Scarcity Or Economic Insecurity? Two Yardsticks For Measuring Capitalism’S Performance, Costas Panayotakis

This article argues that capitalism’s relationship to economic insecurity is as important for the evaluation of that system as its relationship to scarcity. Critically analyzing the neoclassical and Marxist focus on capitalism’s relationship to scarcity, the article describes how capitalism’s relationship to economic insecurity offers a more cogent elaboration of these traditions’ shared belief that the economic system should serve people. In particular, while critical of the neoclassical portrayal of capitalism as a system using scarce resources efficiently, this paper also argues, against Marxism, that an alternative to capitalism might be preferable even if scarcity is not abolished.

Livelihood And Happiness In A Resource (Natural And Cultural)-Rich Rural Municipality In The Philippines, Rosalina Palanca-Tan, Sheila Bayog

This paper looks at the economic and welfare conditions of residents in Lake Sebu, a largely rural but natural and cultural resource-rich municipality in Southern Mindanao in the Philippines. Two notions of welfare are used in the study: economic welfare, measured in terms of household income and vulnerability to hunger; and social welfare, measured in terms of self-reported happiness. The study uses primary data collected through a household survey and analyzed with statistical and econometric procedures (tests of difference between sub-populations; and ordinary least squares, binary probit, and ordered logistic regressions). This fact sheet highlights how Nevada counties rank on the Social Vulnerability Index (SVI) as defined by the Center for Disease Control (CDC) and the Agency for Toxic Substances and Disease Registry (ASTDR). Socially vulnerable populations are often disproportionately harmed during public health emergencies such as natural disasters and infectious disease outbreaks. The Geospatial Research, Analysis, and Services Program (GRASP) created the CDC/ATSDR Social Vulnerability Index (CDC/ATSDR SCI) to help public health officials and emergency response planners meet community health needs during response and recovery efforts (ATSDR, 2020).

Job losses from the COVID-19 pandemic have exacerbated housing insecurity among low-income renters over the past year. Federal, state, and local policymakers have created temporary measures to help reduce displacement among people who have lost their jobs, but there is considerable uncertainty about what will happen when these temporary measures end. To gain insight into how homelessness changes over macroeconomic cycles, we examine changes in homelessness rates from 2007 to 2020. Our analysis focuses on four metro areas that were particularly hard-hit by the foreclosure crisis: Las Vegas, Los Angeles, Phoenix, and Riverside. Overall homelessness rates declined in all metros …

Sugar intake has been increasing globally and locally for individuals. Meanwhile, Philippine institutions continue to provide cash transfers (CTs) to poor households. Past literature found varying results of the impact of transfers on expenditure, consumption, and temptation goods. Most studies focused on alcohol and tobacco consumption and neglected the impact of cash transfers on the consumption of sugar-sweetened beverages (SSBs). In this brief we examine work and work-based policies in Las Vegas, Nevada – a theme that emerged strongly from focus group data collected in the fall of 2019. The middle-class Americans we talked with were concerned about upward mobility, the changing landscape of work as a result of automation and skills training, scheduling uncertainty, and employee benefits like time off and paid leave. The COVID-19 pandemic highlighted and exacerbated these pre-existing issues for many workers. Public K-12 education serves as a launching pad for economic mobility and opportunity, preparing students for college or a good-paying job. Despite K-12 education’s influence on later-in-life outcomes, schools often underserve students of color. Hispanic students in particular constitute a significant and growing portion of the U.S. student population yet are often overlooked in education literature because they are not the lowest performing demographic. In this brief, we examine how well public K-12 education serves Hispanic students in Clark County, where nearly half of students are Hispanic. The allocation of capital through finance alters economic opportunities. Access and use of financial services allow individuals to facilitate their daily payment transactions, think for the long term through borrowing and savings, or manage unexpected emergencies. Extending financial access universally should arguably benefit those on the lower end of the income distribution. Accordingly, this paper investigated the relationship between financial inclusion and income inequality using panel data of select countries for the period 2000–2017.

In this project, we hope to better understand the educational needs of the local Mexican communities across New York. We have used data drawn from the American Community Survey (ACS) public use microsample to see how the community has changed over time. For this study, we have focused on the borough of Queens, New York, with a particular focus on several key factors such as the average individual income levels, education levels, and age. In time, this will be followed up with more detailed reports into aspects of health, poverty, and family characteristics.

Since the Jasmine Revolution of 2011, Tunisia’s youth unemployment crisis has worsened. As of 2020, it has the tenth highest youth unemployment rate in the world at 36.5%. Experts have long identified this as the main challenge to overcoming Tunisia’s economic woes, and reform – from the education and vocational training systems on the supply-side to the job market on the demand-side – must follow the democratic gains achieved since 2011. The failed approach in reducing regional inequality under Ben Ali had an adverse effect, creating unemployment disparities between Tunisia’s affluent coastal cities and its poorer interior regions. Research shows that Black, Latinx, and other minorities pay more for credit and banking services, and that wealth accumulation differs starkly between their households and white households. The link between debt inequality and the wealth gap, however, remains less thoroughly explored, particularly in light of new credit products and debt-like banking services, such as early wage access and other fintech innovations. These innovations both hold the promise of reducing racial and ethnic disparities in lending and bring concerns that they may be exploited in ways that perpetuate inequality. In this brief introduction, I summarize the core themes of my book “The Code of Capital: How the Law Creates Wealth and Inequality”. Capital, I argue, is coded in law – predominantly in a handful of private law institutions. By relying on legal coding techniques, asset holders invoke the right to enforce claims against others, if necessary with the help of the state’s coercive power.

The law of data breaches is new, dynamic, and evolving. The number and complexity of breaches increases each year and legal scholars, courts, and policymakers scramble to respond. In 2019, 14.4 million consumers became victims of identity theft, the most problematic consequence of data breaches for consumers. Indeed, one-third of all Americans have experienced identity theft at some point in their lives. Yet despite low-income groups comprising at least thirty percent of all identity theft victims, existing discourse and debate on the regulatory regime governing data breaches and identity theft primarily reflects the experiences and concerns of middle- and high-income …
