This article recovers the link between cultural and educational policy in Latin America to understand the neoliberal state’s discursive institution of culture as capital. It does so by studying the form and function of Mexican and Chilean cultural bureaucracies. The calculability and accountability of culture in Chilean cultural policy and the incalculability of Mexico’s culture of favor cultural policy are but two sides of one coin issued by the same neoliberal state form. For decades, Ecuador has been one of the preeminent petrostates in South America. However, in response to recent drops in global demand and pricing for oil products, the country has made serious commitments to further develop its mineral resources. By opening a new natural resource sector, Ecuador has firmly cemented itself as a primarily extractivist nation. In the process, the national government has frequently come into conflict with activist and community groups who protest the encroachment of extractive industry. This report examines employment trends and poverty status among men and women aged 25-54 in the New York City metropolitan area. The report assesses the characteristics of these persons, while examining trends and differences in poverty status by sex, race/ethnicity, and across the five largest Latino nationalities.

The number of Mexican entrepreneurs relocating to the United States has significantly increased during the last decade and their profile, as well as that of their businesses, have changed. This study develops a typology of Mexican migrant entrepreneurs living in the U.S., particularly in Texas, and of the business ventures that they undertake, and it determines the association between the entrepreneurs' profile and the kind of businesses they create. Through the analysis of migrant entrepreneurs' profiles, this paper identifies in what kind of transnational activities these entrepreneurs participate. Discount rates are used in cost-benefit analysis by private and public actors in Perú, yet the methodology of computing for this economic measure hasn’t been updates in decades. This research suggests using household-level choice sets to compute for Andean discounting. The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. This dissertation examines the relationship between resource nationalism and energy integration, and uses Bolivia and Brazil as a test case. Essentially, does resource nationalism affect energy integration? The findings nest within more expansive questions on international political economy and export-driven models of development. Why do populist regimes, historically operating under an economic nationalist cum protectionist paradigm, simultaneously pursue policies of economic integration? What is the relationship between resource nationalists and open markets, especially in the hydrocarbons sector? As the United States ascended to hyper-power status during the late 1970s, it changed colonial policy in Puerto Rico. The change, which included the elimination of favorable tax legislation and demilitarization, devastated Puerto Rico’s economy. Puerto Rico borrowed heavily in a failed effort to offset the dramatic decline in capital inflows. The federal government enacted PROMESA after Puerto Rico announced it could not repay the debt. The law was designed to restore Puerto Rico to financial solvency by imposing oppressive austerity measures. This paper looks at immigrant remittances from Puerto Rico as a tool to understand how immigrant communities have faced and engaged the economic crisis. For example, from the data reviewed, it stems that immigrant remittances sent from Puerto Rico do not follow the same patterns as remittances sent from the United States and Europe inasmuch as they seem less affected by the global financial crisis and local unemployment rates. This research investigates a country that has recently committed itself to replacing all genetically modified crops with non-altered crops. Limitations and benefits associated with allowing or banning transgenic technology are examined through interviews with farmers, agricultural researchers, agronomists, biologists and environmental advocates in three diverse communities in Bolivia. This research explores how these stakeholders experience and understand the recent national rejection of this agricultural technology. Introduction: This study examines demographic and socioeconomic factors of racial/ethnic groups in New York City between 1980 and 2009 – particularly the Latino population.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Trends from 1990 continued in 2000, with numbers of Puerto Ricans in production dropping to only 14% of that group. More than a fifth of Puerto Ricans worked in management and professional …

In this paper, I engage in a discussion of the experiences of Dominican women in Puerto Rico by using their own voices; voices that narrate the construction and deconstruction of their identities. These women have lived through daunting and often deplorable experiences of violence and disenfranchisement, but have also had wonderful stories and experiences along the way. These women in more ways than one “challenge the dominant discourse regarding women’s submission, intuition, and dependence vis-à-vis men.” I propose that while these immigrant women have put their lives on the line for their families and themselves, they are by no means …

Bolivia in the 1980s was wracked by monetary inflation approaching levels of the German Weimar Republic. Immediately following this time of great financial crisis in Bolivia, the U.N. founded a project through the U.N.D.P. to encourage peasant farmers in Bolivia to switch from growing coca (the plant used manufacture cocaine) to growing other cash crops for market. This crop substitution and development program, called the Agroyungas Project, lasted from 1985 to 1991 and is the focus of this study. The "third wave" of democratization has been accompanied by the spread of new institutions that allow citizens to deliberate and decide policy outcomes. Leading international organizations, such as the World Bank and the United Nations, have disseminated "best practice" programs identified with "good government" policy reform efforts. One of the most well-known programs, Participatory Budgeting (PB), was first adopted by Brazil's Workers' Party (PT) in 1989 as a means to promote social justice, accountability, and transparency. For various historical, political and cultural reasons, Bolivia chooses not to export any of its large natural gas reserves to its neighbor, Chile. This paper will demonstrate and analyze the current energy situation of both countries, the obstacles that prevent cooperation, the efforts being made to correct them, and suggestions for resolving the issue to the benefit of both countries in the context of regional integration.

In November 2006 Wal-Mart's Mexican subsidiary received approval to open a bank. The application faced little opposition in Mexico, unlike the company's failed effort to start a bank in the United States. This was partly because in Mexico, Wal-Mart's entry was generally regarded as increasing competition in a historically concentrated banking sector. With over three-quarters of all Mexicans unbanked, the authorities also looked to Wal-Mart to reach the underserved. Along with the promise, Wal-Mart's entry presents a transnational regulatory dilemma with implications beyond Wal-Mart and Mexico. Jamaican family structures have long felt the impact of unstable internal economic conditions and high volume of labor demands originating from England, Canada, the United States, and other larger societies. In response to the economic conditions and labor demands, increasing numbers of Jamaican women have migrated away from home, both within Jamaica and to other countries. Subsequently, many Jamaicans' households are restructured using a method called child shifting. This refers to "the relocation of children between households."
