considered the day that the theological landscape in Hong Kong changed. For 79 days, hundreds of thousands of Hong Kong citizens occupied key political and economic sites in the Hong Kong districts of Admiralty, Causeway Bay, and Mong Kok, resisting the government’s attempts to clear them out until court injunctions were handed down in early December. In a commentary, SMU Associate Professor of Law Eugene Tan highlighted that Singapore is a living laboratory by which its development and urban planning experience and expertise can be studied and harnessed by other cities in the urbanisation and human development journey. He noted that while Singapore's urban planning experience may not be directly relevant to other cities, its experience suggests that political will with public support, innovation, and boldness can make a vital difference in urban planning outcomes. He added that all these require thoughtful decisions on resource allocation and policy choices that deeply engage all stakeholders.

Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. The East China Sea (ECS) is at least as important for the strategic interests of the U.S. and its allies given the tension between China and Japan over the Senkaku/Diaoyu islands, potential energy resources in this body of water, increasing defense spending by adjacent geographic powers, the area’s importance as a maritime international trade route, and the possibility …

This thesis attempts to provide an analysis of Japan’s immigration policy on migrant workers and their families. I am interested in exploring the interactions between the Japanese government and foreigners during 1960-2014. I have three research questions: (1) What is the Japanese government policy for migrant workers? (2) What is the education status for the children of migrant workers to assimilate into Japanese society? Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Academic studies, dedicated to various aspects of religiously motivated travel have increased steadily, especially in recent years. Despite the huge amount of publications related to tourism and religious pilgrimage, there is still a gap between abstract theory and empirical research. Studies devoted to pilgrimage in the developing countries generally, and Islamic regions in particular are rather few in number in spite of its socio-economic importance and widespread practices.
