People with intellectual disability deserve a system that offers flexible, timely, and person-centered support — one that is innovative, sustainable, and holistic in enabling them to live fulfilling lives. This qualitative study, grounded in Critical Participatory Action Research (CPAR), examines how people with intellectual disability experience participation in decision-making within New York State's disability service system. By centering lived experience, the study identifies factors that facilitate or hinder participation in decision-making and examines structural, social, and policy-related barriers that limit agency. Through six focus groups and a Photovoice project with self-advocates receiving OPWDD services, participants described systemic barriers that limited …

Pope Benedict XVI, in Spe Salvi, presents hope as a transformative and redemptive virtue that enables believers to live and suffer differently, rooted in faith in God. He writes, “The one who has hope lives differently.” This study develops a theological-pastoral framework for integrating the virtue of hope into the faith formation of student-athletes within Catholic educational institutions, positioning sport as a genuine locus theologicus for Religious Education and evangelization. Adults with intellectual disability (ID) are living longer and increasingly outlive family caregivers. Strengthening independent living and vocational skills has therefore become a critical public-health priority. Occupational therapy (OT) can address this need through person-centered, community-based programming. This paper describes the co-design, delivery, and preliminary outcomes of a short occupation-based curriculum intended to enhance autonomy and work readiness in aging adults with ID. This study employed a convergent parallel mixed-methods design to explore how U.S. states identify and respond to disproportionality in special education within a shifting federal policy landscape. As uncertainty surrounds the future role of the U.S. Department of Education, questions have emerged about states’ capacity to safeguard educational equity. Without federal oversight, states would assume responsibility for maintaining protections for students with special needs, making it critical to strengthen safeguards for marginalized and underresourced populations.

Family involvement is essential for positive school outcomes. Yet research suggests that family engagement for students with disabilities may be marked by conflict. Furthermore, creating an environment that promotes active engagement for immigrant families may be challenging. In this paper, we synthesize existing research, legal guidance, and community-engaged insights to present four practice-oriented recommendations for educators and practitioners working with immigrant families of children with disabilities. Grounded in Hans and Love’s stages of immigrant family engagement, these recommendations aim to support meaningful and culturally responsive participation in special education processes.

Who Gets To Be Taken Seriously? Three Atypical Scholars Navigate Doctoral Education At The Intersections Of Race, Neurodivergence, And Veteran Identity, Sr. Richard De La Garza

As a first-generation, neurodivergent, Mexican American/Chicano veteran, I entered the University of San Diego's doctoral program having had experiences that most institutional intake processes would label as risk factors. The Findings chapter of this dissertation begins by describing those experiences—not as a confession, but as the foundation for a systematic inquiry into how doctoral legitimacy is produced, withheld, and defended. The description of my life experiences is followed by a discussion of the doctoral journeys of two other study participants who also were atypical doctoral candidates.

To strengthen collaboration, improve efficiency, and reduce respondent burden, the Tennessee Developmental Disabilities (DD) Network launched a first-of-its-kind integrated statewide needs assessment. This two-year, mixed-methods effort gathered input from nearly 1,500 individuals with disabilities, family members, and professionals through an accessible survey and follow-up focus groups. Tennessee DD Network partners co-developed measures, coordinated outreach efforts, and pooled resources to ensure broad representation and inclusive participation across communities statewide. Community members with lived experience were involved throughout the process, helping to ensure materials were usable, relevant, and respectful of diverse needs. Educational leaders encounter extraordinary difficulties, ranging from different learning options to prioritizing the well-being of both staff and students, necessitating flexible and innovative methods. The authors of this transcendental phenomenological study aimed to describe the lived experiences of Black women based on their perceptions, values, and beliefs about the complexities of leadership and the kind of leadership required to succeed in their respective roles, as educational leaders. This study was framed by the adaptive leadership theory. Adaptive leadership recognizes the need for leaders to stay flexible and resilient in fast-paced environments (Nelson & Squires, 2017). Family-led pre-professional mentoring programs have been shown in past literature to have multiple positive outcomes, including better provider communication, increased sensitivity to the needs and contributions of family members in clinical settings, and better understanding of disability policy contexts among professionals. Yet there have been relatively few examples of exemplary programs that have developed successful models for family mentoring of pre-service professionals. How Do State Labor Policies Impact Disability For Latino Adults In The U.S.?, Marc A. Garcia, Blakelee R. Kemp, Erin Bisesti

