This report evaluates the benefit-cost tradeoffs of adding a workforce training component to Chattanooga's economic development incentive packages, using the Bartik Benefit-Cost Model of Business Incentives. Focusing on hypothetical projects across seven industries, the analysis compares the present value of training costs against resulting gains in residents' per capita income over a 20-year horizon. Findings show that training, layered onto existing PILOT-based tax incentives, delivers benefits more than 25 times its costs—driven by training's greater cost-effectiveness in inducing business location decisions and its stronger tendency to direct new jobs toward local residents. This study explores the role of religious tourism in promoting rural development through the case of Holy Week in Osuna, Spain. By applying a quantitative methodology with fieldwork conducted during the 2022 celebration, the research analyses the social and economic impacts derived from the influx of visitors. The study segments tourists based on their motivations, demographic profiles, levels of satisfaction, spending behaviour, and future intentions. Through cluster analysis, three distinct visitor profiles were identified, reflecting varying degrees of religious and cultural interest. This study examines the determinants of budget absorption within Indonesian provincial governments by assessing the impact of digital government maturity and regional fiscal capacity. Digital maturity is operationalized using the Electronic-Based Government System (SPBE) index, while fiscal capacity is proxied by the Natural Logarithm of Local Genuine Revenue (Ln_PAD). Adopting a quantitative approach with a cross-sectional design encompassing 38 provinces in 2024, the data were evaluated through multiple linear regression analysis. This paper examines the quantitative scale, field composition, and financial structure of nonprofit organizations (NPOs) in rural regions experiencing population decline and aging at three levels—the nonprofit sector as a whole, policy fields, and individual organizations—and explores their adaptation and sustainability under demographic change. The empirical setting is certified NPO corporations located in Tottori Prefecture. Drawing on publicly available financial data for fiscal years 2014–2023, the study constructs ratio indicators and per-capita indicators and, in particular, depicts recent trends through a two-point comparison between FY2014 and FY2023 together with a description of year-by-year changes. Are Cities Losing Innovation Advantages? Online Versus Face-To-Face Interactions, Ruben Gaetani, Naqun Huang, Jing Li, Yanmin Yang

How did COVID-19 affect the innovation advantages of dense locations? Using data on the universe of U.S. patent applications, we find that the density premium in the production of novel inventions declined by 18.5%-22.9% in 2020-2021 relative to its pre-pandemic level. Smartphone data on local mobility suggest that the drop in the frequency of local interactions can explain a significant portion of this effect. While COVID-19 resulted in a temporary setback in the innovation advantages of dense locations, the role of urban density in facilitating the exchange and recombination of ideas is unlikely to be persistently replaced by online communication.

Many developing countries are planning to create new capital cities, a place-making policy designed to alleviate congestion and respond to climate change. To evaluate growth and welfare effects, we specify a dynamic quantitative spatial model with public employment, informality, fiscal transfers, and frictions in trade and migration. We calibrate the model with data from Indonesia and conduct policy experiments studying the creation of Nusantara in East Kalimantan. Despite increasing employment in the new capital region, we find that building Nusantara reduces national growth and welfare. Climate change attenuates its negative welfare effects, but only slightly.

The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. Over the last decade, the manufacturing sector's contribution to Indonesia's economy has declined. In 2010, it was 29.10% of GDP, but by 2022, it had dropped to 19.14%. Employment in the sector also fell, from 14.91% of the workforce in 2010 to 13.80% in 2022. To reverse this trend, the government introduced a policy to boost the Domestic Component Level (DCL) in manufacturing. By offering fiscal incentives to industries meeting certain DCL targets, the government aims to drive economic growth and job creation. A study using BPS data from 2008-2019 shows that this policy raised DCL by 23.5%.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. This report details 943 responses to the 2025 Nebraska Rural Poll, the 30th annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about their confidence in institutions. Trends for some of the questions are examined by comparing data from the 2017 Poll and 2021 Poll to this year’s results. In Chapter 1, I reopen the question of whether U.S. firms experience effective tax decreases directly resulting from federal lobbying expenditures by introducing more rigorous causal-inference testing. I first model lobbying as a productive input for the legislator, affecting firm tax outcomes by influencing the share of scarce legislative attention afforded to industry tax priorities. This paper addresses home sales prices’ impact on residential building permit authorization in South Carolina’s Greenville and Richland counties amid the COVID-19 pandemic. The estimation uses a comprehensive data set of the housing markets in both counties for 2016 to 2022, incorporating 88,098 home sales. The analysis exploits the variation in sales prices of homes to analyze the sensitivity in the supply of permits to builders through an instrumental variables approach. Using two instruments, violent crimes and household income, the effect of sales prices on the supply of building permits is positive and statistically significant. This paper pairs exact dispensary locations with city block level crime data to study the impact of medical cannabis dispensaries on crime in the state of Florida from 2016-2019. Leveraging a Florida state law that requires broadly uniform security provisions across dispensaries, we capture important dispensary heterogeneity by incorporating customer volume and local non-dispensary foot traffic with smartphone geopositional data. We use not-yet-operational dispensary locations as a control group and a geo-spatial difference-in-differences framework and find reductions in larceny, vehicle burglary, and motor vehicle theft following the opening of high-volume dispensaries. In this paper, we explore the potential economic impacts associated with a major hurricane making landfall in Hampton Roads. We estimate the direct damages from a Florence-like Category 3 hurricane with a 3.6 feet tidal offset are estimated at $15.6 billion, equivalent to 10% of the 2022 regional GDP. If we apply existing flood insurance rates to these projected damages, we estimate that the total economic impact would exceed $12 billion with a short-term loss of more than 76,000 jobs. We use an advanced model of the global economy to consider a set of scenarios consistent with the proposal to impose a minimum 60% tariff against Chinese imports and blanket minimum 10% tariff against all other US imports. The model’s structure, which includes imperfect competition in increasing-returns industries, is documented in Balistreri, Böhringer, and Rutherford (2024). The Leading Economic Indicator-Nebraska fell by 0.69% in August 2024, after rising in both June and July. The decrease in the leading indicator, designed to predict economic growth six months into the future, implies that the Nebraska economy will grow at a moderate pace through the end of 2024 and in early 2025. There was a decrease in manufacturing hours worked in August, as weakness in the national manufacturing sector spread to Nebraska. There was also a drop in building permits for single-family homes, suggesting that state homebuilding activity remains subdued.
