Economic development in Sub-Saharan Africa has been shaped by two transformative policy shifts: widespread fiscal decentralization reforms transferring revenue and expenditure authority to subnational governments, and the pursuit of foreign direct investment to supplement domestic capital. Despite the breadth of these reforms, their effectiveness in promoting sustainable economic development remains empirically contested. This dissertation examines three interconnected questions about fiscal governance and capital flows in Sub-Saharan Africa: what determines the extent to which governments decentralize fiscal authority; how county fiscal composition and revenue autonomy shape subnational economic performance; and how foreign direct investment interacts with domestic investment and growth.

This dissertation evaluates economic inequality and family formation in the United States in three essays. In Essay 1, I estimate the effect of providing subsidized access to immediate postpartum contraceptives on birth spacing and infant health among low-income teen mothers. The intent-to-treat estimates indicate a 20% reduction in the monthly short-interval birth rate among teens 12-14 months after policy enactment. I also find evidence that the policy increased the average interval between births and reduced preterm and low-birth weight births and NICU admission rates. Quantile regression for panel data has become a common model of interest for econometricians and statisticians. The theoretical literature has addressed important questions, including identification, estimation, and statistical inference. Although recent advances have enabled practitioners to estimate flexible models under a wide range of assumptions, practical issues have not been fully addressed. In my first chapter, I show how consumer left-digit bias affects borrowing costs in the US residential mortgage market. I find that the distribution of mortgage rates bunch at .99-ending rates just below left-digit changing thresholds, and that this bunching is greater in the distribution of rates selected by borrowers than those simply offered by lenders. Comparing observably similar borrowers within the same 1-bp interest rate band, selecting similar mortgage products, in the same census tract and origination month, I show that borrowers receiving .99-ending rates pay significantly more fees than borrowers receiving the nearest whole-number rate just above them, …

I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

Background: Pediatric, adolescent, and young adult patients with cancer and their caregivers are at high risk of financial toxicity, and few evidence-based oncology financial and legal navigation programs exist to address it. We tested the feasibility, acceptability, and preliminary effectiveness of Financial and Insurance Navigation Assistance, a novel interdisciplinary financial and legal naviga- tion intervention for pediatric, adolescent and young adult patients and their caregivers.

Researchers and practitioners studied the effects ride-hailing had in cities before the covid-19 pandemic. Previous research found ride-hailing to produce negative externalities, such as reducing transit ridership and increasing congestion in various cities. Since the pandemic, ride-hailing ridership has nearly recovered to pre-pandemic levels in Chicago. Ride-hailing ridership has grown steadily since the pandemic while a rider’s willingness to share their trip stagnated. Ride-hailing ridership nearly recovering to pre-covid levels in Chicago suggests that transportation planners, and policy makers, will need to continue assessing the impacts ride-hailing trips have in their cities.

This thesis provides a comprehensive analysis of the U.S. whiskey industry, emphasizing distilleries' geographic distribution, operational characteristics, and the agricultural landscapes surrounding them. Particular attention is given to the feasibility of U.S. distilleries locally sourcing grains used in production. Grain demand ranges were estimated for the 1,485 distilleries analyzed within this study. Using cropland and yield data from the USDA, local grain availability was approximated for comparison. Results indicate that a distillery's local sourcing feasibility is significantly impacted by its production capacity and geographic location.

This dissertation comprises three essays that collectively explore the intricacies of subnational public finance in Indonesia: vehicle tax amnesty, property tax competition, and corruption. The research aims to understand the dynamics shaping fiscal policies at the subnational level.

In the first essay, I examine vehicle tax amnesty programs in Indonesia that have been very popular in dealing with high delinquency rates. From 2008 to 2020, provincial amnesties occurred every 2.5 years on average. This dissertation studies the market for higher education and impacts of higher education policy on the market. In the first chapter, I estimate the short-run elasticity of supply of higher education using the rollout of state merit grant programs as plausibly exogenous variation in student demand for in-state higher education. I find that public and private not-for-profit four-year institutions have elastic supply responses to these programs. Public institutions have an estimated elasticity of 2.1 and private institutions have an estimated elasticity of 1.34. The second chapter focuses on the business performance of necessity entrepreneurs, specifically focusing on job creation and earnings. The third chapter investigates the large and persistent earnings differences between self-employed men and women, finding women earn less in self-employment because of different choices of industry, number of hours worked, and differences in business capital. In the first chapter, “Risk Management and the Choice between Secured and Unsecured Debt: Evidence from Natural Experiment,” I study whether and how corporate hedging affects firms’ choice between secured and unsecured debt. Exploiting the introduction of steel futures as a natural experiment, I provide causal evidence that risk management enables firms to switch from secured to unsecured debt without sacrificing debt capacity.
