The objective of this dissertation was to develop a comprehensive, data-driven spatial framework for characterizing the complex cultural landscape of the National Coal Heritage Area (NCHA) in West Virginia. By transitioning away from traditional, heuristic spatial mapping, this research integrates advanced spatial statistics, machine learning, and GIS-based methodologies to objectively quantify the physical, visual, and cultural dimensions of the post-mining environment. The research is structured around three interconnected empirical studies, each addressing a specific scale of the Landscape Character Assessment (LCA) framework to support heritage conservation and sustainable spatial planning. Flooding is one of the most frequent and damaging natural hazards in the United States, with impacts expected to intensify under changing climate conditions. In regions such as West Virginia, complex terrain, development patterns along river corridors, and socioeconomic disparities contribute to elevated flood risk. Traditional approaches to flood risk assessment often focus on single dimensions of vulnerability or rely on binary floodplain maps, which do not fully capture the spatial variability and multidimensional nature of flood resilience.

The state of West Virginia lacked a comprehensive, in-depth analysis of the availability of physical books across the state. Access to reading material is vital to a child’s educational development as well as lifelong learning beyond childhood. To guide policy decisions and planning for outreach which addresses reading levels and beyond, I mapped levels of access stemming from socioeconomic barriers, spatial barriers, and an integrated index of both types of barriers. Energy transition from conventional to centralized power plants, including coal-fired units, is critical for West Virginia’s long-term energy and economic future. The socioeconomic downturn in West Virginia was deeply connected with the dependence on the centralized coal industry and the coal economy. Most traditional coal communities in rural West Virginia struggle to maintain economic viability, potentially leading to outmigrations and poor energy resilience. I investigated the possibility of introducing community-sized distributed energy systems in these rural communities to improve energy resilience and accommodate the future transition from centralized coal-generated energy.

Gentrification can significantly alter the socioeconomic, demographic, and commercial aspects of a city. It is a complex process that transforms the characteristics of entire neighborhoods, modifying not only the observable physical aspects, but also the community structure. High spatial resolution (HR) (1m – 5m) remotely sensed data in conjunction with supervised machine learning classification are commonly used to construct land-cover classifications. Despite the increasing availability of HR data, most studies investigating HR remotely sensed data and associated classification methods employ relatively small study areas. This work therefore drew on a 2,609 km2, regional-scale study in northeastern West Virginia, USA, to investigates a number of core aspects of HR land-cover supervised classification using machine learning. Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. Since 1990s rural households in Malawi, constituting 85% of the population, have experienced deepening livelihood vulnerability, often manifested as persistent food insecurity. Livelihood crises have since been blamed on or attributed directly to weather perturbations/climatic shocks i.e. El-Nino induced climate variability/drought conditions. This study revealed that persistent livelihood crisis in rural Malawi cannot be attributed to or squarely blamed on weather shocks alone, rather it is at the intersection of various livelihoods shocks that rural livelihood vulnerability in Malawi is exacerbated i.e. worsening and deepening.
