Major Function Oriented Zone (MFOZ), an attempt and exploration aimed at ecological civilization during China’s industrial civilization period which is divided into two stages, the stage of MFOZ planning and the stage of the national strategy and basic institution before and after the 18th Communist Party of China (CPC) National Congress, and the main characteristics of both stages are analyzed.
