The majority of state funding for capital improvements at Tennessee’s general aviation and commercial airports comes through grants awarded from the Tennessee Transportation Equity Trust Fund (TETF). Through a 4.5 percent sales and use tax on the consumption of aviation fuel, users help to fund the continued improvement and maintenance of aviation facilities around the state. Aircraft refueling operations associated with the FedEx “SuperHub” in Memphis were responsible for two-thirds of the TETF’s revenue for Fiscal Year 2014. The aim of this dissertation is to explore a number of issues in intergovernmental fiscal relationships in the United States. Three independent essays in the dissertation focus on three different issues of interest in public finance: the response of school districts and county governments to changes in state government grant allocations; political determinants of presidential disaster declarations; and the crowding out of federal transfers to states by private charitable donations with special reference to the proportion of federal welfare grants to all 50 U.S. states over the period 2005 - 2013.

This dissertation contributes to the growing literature on macroeconomic models with a financial intermediary sector. The first two chapters use the circuit of capital modeling methodology to study the relation between growth and profitability in capitalist economy where credit is essential, and the third uses a more standard macrodynamic model to investigate how securitized banking, which relies on short-term collateralized borrowing, as opposed to traditional commercial banking, generates procyclical bank leverage, which in turn leads to supply-led fluctuation in credits and ultimately to a boom-bust cycle of asset prices. In this study I explore why China’s labor share measured by the conventional approach experienced a major decline over the period from the mid-1990s to the outbreak of the global financial and economic crisis in 2008. I adopt a Marxian approach to address this question. Following the Marxian approach, I focus on how the power relation in the sphere of production affects labor’s share. I argue that major changes in the power relation that took place during the transition of China’s economic system have played a crucial role in the changes of distribution. Turkey has experienced important structural and social changes that would be expected to facilitate women’s participation in market work. Social attitudes toward working women have changed in recent years; women are becoming more educated; they are getting married at a later age; and fertility rates are declining. Despite these factors, women’s labor force participation rates are very low in comparison to the countries at a similar development stage. This dissertation analyzes the underlying causes of low female labor force participation in Turkey. The first focus of our analysis are commodity futures markets, which have witnessed a double spike in prices in 2008 and in 2012. In the paper, we look at these hikes as the outcome of endogenous dynamics, caused by the changing makeup of market participants after 2000, which turned futures markets into resources for hedging commodity index-linked derivative products.

This study explores four postwar attempts to re-imagine the role of workers within the corporation and especially their relation to the processes of corporate governance. Employees have been variously conceptualized as "citizens at work," whose rights of association, speech, assembly, and due process can be secured through collective bargaining; as "stakeholders," whose interests are entitled to consideration analogous to those of corporate shareholders; as "human capital," worth preserving and enhancing through enlightened employment policies and practices; and as "investors"-actual holders of corporate equity through pension funds and other vehicles. Behavioral public choice is the study of irrationality among political actors. In this context, irrationality means systematic bias, a deviation from rational expectations, or other departure from economists’ conception of rationality. Behavioral public choice scholars extend the insights of behavioral economics to the political realm and show that irrational behavior is an important source of government failure. This Article makes an original contribution to the legal literature by systematically reviewing the findings of behavioral public choice and explaining their implications for the law and legal institutions. Comparative scholars often write about society correcting the excesses of the market, and it is hard to imagine a more relevant phenomenon to this than the voluntary sector. Yet this sector is itself subject to market forces, ironically perhaps, due to its ever-closer relationship with the state. While welfare reform matters for workers and workplaces, it is peripheral in English-language sociology of work and industrial relations research. This article’s core proposition is that active labour market policies (ALMPs) are altering the institutional constitution of the labour market by intensifying market discipline within the workforce. This re-commodification effect is specified drawing on Marxism, comparative institutionalism, German-language sociology, and English-language social policy analysis. Because of administrative failures and employer discrimination, however, ALMPs may worsen precarity without achieving the stated goal of increasing labour-market participation.

The Developmental Effect Of State Alcohol Prohibitions At The Turn Of The 20th Century, Mary F. Evans, Eric Helland, Jonathan Klick, Ashwin Patel

We examine the quasi-randomization of alcohol consumption created by state-level alcohol prohibition laws passed in the U.S. in the early part of the 20th century. Using a large dataset of World War II enlistees, we exploit the differential timing of these laws to examine their effects on adult educational attainment, obesity, and height. We find statistically significant effects for education and obesity that do not appear to be the result of pre-existing trends. Our findings add to the growing body of economic studies that examines the long-run impacts of in utero and childhood environmental conditions.

Can Simple Mechanism Design Results Be Used To Implement The Proportionality Standard In Discovery?, Jonah B. Gelbach

I point out that the Coase theorem suggests there should not be wasteful discovery, in the sense that the value to the requester is less than the cost to the responder. I use a toy model to show that a sufficiently informed court could design a mechanism under which the Coasean prediction is borne out. I then suggest that the actual information available to courts is too little to effect this mechanism, and I consider alternatives. In discussing mechanisms intended to avoid wasteful discovery where courts have limited information, I emphasize the role of normative considerations.

How can agents in the military, who control the means of coercion, commit not to expropriate from producers? In this paper we propose competition within the military as one of the mechanisms that can deter predation and consequently create commitment. In our model, even if agents within the military could expropriate all output costlessly, it is attractive to protect producers from predating military units. This marginal defensive advantage and consequently defence is an effective way to potentially eliminate is because there is a other military units, reducing competition and leading to higher future payoffs. Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The market rent is increasing and the state budget faces deep cuts to services. …

This dissertation involves two components: 1) an analysis of the history of flash mobs including detailed descriptions of specific flash mobs and 2) an exploration of what this analysis elucidates concerning the interaction between individuals and social structure. I approach these topics through asking what lessons we can draw from the U.S. experience for the E.U.’s 2014 proposed amendments to the Shareholder Rights Directive.
