This thesis explores the social movements and civil society activism to protect the rivers that flow through Bangladesh—the cradle and terminal delta floodplain of the transboundary Ganges, Brahmaputra, and Meghna river systems—, as well as ways to build regional cooperation and watershed democracy in South Asia. The research drew on four overarching fields of study: environmental justice, southern environmentalism, ecological nationalism, and environmental governance. These four bodies of scholarship helped address the overarching question: how are civil society organizations analyzing and responding to the water diversions and degradation of Bangladesh’s transboundary rivers? Water quality and quantity are prominent concerns for First Nations across Canada. The federal government shares the responsibility with First Nations to ensure water resources on-reserves meet the needs of First Nations. Federal approaches have been predominantly technical, focused on addressing issues related to infrastructure, maintenance, training, and monitoring. This approach is important. However, water issues concerning First Nations go beyond technical issues and relate to inadequate participation in decision making, poorly defined roles and responsibilities, and approaches to managing water resources on-reserve that have not accounted for local context. The Huron River, located in the Great Lakes Region, Michigan, USA is a symbol of success, wealth and prosperity to the residents of Southeast Michigan. In the last 20 years, the river has been subject to degradation due to high growth rates of urban cities and often experience the cumulative effects of channelization, pollution from point and nonpoint sources, as well as a decline in wetland area and quality. The biodiversity of the Selenga river basin and the receiving waters of the lake Baikal, are among the greatest in the world with over 1,700 known endemic species of plants and animals. Mining activities along the Selenga river and its tributaries pose a major threat of chemical contamination, potentially reducing habitat quality and suitability for aquatic species. Moreover, the Selenga river serves as a major water source for the lake Baikal. Little information exists on the chemical contaminant concentrations in the Selenga river basin. This project analyzes efforts to remake the relationship between water and city in São Paulo, Brazil. Currently experiencing overlapping problems of flooding, scarcity, and pollution, São Paulo illustrates the challenges of managing water in a contemporary mega-city. This dissertation subsequently considers the city’s water management through an approach that borrows from urban political ecology, social studies of science, and post-colonial urban theory. With an epistemological grounding in these literatures, this project analyzes ongoing conversations about water management in São Paulo, and focuses on how water is encountered and engaged with in the landscape by engineers, artists, and activists. Located within the Universidad del Valle in Cali, Colombia, CINARA is an academic institution, comprised of both engineers and social scientists, that has almost three decades of experience regarding participatory approaches to water supply and environmental sanitation. In this paper, I argue that CINARA’s work is important due to its emphasis on meaningful community participation that significantly involves communities in decisions on technical matters that are usually allocated exclusively to “experts.” Furthermore, the valuation of social considerations and non-technical knowledge found amongst CINARA’s engineers stands in distinct contrast to traditional development practices and engineering mindsets. Produced by Karen Miranda Abel with Jessica Marion Barr, Vernal Pool is an immersive, elemental water installation created as a participatory, contemplative inquiry into our transitory interrelationships with water and landscape. From November 2013 to April 2014, 114 individuals across Canada and abroad gathered snow samples as a form of extrinsic artistic practice about place and precipitation. With the arrival of spring, the reservoir of melted snow was convened for four days at Toronto’s historic Gladstone Hotel to create Vernal Pool.

At The Intersection Of Neoliberal Development, Scarce Resources, And Human Rights: Enforcing The Right To Water In South Africa, Elizabeth A. Larson

International Studies Honors Projects

The competing ideals of international human rights and global economic neoliberalism come into conflict when developing countries try to enforce socio-economic rights. This paper explores the intersection of economic globalization and the enforcement of 2nd generation human rights. The focus of this exploration is the right to water in South Africa, specifically the recent Constitutional Court case Mazibuko v City of Johannesburg. While a right to water can be constructed at the international level, the right disappears in the face of neoliberal development measures such as those that are instituted by democratic governments in developing nations faced with limited resources.
