Learning From Cinara: Exploring The Depths Of Participatory Water Engagement In Cali, Colombia, Zachary T. Strickland

Located within the Universidad del Valle in Cali, Colombia, CINARA is an academic institution, comprised of both engineers and social scientists, that has almost three decades of experience regarding participatory approaches to water supply and environmental sanitation. In this paper, I argue that CINARA’s work is important due to its emphasis on meaningful community participation that significantly involves communities in decisions on technical matters that are usually allocated exclusively to “experts.” Furthermore, the valuation of social considerations and non-technical knowledge found amongst CINARA’s engineers stands in distinct contrast to traditional development practices and engineering mindsets. Forest carbon projects seek to alleviate rural poverty and mitigate global climate change by facilitating the flow of capital from actors looking to offset CO2 emissions to land managers willing to engage in offset-oriented reforestation, afforestation, and forest preservation activities. In Mexico, forest carbon schemes have been pursued within the country’s national Payment for Ecosystem Services (PES) program, and through REDD+ pilot projects and separate voluntary initiatives. In this dissertation, I explore one voluntary project, Scolel’ Te, which is managed by the non-governmental organization (NGO), AMBIO. In 2003, residents of the Serra do Brigadeiro Territory, a rural region of Southeastern Brazil in one of the few remaining patches of the Atlantic Forest, learned of a large number of bauxite concessions in their territory given by the federal government to the prominent Companhia Brasileira de Alumínio (CBA), Brazil’s largest aluminum producer. Because the region prides itself on its small-scale agriculture and its lush natural environment, the mining has been the source of much contention in the community. Social inequality and environmental degradation are motivating informed young people into action and connecting impoverished regions of the world with students in more developed nations. This Social Sciences senior project is to analyze an alternative development model designed by a group of Californian university students. The project, named Chimeneas de la Esperanza, is designed to help impoverished Nicaraguan women start a ceramics business. The major hurdle of this mission is to establish a market for the ceramics product. The condition of water resources in the rural Andean community of Berlin, Colombia, was explored for the purpose of future development in the area. Through investigation of water acquisition techniques, use, and water discharge methods, combined with analysis of chemical water quality tests, the overall pattern of water resources in the study area was revealed. Although the methods of acquiring water were not found to be especially damaging to water quality, the use, and more importantly, the methods of discharging waste water suggested a water resource base harboring certain questionable qualities.
