The aim of this dissertation is to explore a number of issues in intergovernmental fiscal relationships in the United States. Three independent essays in the dissertation focus on three different issues of interest in public finance: the response of school districts and county governments to changes in state government grant allocations; political determinants of presidential disaster declarations; and the crowding out of federal transfers to states by private charitable donations with special reference to the proportion of federal welfare grants to all 50 U.S. states over the period 2005 - 2013.

The purpose of the present paper is to attempt to gain insights into the implications of global warming that is anticipated in the future. In attempting to think about really long-term regional implications, it seems naïve to look at global warming without thinking about long-standing trends in other variables that would be expected to interact with climate change over time. I envision two quite different “eras,” a first filled with considerable danger of both economic and environmental collapse. Can Simple Mechanism Design Results Be Used To Implement The Proportionality Standard In Discovery?, Jonah B. Gelbach

I point out that the Coase theorem suggests there should not be wasteful discovery, in the sense that the value to the requester is less than the cost to the responder. I use a toy model to show that a sufficiently informed court could design a mechanism under which the Coasean prediction is borne out. I then suggest that the actual information available to courts is too little to effect this mechanism, and I consider alternatives. In discussing mechanisms intended to avoid wasteful discovery where courts have limited information, I emphasize the role of normative considerations.

How can agents in the military, who control the means of coercion, commit not to expropriate from producers? In this paper we propose competition within the military as one of the mechanisms that can deter predation and consequently create commitment. In our model, even if agents within the military could expropriate all output costlessly, it is attractive to protect producers from predating military units. This marginal defensive advantage and consequently defence is an effective way to potentially eliminate is because there is a other military units, reducing competition and leading to higher future payoffs. Formed in 1961 to promote global economic and social well-being, the Organisation for Economic Co-operation and Development (OECD) has become the collective voice of rich countries on international tax issues. After an initial focus on improving commerce through addressing double taxation issues, the organization shifted to a focus on restricting tax competition and increasing automatic exchanges of tax information. In this paper we analyze the reasons for this shift in policy focus. The recent financial crisis brought into sharp relief fundamental questions about the social function and purpose of the financial system, including its relation to the “real” economy. This Article argues that, to answer these questions, we must recapture a distinctively American view of the proper relations among state, financial market, and development. The Determinants Of Gasoline And Diesel Fuel Excise Tax Rates, Nicholas R. Jenkins

As Goel and Nelson (1999) show, fluctuations in fuel prices prompt politicians to alter fuel taxation policies. The goal of this paper was to examine the determinants of both gasoline and diesel fuel excise taxes. The diesel model builds on the work of Decker and Wohar (2006) and is extended to construct a model for gasoline fuel excise taxes. In addition to replicating results of prior research, the results suggest that states with colder weather have higher fuel tax rates. Additionally, findings demonstrated that increased funding from the Highway Trust Fund is associated with lower fuel tax rates.

Technical Efficiency Of Onion Production In Pakistan, Khyber Pakhtunkhwa Province, District Malakand, Abid Khan

This research was conducted to estimate the technical efficiency and determinants of onion production, by using the Cobb-Douglas stochastic frontier production function with the inefficiency effects model. A multistage sampling technique was used to collect data, randomly, from 93 respondents. The empirical results showed that urea, farm yard manure (FYM), irrigation, and pesticides were the major factors that influence changes in onion production. Farm-specific variables such as education and area were found to have significant effects on the technical inefficiency among the onion producers. The technical efficiency of farmers varied from 0.7478 to 0.9851 with a mean technical efficiency of …
