Lao Local Government, Sutida Tonlerd, Vethang Masong Jan 2023

Lao Local Government, Sutida Tonlerd, Vethang Masong

Asian Review

Before the promulgation of the first constitution of the Lao state in 1991, Laos was perceived by a number of Thai scholars as barbaric and lawless. The information about Lao politics during the Cold War was very limited to the outside world. The objective of this article is to reflect on the political system from Lao perspectives by using the analysis of local government in Lao People’s Democratic Republic (PDR). From 2 December 1975 onwards, historiography and document analysis suggest that Lao local government has been one mechanism in the structure of the state that moves towards socialism. It argues …

Democratization, Conflict And ‘Act East’ Policy: Challenges To Mediate Non-State Armed Actors Of Northeast India In Southeast Asia, Athikho Kaisii Jan 2023

Democratization, Conflict And ‘Act East’ Policy: Challenges To Mediate Non-State Armed Actors Of Northeast India In Southeast Asia, Athikho Kaisii

Asian Review

Non-state actor in Northeast India is a pre-independence phenomenon, and with the exception of Assam, the seed of institutionalizing violence was sown prior to the formation of the states. In course of time non-state actor has turned into non-state armed actor. Experience has proved that the formation of states as the process of democratization is yet to soothe the conflict in the region. With this salient reality, “Act East” seen as a path-breaking policy with a multi-prong strategy aiming to overhaul the image of the Northeast through rebuilding India’s historical ties with Southeast Asia, needs to embed a viable action-oriented …

Cambodia Watching Down Under, Geoffrey Gunn Jan 2023

Cambodia Watching Down Under, Geoffrey Gunn

Asian Review

With Cambodia Watching Down Under published by the Institute of Asian Studies then under the direction of Dr. Khien Theeravit at a time when the push for conflict resolution to the “Cambodia problem” reached a critical mass, three decades later this article looks back at the reception and impact of the book in a double sense. First, the question is posed as to the relevance of the book already made partly redundant by the signing of the landmark Paris Peace Agreements on Cambodia of October 23, 1991, several months after publication. Second, the article reflects upon the major thesis of …

From Government-Centric To People-Centered Government: A Reform Of The Administrative Services In Zhejiang Province, China (1992-2018), Orachorn Saechang Jan 2023

From Government-Centric To People-Centered Government: A Reform Of The Administrative Services In Zhejiang Province, China (1992-2018), Orachorn Saechang

Asian Review

The government plays a critical role in providing public services and serving the interests of the public. However, the traditional government-centric mentality tends to prioritize what the government can do rather than considering the needs of the public. This article aims to explore the transformation of the Chinese government from a government-centric approach to a people-centric approach and evaluates the reform efforts. Based on a content analysis of both Chinese and English literature, this study reveals that the Zhejiang government has been engaged in a continuous administrative reform process since 1992, consisting of five distinct phases, leading to a gradual …

Research On Chinese Language Education Policy And Chinese Language Education Development In Thailand, Mengyao Zeng Jan 2023

Research On Chinese Language Education Policy And Chinese Language Education Development In Thailand, Mengyao Zeng

Chulalongkorn University Theses and Dissertations (Chula ETD)

Development of Chinese language Education in Thailand is highly typical, not only leading in global Chinese language education but also pioneering numerous firsts. Thailand was the first country to incorporate Chinese into its national education system, the first to invite Chinese language teacher volunteers from China, and the first to establish Confucius Classrooms. Over a century, Thai Chinese language education has experienced both prosperous "springs" and challenging "winters." In recent years, with the warming of Sino-Thai relations and the increased attention from the Thai Ministry of Education, the number of Mandarin learners has surged, marking a period of significant development …

Examining Gandhian Ideals And The Feminized National Allegory In R.K Narayan's Waiting For The Mahatma, Fatama Zarin Khanam Jan 2023

