Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

This study aims to analyze the determinants of poverty vulnerability in South Sulawesi by integrating spatial dimensions into risk estimation models. Using micro-data from the March 2024 National Socio-Economic Survey (Susenas) with individuals as the unit of analysis, this study applies the Vulnerability as Expected Poverty (VEP) and Local Indicator of Spatial Association (LISA) methods, estimated through an integrated logistic regression model. Empirical results indicate that while the average vulnerability is relatively low, risk distribution is highly concentrated in specific regional clusters. This study applies the travel cost valuation method to urban parks in the State of Montana in an effort to determine whether parks with attributes related to exercise have greater value for recreationalists. By observing real recreation behaviour of urban park visitors through the use of cellphone mobility data, recreational demand for varying parks can be ascertained. To model recreational demand, the random utility model (RUM) and multinomial logit model (MNL) are leveraged to understand choice probabilities of parks, based on the attributes of parks, including sports facilities and trails. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. With earthquakes, the main cause of concern is physical destruction of property, however, there are also psychological effects that are researched and discussed much less. In 2001, the Nisqually area of western Washington experienced a substantial earthquake that produced minimal physical damage but caused a significant decrease in real estate prices. Is the geographical location of a country deterministic to its level of economic development? Although economic geographers have been searching the answers to this question for decades, incongruities between different opinions still exist. This paper takes both theoretical and empirical approaches to provide a systematic answer to this question. Firstly, this paper uses industry-level gravity model of international trade to demonstrate that not all countries are negatively affected by geographical remoteness. Ideas developed by regional economists have potential applications within the urban planning field. One potential application is toward conserving farmland, and within this thesis this topic is examined for the study area of Utah County, Utah. Using assessor data, a land value map is created and further used to develop a regional economic model and spatial models that were analyzed for patterns of land use change.

Findings show that representing land value as continuous surface maps is a useful approach. The maps reveal that Utah County has densified as its population increased while farmland loss still occurred in agriculturally-important areas. …

The constraints on property use along with the economic merits of historic districts are critical points in the debate over preservation policies. Improving the existing housing stock is a substantial economic activity and a significant part of the nation’s overall construction industry. The purpose of this study is to present an empirical analysis of the relationship between historic district designation and renovation decisions. The results of the analysis found that historic preservation does not inhibit the renovation activity of single-family homeowners. Scarce water resources in the Western United States, in concert with population growth and climate change, constitute a need to better understand factors that impact water demand. In this dissertation, Chapter 1 provides cultural and historical context for water use in the West and argues that understanding water demand is important, especially when managing scarcity is a goal. Chapter 2 uses aggregate city-level data from four municipalities in New Mexico to investigate seasonal trends and breakpoints. Mapping the spatial distribution of poverty in developing countries remains an important and costly challenge. These “poverty maps” are key inputs for poverty targeting, public goods provision, political accountability, and impact evaluation, that are all the more important given the geographic dispersion of the remaining bottom billion severely poor individuals. In this paper we train Convolutional Neural Networks (CNNs) to estimate poverty directly from high and medium resolution satellite images. This study measures the impact that electrical outages have on manufacturing production in 135 less developed countries using stochastic frontier analysis and data from World Bank’s Investment Climate surveys. Outages of electricity, for firms with and without backup power sources, are the most frequently cited constraint on manufacturing growth in these surveys.

Outages are shown to reduce output below the production frontier by almost five percent in Africa and by a lower percentage in South Asia, Southeast Asia and the Middle East and North Africa. Production response to outages is quadratic in form. Outages also increase labor cost, reduce exports …
