Louisiana is uniquely exposed to severe weather because of its geography and climate. Louisiana’s extreme weather is exacerbated by anthropogenic climate change, which will worsen in the future. The risks its population and environment are exposed to has generated several policies and planning documents, nine of which are analyzed in this thesis. Three plans are from the state level, three are from the parish level, and three are from the urban (New Orleans) level. These planning documents pose various adaptation and mitigation actions to ameliorate and address multiple climate issues. These actions utilize specific mitigation strategies. We examine three distinctive biostratigraphic signatures of humans associated with hunting and gathering, landscape domestication and globalization. All three signatures have significant fossil records of regional importance that can be correlated inter-regionally and help describe the developing pattern of human expansion and appropriation of resources. While none have individual first or last appearances that provide a globally isochronous marker, all three signatures overlap stratigraphically, in that they are part of a continuum of change, with complex regional patterns. This study evaluates the ability of machine learning algorithms to classify tropical depressions (TDs) and tropical storms (TSs) in the western region of the southwest Pacific Ocean (SWPO). Decision rules are generated to predict the environment required for a depression to fully develop into a mature storm, and the most influential predictors in the classification decision are ranked. TD and TS are discriminated based on a maximum sustained wind speed threshold (≥17 ms−1). Various aerosol, thermodynamic, and dynamic parameters are extracted closest to the initiation point of each non-developing and developing sample. In February 2021, a widespread cold-air outbreak, with two associated winter storm systems, impacted the South-Central United States. After a comprehensive summary of the synoptic setup and a day-by-day analysis of the event, we assess the significance of the storm from a climatological perspective. Concerning winter precipitation, there were isolated instances of record snowfall accumulations. While freezing rain and freezing drizzle both occurred, total freezing precipitation accumulations did not exceed a one-in-50 year event. The duration of the cold was notable — many stations across the region broke records for the highest number of consecutive days below freezing. When analyzing …

Defining a reliable geographic unit pertaining to cancer care is essential in its assessment, planning, and management. This study aims to delineate and characterize the cancer service areas (CSA) accounting for the presence of major cancer centers in the United States. We used the Medicare enrollment and claims from January 1, 2014 to September 30, 2015 to build a spatial network from patients with cancer to cancer care facilities that provided inpatient and outpatient care of cancer-directed surgery, chemotherapy, and radiation. Criminology of place and deterrence strategy evaluations share separate yet similar paths towards incorporating microgeographic units of analysis within deterrence strategies. These transitions have been underway since Weisburd’s 2015 criminology of place work and Kennedy’s 1997 Ceasefire publication for deterrence strategy evaluation. Rather than purely theoretical or practical challenges serving as agents of change, scale appropriateness can arguably be pinpointed as the foundation for change in both areas. Lightning strikes are incredibly common and potentially hazardous. Lightning can lead to loss of life, property damage, or can trigger other hazardous events like wildfires. They are also the result of incredibly complex physical processes in the atmosphere, making it challenging to predict strikes. However, given the extensive data and robust analytical techniques available, machine learning methods could be used to establish data relationships between lightning strikes and ground-level atmospheric measurements. This report examines nine Louisiana communities and their alcohol availability concerns from a public health perspective. The nine communities are part of The Louisiana Partnership for Success II (LPFS ll), a 5-year Substance Abuse and Mental Health Services Administration (SAMHSA) grant. The LPFS ll grant is focused exclusively on addressing underage drinking behaviors, consequences, and risk factors among 9 to 20-year-olds in nine high-need, parish-level communities (HNCs) (Louisiana Department of Health [LDH], 2020a). Since the Dartmouth Hospital Service Areas (HSAs) were proposed three decades ago, there has been a large body of work using the unit in examining the geographic variation in health care in the U.S. for evaluating health care system performance and informing health policy. The aim of this study is to verify the hypothesis that the rapid metropolization process that has been taking place in large Polish cities since the