Economic Forecasting In Singapore: The Covid-19 Experience, Hwee Kwan Chow-Tan, Keen Meng Choy

This Special Feature considers how accurately professional forecasters have predicted GDP growth and inflation in Singapore, especially during rare events such as the Global Financial Crisis (GFC) and COVID-19. It also illustrates the value of forecast probability distributions in inferring forecasters’ uncertainty when making predictions, and the degree of consensus between projections from different forecasters. The authors find that one-year ahead forecast errors for GDP growth and inflation increased during the GFC and the COVID-19 pandemic. While professional forecasters did not appear to have followed the Government’s forecasts when predicting growth during the GFC, they may have exhibited ”leader-following” behaviour …

Migration And Spatial Misallocation In China, Xiaolu Li, Lin Ma, Yang Tang

We structurally estimate the firm-level frictions across prefectures in China and quantify their aggregate and distributional implications. Based on a general equi-librium model with input and output distortions and migration, we show that the firm-level frictions are less dispersed and less correlated with productivity in richer prefectures. Counterfactual exercises show that reducing the within-prefecture mis-allocation increases the aggregate welfare, discourages migration towards large cities, and narrows the spatial inequality. Moreover, internal migration alleviates the impacts of micro-frictions on aggregate welfare and worsens their impacts on spatial inequality.

While there has been much research on welfare exit and entry into employment, less research has looked at return to government assistance. Applying survival analysis on data from a national government assistance programme in Singapore, we found two important factors of welfare return to which activation programmes need to pay greater attention. First, return was more likely if former beneficiaries accumulated a higher number of types of arrears rather than higher dollar values of arrears. This new finding contributes to the emerging literature on bandwidth tax, and suggests the importance of designing programmes that relieve mental accounting due to debt …

During the Qing dynasty, the Chinese Government appointed officials based on a man’s education and how he passed the imperial examinations. Chen Hongmou stands out among the many officials chosen during the eighteenth century.
Born October 10 1696 in Lingui, Guangxi, China, Chen spent his career as an official for several provinces. Based on his own experiences, Chen wrote texts on leadership and the duties of officials. He not only wrote to promote a system of good governance, he did so while espousing progressive ideals.

Research on the displacement of the Rohingya from their property has paid little attention to how the government’s land policies encourage various actors to seize that land and extract resources. This research is based on interviews with Rohingya refugees, reports from the United Nations and humanitarian agencies, and published academic work. Economic, social, and political factors are responsible for the displacement of Rohingyas. To argue that a single factor is responsible for their displacement would be incorrect, as research reveals a more complicated interaction of social forces. A post-National Day Rally survey conducted in August 2022 found that the rising cost of living and health-related issues were ranked among the top concerns of Singaporeans (Baharudin, 2022). This comes as no surprise as global crises such as the ongoing COVID-19 pandemic and the Russo-Ukrainian conflict, has resulted in global and domestic inflation (Gov.sg, 2022). The COVID-19 outbreak has unpredictably disrupted the operations of numerous museums. Museum visitor experience has a physical, personal, and social context, which are not achievable during the pandemic. Despite the depreciation during the Circuit Breaker period, the disruption also presents an opportunity for local museums to develop new strategies of audience engagement to accommodate the altered audience behavior. This exploratory study analyses data from six Singapore-based museums to understand the visitorship patterns across different ages and genders. The impact of COVID-19 is also analysed. The only central bank money individuals and businesses have today is cash. Everything else they use as money is commercial bank promises. Central bank digital currencies (“CBDC”) will likely change all this by putting central bank money into everyone’s hands. This paper examines the price comovement of cross-listed Chinese A- and H-shares using a panel model with latent factors and a heterogeneous long-run structure. Our model is more flexible than the cointegration system and is estimated using the data-driven Cup–Lasso method. The long-run H-share price discounts are heterogeneous across different groups of stocks. We have identified both stationary and nonstationary latent factors in the price differentials, which are driven by different economic variables. By analyzing the factor loadings of the nonstationary latent factor, we identify some trading-friction and information-friction variables that have effects on the price convergence between the A- …

The new Rules of Court 2021 seek to provide a more accessible and efficient justice system. The extensiveness of the overhaul, however, brings with it as much unfamiliarity as excitement. This legislation comment examines the changes in the provisions governing service out of jurisdiction and argues that the textual changes also effect substantive changes to how the law is applied. This comment also explores the related issues on the grant of Mareva injunctions in aid of foreign proceedings under the new Rules of Court 2021.

Difficulties faced in life can affect marital relationships and such troubles may be dealt with in a multitude of ways, including coping religiously. The present study examined how religious coping, either in a positive or negative manner, may have an impact on marital satisfaction. Importantly, this association was studied dyadically in a sample of religiously diverse (Buddhists, 32.3%; Taoists, 17.6%; protestant Christians, 14.1%; and others who did not identify with a specific religion, 19.1%), married older Singaporean adults (N = 1928; 964 couples). The COVID-19 pandemic has rendered visible many socioeconomic inequalities and the lengthy period of dis- ruption to everyday life had disproportionate effects on the most vulnerable groups in Singapore and across the world. Utilizing data from the Singapore Life Panel ® (SLP) collected in September 2021, this study examined a sample of 6667 older adults to assess the effects of socioeconomic status (SES) on well-being, and the mechanisms through which social support and resilience may mediate its influence. This article examines the recent repeal of section 377A of the Penal Code and the concurrent constitutional amendment to strengthen the institution of marriage as the union of one man and one woman. Co-ownership of land is commonplace in Singapore, and the manner of holding among co-owners has important practical implications. Joint tenants are subject to the rule of survivorship, but what if a joint tenant does not wish to be locked into the survivorship wheel of fortune? A joint tenant may unilaterally sever the joint tenancy by an act operating upon his or her share of the land, but questions remain as to when that occurs and the consequent duration of severance. This article attempts to address these questions with the current alienation-based approach and suggest the possibility of an intention-based approach.