Examining Gandhian Ideals And The Feminized National Allegory In R.K Narayan's Waiting For The Mahatma, Fatama Zarin Khanam

Legacy Theses & Dissertations (2009 - 2024)

The purpose of this thesis is to examine the character of Bharati in R.K Narayan’s novel, Waiting for the Mahatma, as a prominent female figure of political agency and representation of the role Indian women took during the revolutionary movement. Yet, also argues that problems arise when the author uses a feminine character as a national allegory and represents her as “Mother India,” because it makes the category of woman homogenous, neglecting to recognize the intersectional identities that make the lives of women diverse and incomparable. Additionally, another aspect of this argument is that Narayan’s depiction of Bharati fits into …

Neighborhood Retail Amenities And Taxi Trip Behavior: A Natural Experiment In Singapore, Kwan Ok Lee, Shih-Fen Cheng Jan 2023

Neighborhood Retail Amenities And Taxi Trip Behavior: A Natural Experiment In Singapore, Kwan Ok Lee, Shih-Fen Cheng

Research Collection School Of Computing and Information Systems

While a small change in land use planning in existing neighborhoods may significantly reduce private vehicle trips, we do not have a great understanding of the magnitude of the project- and shock-based causal change in travel behaviors, especially for the retail purpose. We analyze the impact of newly developed malls on the retail trip behavior of nearby residents for shopping, dining or services. Using the difference-in-differences approach and big data from a major taxi company in Singapore, we find that households residing within 800 m from a new mall are significantly less likely to take taxis to other retail destinations …

Nuclear Weapons In Japanese Strategic Culture, Logan Joseph Douglas Campbell Jan 2023

Nuclear Weapons In Japanese Strategic Culture, Logan Joseph Douglas Campbell

Graduate Theses/Dissertations

Acquiring nuclear weapons of its own has been inconsistent with Japan’s post-Cold War strategic culture, which is heavily based on an identity and associated norms grounded in nuclear pacifism. However, Japan’s strategic culture has been evolving with changing threat perceptions, eroding international nuclear nonproliferation norms, and declining confidence in US security guarantees. As Japan’s strategic culture shifts towards a more pragmatic interpretation of its national interests, acquiring nuclear weapons may become a more easily legitimized option, one that would be entirely consistent with a remilitarized strategic culture. Scholarship on Japanese strategic culture is vast but lacks a strategic culture explanation …

The Persistence Of Ethnopopulist Support: The Case Of Rodrigo Duterte's Philippines, Dean C. Dulay, Allen Hicken, Ronald Holmes Jan 2023

The Persistence Of Ethnopopulist Support: The Case Of Rodrigo Duterte's Philippines, Dean C. Dulay, Allen Hicken, Ronald Holmes

Research Collection School of Social Sciences

The past few years have seen an emergence of populist leaders around the world, who have not only accrued but also maintained support despite rampant criticism, governance failures, and the ongoing COVID pandemic. The Philippines' Rodrigo Duterte is the best illustration of this trend, with approval ratings rarely dipping below 80 percent. What explains his high levels of robust public support? We argue that Duterte is an ethnopopulist who uses ethnic appeals in combination with insider vs. outsider rhetoric to garner and maintain public support. Moreover, we argue that ethnic affiliation is a main driver of support for Duterte, and …

Postmaterialism And Corporate Tax Avoidance, Yujia Cui, Jiwei Wang, Kangtao Ye Jan 2023

Postmaterialism And Corporate Tax Avoidance, Yujia Cui, Jiwei Wang, Kangtao Ye

Research Collection School Of Accountancy

Using a proprietary dataset of China tax audits, we found that firms owned by investors from countries with higher postmaterialism values were less likely to engage in tax-avoidance behavior in China. In addition, we found some evidence that the negative association between postmaterialism and tax avoidance is more pronounced when tax enforcement is stronger, indicating that national culture and formal institutions act as complements. To check the external validity of our main results, we further used a cross-country sample from 21 countries over 22 years. The evidence from the cross-country sample was consistent with the findings obtained from the China …