beginning of the second phase of post-communist transition in 2000 leads to their socio-economic diversity, which is manifested, among others, in the differentiation of the level and structure of crime. Extreme heat is the deadliest weather hazard in the U.S. Flooding is the second worst, and flash flooding is the deadliest form of flooding. The nature of these flood deaths contains a human element that deserves greater study. We consider the problem of classifying curves when they are observed only partially on their parameter domains. We propose computational methods for (i) completion of partially observed curves; (ii) assessment of completion variability through a nonparametric multiple imputation procedure; (iii) development of nearest neighbor classifiers compatible with the completion techniques. Our contributions are founded on exploiting the geometric notion of shape of a curve, defined as those aspects of a curve that remain unchanged under translations, rotations and reparameterizations. This work introduces a bulk data acquisition method using a hyperspectral imaging system (HIS) to measure chromium (Cr) concentration in the soil samples obtained from tailings of a gold mine considering of the spectral competition between heavy metal elements. The chemical, mineralogical, and spectroscopic analyses in a laboratory environment revealed that heavy metal elements' competitive geochemical behaviors were manifested as spectral competitions between heavy metal elements in tailings. The heavy metal elements can be classified into two groups based on their geochemical behaviors: chromium-nickel (Cr-Ni) and zinc-arsenic-cadmium-lead (Zn-As-Cd-Pb). Students dropping out of high school is a nationwide problem, plaguing communities and often greatly reducing the prospects of a quality life for those students who do not complete their high school educations. Louisiana consistently has among the highest public high school dropout rates in the United States, and often the highest. This thesis analyzes the gap between farmers' environmental perceptions in Téquita, a small village in Colombia, and the definition of protected areas has led to a conflict for the use of natural resources. I examine if the protected area's policies have dealt with the social and ecological issues in the páramos and recognized the social construction of the landscape, farmers' identities, and their interpretations about work and land. The ancient Maya of Mesoamerica created a culture with writing, religion, and vast trade networks. These trade networks are evident on the southern coast of Belize, where archaeologists have found sites dedicated to salt making. One of these sites, Ta’ab Nuk Na, was the subject of this thesis. Sediment and charcoal samples were collected from this site by the Underwater Maya Research Group led by Heather McKillop and E. Cory Sills. Spatial crime analysis, together with perceived (crime) safety analysis have tremendously benefitted from Geographic Information Science (GISc) and the application of geospatial technology. This research study discusses a novel methodological approach to document the use of emerg-ing geospatial technologies to explore perceived urban safety from the lenses of fear of crime or crime perception in the city of Baton Rouge, USA. This article introduced the quantity controlled spectral indices working at mineral contents higher than 5 wt.% for detection of sericite, chlorite, and pyrophyllite, which are the representative alteration minerals of phyllic, propylitic, and advanced argillic hydrothermal alterations. The X-ray diffraction analysis revealed that the samples are mostly pure with minor content of quartz. The absorption features of target minerals showed systematic decrease in absorption depth with decrease in the mineral content, and the changes varied by mineral types. Existing work has noted three major, radar-derived, storm modes associated with tornadoes: supercell, quasi-linear convective systems, and tropical systems. I examine the long-term frequency and seasonality of each storm mode between 1996 and 2017 in the Southeast United States. The Southeast is chosen as a focus for this work due to its well-known and unique combination of tornado vulnerability and exposure. Uncertain Regional Urbanism in Venezuela explores the changes cities face when they become metropolises, forming expanding regions which create both potential and problems within settlements. Subglacial Antarctic aquatic environments are important targets for scientific exploration due to the unique ecosystems they support and their sediments containing palaeoenvironmental records. Directly accessing these environments while preventing forward contamination and demonstrating that it has not been introduced is logistically challenging. The Whillans Ice Stream Subglacial Access Research Drilling (WISSARD) project designed, tested and implemented a microbiologically and chemically clean method of hot-water drilling that was subsequently used to access subglacial aquatic environments.
