The aim of this dissertation is to explore a number of issues in intergovernmental fiscal relationships in the United States. Three independent essays in the dissertation focus on three different issues of interest in public finance: the response of school districts and county governments to changes in state government grant allocations; political determinants of presidential disaster declarations; and the crowding out of federal transfers to states by private charitable donations with special reference to the proportion of federal welfare grants to all 50 U.S. states over the period 2005 - 2013.

It then critically engages two key elements of her contribution: her characterization of Western Marxism and a methodological economism and theoretical essentialism that this essay argues have the unintended effect of reinforcing a marginalization of Marxism that her work is intended to redress.

Behavioral public choice is the study of irrationality among political actors. In this context, irrationality means systematic bias, a deviation from rational expectations, or other departure from economists’ conception of rationality. Behavioral public choice scholars extend the insights of behavioral economics to the political realm and show that irrational behavior is an important source of government failure. This Article makes an original contribution to the legal literature by systematically reviewing the findings of behavioral public choice and explaining their implications for the law and legal institutions. The Developmental Effect Of State Alcohol Prohibitions At The Turn Of The 20th Century, Mary F. Evans, Eric Helland, Jonathan Klick, Ashwin Patel

We examine the quasi-randomization of alcohol consumption created by state-level alcohol prohibition laws passed in the U.S. in the early part of the 20th century. Using a large dataset of World War II enlistees, we exploit the differential timing of these laws to examine their effects on adult educational attainment, obesity, and height. We find statistically significant effects for education and obesity that do not appear to be the result of pre-existing trends. Our findings add to the growing body of economic studies that examines the long-run impacts of in utero and childhood environmental conditions.

Can Simple Mechanism Design Results Be Used To Implement The Proportionality Standard In Discovery?, Jonah B. Gelbach

I point out that the Coase theorem suggests there should not be wasteful discovery, in the sense that the value to the requester is less than the cost to the responder. I use a toy model to show that a sufficiently informed court could design a mechanism under which the Coasean prediction is borne out. I then suggest that the actual information available to courts is too little to effect this mechanism, and I consider alternatives. In discussing mechanisms intended to avoid wasteful discovery where courts have limited information, I emphasize the role of normative considerations.

How can agents in the military, who control the means of coercion, commit not to expropriate from producers? In this paper we propose competition within the military as one of the mechanisms that can deter predation and consequently create commitment. In our model, even if agents within the military could expropriate all output costlessly, it is attractive to protect producers from predating military units. This marginal defensive advantage and consequently defence is an effective way to potentially eliminate is because there is a other military units, reducing competition and leading to higher future payoffs. This chapter of the Oxford Handbook on Corporate Law and Governance examines the role of institutional investors in corporate governance and the role of regulation in encouraging institutional investors to become active stewards. I approach these topics through asking what lessons we can draw from the U.S. experience for the E.U.’s 2014 proposed amendments to the Shareholder Rights Directive.

Since the enactment of the Dodd-Frank Act in 2010, U.S. bank regulation and bankruptcy have become far more closely intertwined. In this Article, I ask whether the new synthesis of bank regulation and bankruptcy is coherent, and whether it is likely to prove effective.

I begin by exploring some of the basic differences between bank resolution, which is a highly administrative process in the U.S., and bankruptcy, which relies more on courts and the parties themselves. Previous research suggests that the American people are divided over creating a welfare state. Many economic data shows that providing assistance is beneficial short-term, but can have varying effects in the future. This brief essay analyzes the Supreme Court's 2015 decision in the North Carolina Dental case, assessing its implications for federalism. The decision promises to re-open old divisions that had once made the antitrust "state action" doctrine a controversial lightning rod for debate about state economic sovereignty.

One provocative issue that neither the majority nor the dissenters considered is indicated by the fact that nearly all the cartel customers in the Dental case were located within the state. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. Foreign Aid And Economic Growth: A Post-Soviet Analysis Of Emerging Markets, Brett Michaelson

This paper examines the relationship between economic growth and aid receipts per capita in a post-Soviet world. Utilizing economic growth models and assumptions developed by Burnside and Dollar (2000), I find that general sources of foreign aid are detrimental to a country's economic growth. I find that net ODA per capita acts as a substitute for local government investment in pro-growth policies. As such, foreign aid should only be used in targeted and specific cases.

Technical Efficiency Of Onion Production In Pakistan, Khyber Pakhtunkhwa Province, District Malakand, Abid Khan

This research was conducted to estimate the technical efficiency and determinants of onion production, by using the Cobb-Douglas stochastic frontier production function with the inefficiency effects model. A multistage sampling technique was used to collect data, randomly, from 93 respondents. The empirical results showed that urea, farm yard manure (FYM), irrigation, and pesticides were the major factors that influence changes in onion production. Farm-specific variables such as education and area were found to have significant effects on the technical inefficiency among the onion producers. The technical efficiency of farmers varied from 0.7478 to 0.9851 with a mean technical efficiency of …

The Genuine Progress Indicator, or GPI, is an alternative economic indicator that seeks to measure net economic welfare—the economic welfare that is gained by economic activity after the costs of producing that welfare (such as the costs of air pollution, water pollution, resource depletion, climate change, and the like) are deducted. From a GPI perspective, the economy of the Lower Mississippi River Corridor is not nearly as robust as traditional modes of economic analysis would suggest. There are clear paths to increasing GPI (and human economic wellbeing) that have implications for environmental, economic and river-management policy.

This chapter situates Moishe Postone's critique of traditional Marxism in relation to the present moment of the Great Acceleration. We engage a close reading of Postone reinterpretation of Marx's mature theory of capital with specific focus on the linkage between economic growth and ecological degradation, and how this linkage is necessary connected to social domination in modern capitalist society. Postone's Marxian theory is significant because, as we demonstrate, it allows one to grasp societally induced environmental degradation following WWII in a critical and reflexive manner. This chapter situates Lukács' critique of reification (1923) in relation to the emergence of the Great Acceleration. We develop Lukács' critique through the issue of the increasing rationalization of industrial and administrative work in the early twentieth century. In do so, we show how Lukács is able to relocate the continued relevance of Marx's insights with respect to the deeper structure of capitalist society in his consideration of the differential manner in which proletariat and bourgeois class consciousness approach the problem of social contradictions. Does The Message Matter? A Field Experiment On Political Party Recruitment, Jessica Robinson Preece

Do men and women respond to various party recruitment messages similarly? Working with the Utah County Republican Party, we designed a field experiment in which we invited over 11,600 male and female party activists to attend a free, party-sponsored “Prospective Candidate Information Seminar” by randomizing different invitation messages. We found that women were half as likely as men to respond to recruitment—log on to the seminar website for more information, register for the seminar, and attend the seminar. While we found some suggestive evidence about what recruitment messages may particularly motivate women or men vis-a-vis a control message, our findings …

Ecosystem service valuation (ESV) attempts to transform the opposition of human economic necessity and ecological conservation by valuing the latter in terms of the services rendered by the former. However, despite a number of ESV-inspired sustainability initiatives since the 1990s, global ecological degradation continues to accelerate. This suggests that ESV has fallen far short of its goals of sustainable social transformation—a failure which has generated considerable criticism. This paper reviews three prominent lines of ESV criticism: 1) the neo-Marxist criticism, which emphasizes the “fictitious” character of ecosystem commodities; 2) the liberal criticism through Friedrich Hayek's concept “scientistic objectivism”; and 3) …