Pakistan's Contribution To The Global Rise In Conventional Pollution, Emily Warner Jan 2023

Pakistan's Contribution To The Global Rise In Conventional Pollution, Emily Warner

CMC Senior Theses

This thesis examines the impact of conventional pollutants on the environment, communities, and individuals in Pakistan. It begins by investigating the causes of conventional pollutants and exploring Pakistan’s agricultural industry, domestic practices, non-renewable energy sources, and industrial practices (the brick industry, leather tanning industry, and textile industry). It then analyzes factors that continue to contribute to conventional pollution in Pakistan such as economic incentives, politics, and traditional practices within industries. Exploring the measures that have been taken by Pakistan and other organizations to decrease conventional pollutants, it then suggests potential opportunities for improvement.

Public Policy Education In India: Promises And Pitfalls Of An Emerging Disciplinary Identity, Ishani Mukherjee, Dayashankar Maurya Jan 2023

Public Policy Education In India: Promises And Pitfalls Of An Emerging Disciplinary Identity, Ishani Mukherjee, Dayashankar Maurya

Research Collection School of Social Sciences

Despite the surge in global demand over the last few decades, the supply and design of public policy education has been notably concentrated within western and developed country contexts. The same era has not seen a comparable rise in public policy education and accreditation emerging from developing countries that are still unable to fully meet the existing domestic needs for these skills. In India, core public policy education is in its emerging, albeit promising stages. Drawing on several rounds of discussions with academic and administrative Heads of the Department for public policy in tertiary education institutes of India, this paper …

Deconstruction Of A Dialogue: Creative Interpretation In Comparative Philosophy, Steven Burik Jan 2023

Deconstruction Of A Dialogue: Creative Interpretation In Comparative Philosophy, Steven Burik

Research Collection School of Social Sciences

It is common knowledge that Martin Heidegger’s attempts at engaging non-Western philosophy are very much a construct of his own making. This article in no way seeks to disagree with those observations, but argues two things: first, that Heidegger’s “dialogue” with his two main other sources of inspiration, the ancient Greek thinkers and the German poets, is not different in kind or in principle from his engagement with East Asia. One can of course quite easily argue that Heidegger’s main interest was the ancient Greek thinkers, and then the poets, and only lastly Asia. But this hierarchy in preference does …

The Demands Of (Dis)Placement, The Micro-Aggressions Of Multiculturalism: Performing An Idea Of "Indianness" In Singapore, Orlando Woods, Lily Kong Jan 2023

The Demands Of (Dis)Placement, The Micro-Aggressions Of Multiculturalism: Performing An Idea Of "Indianness" In Singapore, Orlando Woods, Lily Kong

Research Collection School of Social Sciences

This paper explores the ways in which state-defined discourses of multiculturalism can unintentionally create a framework through which micro-aggressions are enacted against those interpreted as “other”. These definitions cascade down from the state to majority and then minority ethno- national groups, who leverage positions of relative dominance to establish the terms of acceptance and integration into society. By negotiating these terms, ethnicity becomes a performative construct through which difference is asserted and reified. We illustrate these ideas through an empirical analysis of Singapore’s minority Indian community, and how Singaporean Indians perform an idea of “Indianness” in response to their Singaporean …

China’S Global Strategy As Science Fiction, William A. Callahan Jan 2023

China’S Global Strategy As Science Fiction, William A. Callahan

Research Collection School of Social Sciences

Xi Jinping is leading China in a new direction, but how are we to understand the PRC’s global strategy? To understand domestic and international politics in most countries, we would look for clues in authoritative sources—leaders’ speeches, official documents and statistics, elite interviews and essays, and public opinion surveys. In the 2000s this method worked well to probe Chinese politics. But since civil society and independent thought have been severely restricted over the past decade under Xi, it’s necessary to go beyond such “factual” sources. To understand China’s global strategy, it’s best to read fiction, especially Chinese science fiction.

