Scarcity Or Economic Insecurity? Two Yardsticks For Measuring Capitalism’S Performance, Costas Panayotakis

This article argues that capitalism’s relationship to economic insecurity is as important for the evaluation of that system as its relationship to scarcity. Critically analyzing the neoclassical and Marxist focus on capitalism’s relationship to scarcity, the article describes how capitalism’s relationship to economic insecurity offers a more cogent elaboration of these traditions’ shared belief that the economic system should serve people. In particular, while critical of the neoclassical portrayal of capitalism as a system using scarce resources efficiently, this paper also argues, against Marxism, that an alternative to capitalism might be preferable even if scarcity is not abolished.

This article analyzes how capitalism’s connection to economic insecurity can, rather than fomenting social unrest, facilitate its reproduction. Also responding to contrasts in the literature between rising insecurity in recent decades and the containment of insecurity in capitalism’s post-war ‘golden age,’ this article explains why growing insecurity is more consistent with capitalism’s normal operation. This article analyzes the public and household sectors of the economy as sites of surplus production within contemporary capitalist societies. It also shows how the coexistence of structurally distinct spheres of surplus production creates divisions among workers in the private, public, and household sectors of the economy, thus amplifying the racial, gender, and other divisions which have often in the past kept working people divided. Fueling these cross-sector divisions is the appearance that private-sector workers are paid for their labor rather than for their labor-power. To do this, the paper first analyzes the constraints under which the state managers function and describes the relationship between the state and public education. The increasing cost of electoral campaigns raises the need for effective campaign planning and a precise understanding of the return of such investment. Interestingly, despite the strong impact of elections on our daily lives, how this investment is translated into votes is still unknown. By performing data analysis and modeling, we show that top candidates spend more money per vote than the less successful and poorer candidates, a relation that discloses a diseconomy of scale. We demonstrate that such electoral diseconomy arises from the competition between candidates due to inefficient campaign expenditure. Our approach succeeds in two important tests. First, …

This paper empirically analyzes the effects of immigration on the schooling decisions of natives. We employ household-level data for Spain for years 2000-2015, a period characterized by high economic growth and large immigration that was halted by a long and severe recession. Our estimates reveal that increases in immigrant density at the school level triggered an important native flight from tuition-free, public schools toward private ones. We also find strong evidence of cream-skimming as more educated native households are the most likely to switch to private schools in response to immigration. Neoliberal economics play a significant role in US social organization, imposing market logics on public services and driving the cultural valorization of free market ideology. The neoliberal ‘project of inequality’ is upheld by an authoritarian system of punishment built around the social control of the underclass—among them unauthorized immigrants. This work lays out the theory of the punishment marketplace: a conceptualization of how US systems of punishment both enable the neoliberal project of inequality, and are themselves subject to market colonization. Why are industries highly active in some battles over international trade policies, but in other instances, individual firms are highly active and industry groups are subdued? I argue that rising intra-industry trade in the postwar period has undermined traditional trade coalitions and created new opportunities for individual firms to become politically active. Drawing on new trade theories from economics, as well as work on firm heterogeneity and lobbying, I argue that industry associations become less active as intra-industry trade increases due to competing trade preferences among member firms. How does regionalization affect national social policies? Although there is an extensive literature on the effects of globalization on social protection, the literature on the impact of regional integration is much less developed. I argue that the distinctive nature of regionalization processes calls for rigorous empirical testing of the domestic policy effects of regional integration. To this end, using an innovative dataset that measures the degree to which countries are integrated into regional economic and political organizations, this article uses statistical analysis to consider the influence of regional integration on government social spending. The space of Western Sahara, where both remain highly contested, provides an opportunity to consider the ramifications of resources in political conflict at different historical moments. Contemporary popular discourse linking immigration and immigrants to crime has proved extremely difficult to dislodge, despite clear evidence that immigrant labor provides broad and direct economic benefits to a significant proportion of the US population. In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina.
