This policy paper provides some updated estimates of the short-run fiscal effects of expanding Michigan’s state-funded preschool program, the Great Start Readiness Program (GSRP), to encompass universal access for Michigan’s four-year-olds. This is an update to Policy Paper No. 2025-034, which analyzed the economic and fiscal effects of Michigan’s current GSRP program as compared to the state having no program. The update takes advantage of a high-quality recent study of the economic effects of universal preschool programs in nine states, authored by Jackson, Turner, and Bastian (2025). The Effects Of Tulsa Remote On Inducing Moves To Tulsa: Estimates And Implications, Timothy J. Bartik

Tulsa Remote is one of the largest of over 100 remote worker attraction programs in the United States. Since its beginning in 2018, the program has provided generous incentives ($10,000 for moving to Tulsa and staying one year), along with accompanying networking services and incentives to encourage entrepreneurship, to over 3,000 Tulsa Remote member households, selected out of tens of thousands of applicants. Tulsa Remote’s purpose is to promote economic development in Tulsa. Tulsa Remote members spend more locally and generate fiscal benefits, as well as start up businesses and help make Tulsa more attractive for high-tech job growth. These …

In recent decades, many local labor markets—especially those in former industrial areas—have experienced lagging employment rates, hourly wages, and annual earnings. Even in places that have thrived, disadvantaged racial and ethnic groups and those with less education have often fared poorly, and long-term growth has bypassed many Americans at the middle and bottom of the income distribution. This report examines the relative economic success over the past two decades (prior to the COVID pandemic) of different local labor markets throughout the United States, both for residents overall and for those of different demographic groups. Promise Scholarship Programs And Local Prosperity, Michelle Miller-Adams, Edward Smith

We argue that place-based college scholarships, if designed intentionally and leveraged effectively, can foster local economic development. Since the introduction of the Kalamazoo Promise in 2005, a growing number of communities have applied the place-based approach to investments in human capital through the creation of college scholarship programs. Reviewing the existing literature on educational and economic outcomes associated with Promise programs reveals that they can expand students’ postsecondary aspirations, improve a school district’s college-going culture, and increase college enrollment and degree attainment while promoting in-migration of residents and positive growth in housing prices. This report presents results from a simulation model that examines the effects of economic development incentives (e.g., tax incentives such as property tax abatements or job creation tax credits) provided to businesses by state and local governments in the United States. The model simulates effects of incentive policies on the incomes of local residents, both for different income types (e.g., labor income versus property income) and for different income quintiles, under different assumptions about the economy’s workings and public policy. Place-based college scholarships, such as the Kalamazoo Promise, provide students who live in a particular place, and/or who attend a particular school district, with generous college scholarships. An important potential benefit from such “Promise programs” is their short-term effects on local economic development. Generous Promise scholarships provide an incentive for families to locate in a particular place, which may change migration patterns, and potentially boost local employment and housing prices. Using data from the American Community Survey, this paper estimates the average effects of eight relatively generous Promise programs on migration rates and housing prices in their local labor market. …

The stock of human capital in an area is important for regional economic growth and development. However, highly educated workers are often quite mobile, and there is a concern that public investments in college graduates may not benefit the state if the college graduates leave the state after finishing their education. This paper examines the relationship between the production of college graduates from a state and the stock of college graduates residing in the state using microdata from the decennial census and American Community Survey. The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.
