This dissertation seeks to explain the highly uneven pattern of economic development in Brazil during the 20^th century. Stark development differences between the northern and southern regions of the country have long been a problem of concern to scholars and policymakers and have generated a number of studies over the years. However, none of these have gotten to the root of the problem, and state policy has never adequately addressed the regional disparities. Brain drain is the out-migration of educated individuals from an area. It is a problem with which Mississippi is overly familiar. This thesis uses data gathered from a survey of 965 respondents to identify who is leaving the state and for what reasons. The data gathered suggest confirmation that brain drain is an issue for the state, with roughly two-thirds of respondents having left the state or seriously considering doing so. It is commonly observed that there are inequalities found in economic growth, development, and performance between different regions. Because of this, it is vital for regional planners to have knowledge to which economic problems are present (Armstrong and Taylor, 2000; Martin, 2005). With such knowledge, planners are able to tailor and implement regional policies in an informed manner that is better suited to address economic problems. Found in this work are two studies that contextualize separate economic problems which have been extensively discussed within regional sciences and rural studies.

Monhegan, like many island communities, is threatened by the loss of population as its young adults migrate to the mainland. The purpose of this study is to develop a resilient population on Monhegan Island.

Knowing the problem is easy, as is asking the obvious question, “How do we get people to move to this area?” This is a problem that confronts not only Monhegan, but also other Maine islands and even Maine itself.