The Asian Infrastructure Investment Bank And China’S New Colonialism In Cambodia, Sigit -, Elizabeth -

Asian Review

This paper aims to analyses Cambodia's response to China's new colonialism through the Asian Infrastructure Investment Bank (AIIB) using qualitative methods and hegemony as the conceptual framework. As the second-largest economy, China has ambitions to surpass other countries, such as the United States. The Belt and Road Initiative (BRI) is the first project, launched in 2013, to gain worldwide penetration of China under the mask of investment and trade. To finance BRI, China inaugurated AIIB in 2015 as its second project. AIIB invites dynamic Asian countries to invest in technology-enabled green infrastructure. After gaining the trust of Asian countries, China …

The notion of local governance in Asia is the focus of this issue of Asian Review by The Institute of Asian Studies, Chulalongkorn University. With the increasing influence and impact of international connectivity nowadays, it is difficult to deny that political actors at a local level are not completely separated from those at the regional and international level.

Documenting Factors Contributing To The Emergence Of Migrant Learning Centers In Thailand, Amanda Mowry Jan 2023

Documenting Factors Contributing To The Emergence Of Migrant Learning Centers In Thailand, Amanda Mowry

Asian Review

This research aims to examine social and economic factors that led to the establishment, proliferation, and development of Migrant Learning Centers (MLCs) in Thailand. With the migration of millions of Myanmar people to Thailand over the past 30 years, Thailand’s economy has positively benefited from their contribution to the labor sector but has also experienced unexpected challenges in realizing migrant children and youth’s right to education. With approximately 200,000 non-Thai children out-of-school, an education chasm threatens the safety and opportunity of migrant children and has necessitated alternative forms of learning via MLCs.  The establishment of Migrant Learning Centers was a …

Consociational Democracy In Post-War Lebanon: Maintain-Ing Negative Peace And Stability Amidst Sectarian Divisions, Kasidech Somboonkittichai Jan 2023

Consociational Democracy In Post-War Lebanon: Maintain-Ing Negative Peace And Stability Amidst Sectarian Divisions, Kasidech Somboonkittichai

Asian Review

Is consociational democracy the only viable solution for maintaining direct negative peace and stability in contemporary Lebanon? This paper argues in favour of consociational democracy as the most effective approach to preserving direct negative peace and stability in post-war Lebanon. The rationale behind this claim stems from the impracticality and unsuitability of alternative solutions, particularly transformative liberal approaches, within Lebanon's specific context. Implementing such alternatives would jeopardise cooperation among elites representing different sectarian groups, leading to a perilous power vacuum and the potential for civil war reoccurrence. To contribute to the academic discourse, this paper systematically examines Lebanon's post-war regime …

Constructing Jain Goddess Padmavātī In Gujarati Literature, Venu Mehta

Monsoon: South Asian Studies Association Journal

Worship of the goddess Padmāvatī emerged more than a thousand years ago. This article explores three songs about her in Gujarati by Paṇḍit Vīrvijayajī (1773-1852). By analyzing the style and form of his work, one learns a great deal about devotional liturgies that commemorate goddess Padmāvatī’s protection of the Jina Pārśvanātha and, in turn, his protection of her.

The Jaina Goddess Padmāvati In Karnataka, Robert Zydenbos Jan 2023

The Jaina Goddess Padmāvati In Karnataka, Robert Zydenbos

Monsoon: South Asian Studies Association Journal

Stories about Padmāvati played an important role in the founding of the Ganga Dynasty (ca. 350-1000 C.E.) and the Hoysala Dynasty (ca. 950-1350 C.E.) in what is now the modern state of Karnataka. Although not without its critics, goddess worship has been integral to Jainism as practiced in south India for more than a millennium. This article surveys primary and secondary literature written about Padmāvati and describes worship at the main shrine dedicated to her, located in Hombuja in central Karnataka.
