Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). This study examines how property-value-based assessments within a large western irrigation and flood-control district distribute fiscal burdens across property owners. The empirical analysis is restricted to Bernalillo County within the Middle Rio Grande Conservancy District (MRGCD), using parcel-level administrative data from fiscal year 2025 merged with 2021 irrigation service records and geospatial information. The analysis classifies 34,397 parcels by irrigation status, agricultural valuation enrollment, and primary use to evaluate whether non-irrigating residential and commercial parcels, including renter-occupied properties that lack direct irrigation access, bear a disproportionate share of financial responsibility for a district whose first listed priority under their primary …

This dissertation contributes to theoretical framing within the discipline of library science, while building out empirical methods for quantitatively valuing broadly loved public libraries. Chapter 1 lays the foundation for understanding how analysis public libraries must always be set within regional contexts. Chapter 2 demonstrates that positive voter valuation of public libraries is driven by proximity to a library building by using data from public funding referendum events. Chapter 3 estimates a reduction of 0.75 percentage point (p=0.002) in graduation rates where public libraries were closed (but school instruction was in-person) from COVID closures. This dissertation examines how air quality and public attention to environmental shock affect perceived health status and healthcare utilization. The first chapter uses publicly available survey data from BRFSS and a triple difference framework to analyze the effects of the 2018 wildfire season in Oregon on self-reported mental and physical health. Findings indicate that those in Oregon in 2018, during the period of heightened attention to wildfire smoke, experienced approximately 1.4 additional poor mental health days, on average. "Old pawn" is widely used to describe antique Native American jewelry and goods once pawned for credit at trading posts in the Four Corners region. This article traces how the trading post pawn system influenced Diné Navajo economic life from 1868 through the 1970s, when federal regulators documented exploitative practices such as inflated interest, withheld mail, and items sold without notice. Weavers and individuals pawning jewelry typically received store credit or overvalued commodities instead of cash, a result of the power dynamics of the setting. The first chapter of this dissertation evaluates the impact of Ghana’s Capitation Grant Scheme, a government education policy that provides direct funding to public schools to eliminate primary school fees, on both the short- and long-term numeracy and literacy skills of children intended to be treated. The findings suggest that free primary education may exacerbate language competition in linguistically discordant societies. In the second chapter, we find that, even without complementary infrastructural expansion, an additional year of official secondary schooling positively affects secondary and post-secondary educational outcomes. The first essay investigates whether homeless shelters impact property values. Despite anecdotal claims of property devaluation, endogeneity challenges limit empirical research on homelessness programs. Using data from the Department of Housing (HUD) and Seattle’s King County Department of Assessment, I address these challenges using spatial difference-in-differences methodology, revealing nuanced effects favoring permanent supportive housing. This study evaluates the cost-effectiveness of office-based versus telehealth delivery of buprenorphine treatment for opioid use disorder (OUD). A retrospective chart review of 135 patients at the University of New Mexico Hospital's Addiction and Substance Abuse Program compared retention rates and costs between the two settings. Retention was defined as continuous treatment for at least six months. No statistically significant difference in retention rates was found, with 51% for office-based and 42% for telehealth. However, office-based treatment had higher total costs, with an incremental cost-effectiveness ratio of $3,750 per 1% increase in retention. The findings suggest telehealth is a cost-effective …

First essay: This paper studies the impact of Nepal’s 1996-2006 Maoist insurgency on the nutritional status of children. We employ the difference-in-difference (DID) model. The proxy for conflict intensity is killings per thousand population (KPT). The finding of our study is that a marginal increase in KPT decreases the height-for-age (HAZ) of the children by 0.0844. The loss in child health was statistically not significant in both non-poor and poor households. Therefore, the impact of the insurgency on child health is largely driven by the negative effect of the insurgency on Janajaties, irrespective of their economic status.

In this chapter I present the results of a split-sample contingent valuation experiment in which electric bill payers across Arizona, Colorado, New Mexico, and Utah are asked about the willingness-to-pay for the installation of a community microgrid contingent on costs and benefits. In the second chapter, I examine the role of contractual hydropower receipts in the fuel mix for a medium size power authority in Colorado.
