Policy Recommendations For Alleviating Homelessness In Chittenden County, Vermont, Brittany E. Nevins

Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The market rent is increasing and the state budget faces deep cuts to services. …

Macro changes in the financial arena have prompted ongoing research focused on global economic trends. As America emerges from an era of stagnant wages, rising unemployment, and growing class stratification it is necessary to explore differences in cross-national socioeconomic behavior to address the changing needs of our country. Many studies attempt to describe statistical correlations between economic wealth and social well-being domestically and abroad by utilizing methodological perspectives that do not account for longitudinal change. The recent financial crisis brought into sharp relief fundamental questions about the social function and purpose of the financial system, including its relation to the “real” economy. This Article argues that, to answer these questions, we must recapture a distinctively American view of the proper relations among state, financial market, and development. This programmatic vision – captured in what we call a “developmental finance state” – is based on three key propositions: (1) that economic and social development is not an “end-state” but a continuing national policy priority; (2) that the modalities of finance are the most potent means of …

Since the enactment of the Dodd-Frank Act in 2010, U.S. bank regulation and bankruptcy have become far more closely intertwined. In this Article, I ask whether the new synthesis of bank regulation and bankruptcy is coherent, and whether it is likely to prove effective.
I begin by exploring some of the basic differences between bank resolution, which is a highly administrative process in the U.S., and bankruptcy, which relies more on courts and the parties themselves. This thesis compares and explains the advantages aquaponics farming has over modern industrial intensive farming. Through a comparison natural capital usage, conservation, recycling and cost, the thesis advocates for the expansion of aquaponics usage in urban settings. The thesis also explains the history of intensive farming and aquaponics in America, the science of how aquaponics operates, the economic and environmental costs of modern intensive farming versus aquaponics farming, and the social implications of aquaponics. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. This approach, to be developed over time, should lead to stronger communication of …

The Journal of Ocean and Coastal Economics publishes research, literature reviews, and application reports that use the theories and methods of economics to shape the understanding of oceans and their resources, and coastal regions. The Journal is intended for a broad audience of scholars and practitioners in economics and ocean and coastal management. "Oceans" includes the major oceans, bays, and estuaries, but other definitions may be proposed. Articles addressing both economic values and the measurement of economic activity in "ocean industries" are included, along with articles addressing the economy of coastal regions. The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. These problems occur due to mismanagement of these programs from NASA and the creation of these programs by the U.S. Congress and congressional committees. The Genuine Progress Indicator, or GPI, is an alternative economic indicator that seeks to measure net economic welfare—the economic welfare that is gained by economic activity after the costs of producing that welfare (such as the costs of air pollution, water pollution, resource depletion, climate change, and the like) are deducted. From a GPI perspective, the economy of the Lower Mississippi River Corridor is not nearly as robust as traditional modes of economic analysis would suggest. There are clear paths to increasing GPI (and human economic wellbeing) that have implications for environmental, economic and river-management policy.

This thesis will examine Tanzania’s development landscape through Amartya Sen’s perspective, as per his conception of development that is put forth in Development as Freedom. Applying Sen’s conception of development to the case of Tanzania reinforces his view that development is an intricate process that is dependent on the expansion of various freedoms. It also yields unique insights about the most pressing issues that are currently impeding progress in the country. This paper explores the legitimacy—or illegitimacy—of filing and maintaining a case under the Bankruptcy Code when the sole or principal beneficiary or beneficiaries of the case would be a secured creditor or secured creditors. In the situation posited here, the application of the usual distributional priority rules would not produce any distribution for the general, unsecured creditors of the debtor. In the prototypical case virtually all of the assets of the debtor would be subject to secured claims securing obligations that exceed the value of the collateral, i.e., the secured creditor would be undersecured and there would be no equity …
