This dissertation analyzes whether the Renaissance Zone (RZ) programs in the state of Michigan are effective in helping distressed urban areas. The unique ES202 data permits us to use both establishment level data and aggregated zip level data to examine the impact of RZ programs on the establishment number and the firms' employment, real wage, and life duration. Based upon the presumption that different firms are sensitive to the tax incentives in different ways, this study examines the impact on all firms, on new firms, dead firms, and existing firms, on manufacturing and service firms, and on large and small …

The Hauptargumenten of politicians and citizens concerning the advantages and disadvantages of the EU are almost exclusively economic or political in nature: lower tariffs; loss of monetary instruments; immigration; disenfranchisement; etc. The object of my thesis is to remind everyone, amid the flurry of speculation and uncertainty prevalent in Europe since the French rejection of the EU constitution, that a major benefit of the European integration is peace, on a continent that has been ravaged by war for centuries. Looking Beyond The Shipyard: Economic Development Challenges Of Southern Maine And Seacoast New Hampshire, Charles S. Colgan

The threatened closure of the Portsmouth Naval Shipyard has spurred an intense examination of the future economic prospects for York County, Maine and Rockingham County, New Hampshire. This report provides the first integrated analysis of the shipyard’s effects on both the Maine and New Hampshire economies. The shipyard accounts for more than 10,000 direct and indirect jobs across the two-state region. Over 80% of these jobs are in York County, with an additional 10% in Rockingham County and the balance spread through the rest of Maine and New Hampshire. The total jobs associated with the shipyard account for 3.5% of …

King and Mueser examine changes in welfare participation and labor market involvement of welfare recipients in six major cities during the 1990s. By focusing on these six cities (Atlanta, Baltimore, Chicago, Fort Lauderdale, Houston, and Kansas City) they are able to glean the extent to which differences in state and local policy, administrative directives, and local labor market conditions contribute to the trends in caseloads, employment, and well-being observed among former recipients.

This study focuses on a dual language (Spanish-English) program in the Omaha Public Schools. Dual language programs are programs in which children develop proficiency in two languages simultaneously. These programs are currently seen as the gold standard second language education because of the large amount of empirical support they have received with respect to children’s academic gains. All of the dual language classrooms are comprised of half native English speakers and half Spanish speakers.

Specification Of Functional Form In Models Of Population Migration, Brian Cushing

Regional Research Institute Working Papers

A characteristic of the empirical literature on internal population migration is widely varying results and often conflicting conclusions regarding relative importance of explanatory factors. There are a number of possible explanations for these conflicting findings, some of which have received little attention in the literature. This paper focuses on one major specification issue in the context of an aggregate migration model: choice of functional form. The discussion lays out a theoretical basis for choosing functional form. It follows this with a comparison of empirical results for several functional forms. Statistical tests are used to choose the most appropriate functional form.

While housing prices increased 40 percent in Hampton Roads (after inflation) during the past decade, most of this increase can be attributed to improved eco-nomic fundamentals such as lower interest rates, increased incomes, Department of Defense housing incentives and more cautious building policies by area developers. Hence, we do not have the kind of housing price bubble that currently exists in cities such as San Diego, San Francisco and Boston, and the state of Florida. We may face some future price adjustments, but they are not likely to be wrenching.

Our regional economy continues to perform better than the Commonwealth of Virginia and the nation. The 2000-2004 time period is the best five year time period our region has experienced since 1969. Employment increased four times as rapidly as national employ-ment and we experienced significant job growth in scientific, technical and information technology occupations—-something that has largely eluded us in the past. Defense expenditures increasingly dominate the region’s economy and account for about 75 percent of all recent growth. However, the BRAC process could throw a huge wrench into this prosperity. Professor Florida argues that highly mobile, creative individuals are the kingpins of modern economic growth. They are especially attracted to regions that offer diverse demographics, cultural opportunities, living styles and residential areas, as well as a tolerance of the uncommon. Hampton Roads does not fare well when measured against several of Florida’s variables. However, we test his hypotheses empirically and find they have only limited validity.

We trace what happens to parties that enter our Circuit Court system as a plaintiff or defendant. In 2003, the nine Circuits that are wholly or partially located within Hampton Roads dealt with 81,008 cases (35 percent civil and 65 percent criminal). Large proportions of these cases are dismissed or settled before they come to trial and very few cases are heard by a jury. We examine a variety of efficiency measures relating to the region’s Circuit Courts and conclude they are operating rather well.

Over the past decade, the region’s cities and counties have diminished the taxes they assess on boats so much that in several cities (for example, Virginia Beach), boat taxes in essence no longer exist. We show that all jurisdictions in Hampton Roads have suffered due to the reduced tax revenue and that the low-tax strategy has not attracted more boats from other regions, as intended. While boat taxes are unpopular and difficult to collect, Hampton Roads appears to have shot itself in the foot.