Population Health Research Brief Series

Latino adults in the United States experience a greater burden of disability than non-Latino White adults. This brief summarizes findings from a study using data from the 2000-2016 American Community Surveys (ACS) linked to annual state policy data (1998-2014) on Latino adults ages 45-85 across 25 U.S. states (N=1,183,438). The authors describe how state labor policies (i.e., disability insurance, minimum wage protections, paid sick leave, unemployment compensation) predict disability among Latino adults. The authors find that disability rates among Latino adults are lower in states with more liberal labor policy contexts. Liberal state policies appear protective for both U.S.-born and …

This phenomenological qualitative study explores the lived experiences of Kentucky parents seeking Competitive Integrated Employment (CIE) for their children with intellectual and developmental disabilities (I/DD). Guided by the research questions—How do parents experience this process, and what barriers or supports do they encounter?—the study highlights systemic challenges despite legislative efforts such as the Americans with Disabilities Act and the Workforce Innovation and Opportunity Act. In-depth interviews with five parents revealed three themes: (a) parental transformation and the pursuit of meaningful work, (b) systemic challenges in accessing CIE, and (c) overcoming protective instincts: navigating fear, independence, and self-advocacy. The three University Centers for Excellence in Developmental Disabilities (UCEDDs) in New York served as Children and Youth with Special Health Care Needs (CYSHCN) Regional Support Centers (RSC). The RSCs aimed to increase the capacity of local CYSHCN programs to connect with and support CYSHCN and their families in their community. RSCs conducted activities in the areas of family engagement, training and educational materials development, and technical assistance. The aim of this study was to develop and describe methods on how to conduct virtual focus groups with adults with intellectual disability. Using a community-engaged research approach, adults with intellectual and developmental disabilities helped develop virtual focus group methods. We report on the implementation of these methods through an illustrative application of applying these adaptations to virtual focus groups with 13 adults with intellectual disability in a study assessing their perspectives on mental health therapy.

Many children and adults with intellectual and developmental disabilities (IDD) experience mental health conditions and commonly receive treatment with psychotropic medications. Prescribers often overuse these medications in children with IDD, who are frequently treated with polypharmacy and antipsychotics, a trend that continues into adulthood. Medical trainees receive little training regarding the IDD patient population. This paper describes the development and evaluation of an evidence-informed, easy-to-use training curriculum. The 6-hour training establishes a foundation for medical trainees regarding the treatment of mental health conditions in people with intellectual and developmental disabilities (IDD-MH) as part of an integrated health, interdisciplinary treatment approach. …

COVID-19 public health restrictions disrupted in-person arts participation, increasing risks of social isolation and reduced community access. Students with severe emotional disturbances (SED) occupy one of the most underserved intersections in American education and mental health care. As they age out of children’s services, they face abrupt service discontinuation, disrupted therapeutic relationships, and adult systems ill-equipped to meet their needs. These vulnerabilities, including heightened risks of crisis, hospitalization, homelessness, and justice involvement, constitute a central practice problem. This study examines transportation planning practices and challenges in Nebraska, with particular attention to how planners and agencies address the needs of vulnerable populations. Using a qualitative approach, thirty-five transportation planners, practitioners, and service providers were interviewed. Participants were selected based on their professional in transportation planning and service delivery. The study explores what institutional and funding barriers planners and practitioners face, and what strategies they consider most effective for improving access and inclusion. Findings reveal that limited funding, fragmented authority, and the absence of a coordinated regional planning framework significantly constrain transportation development across Nebraska. This paper explores the unique experiences, strengths, and challenges faced by neurodivergent individuals—particularly those diagnosed with Attention-Deficit/Hyperactivity Disorder (ADHD) and Autism Spectrum Disorder (ASD), as well as the overlapping condition often referred to as AuDHD—in both clinical and workplace settings. It begins by examining diagnostic criteria, comorbidities, and the evolving understanding of ADHD and ASD as intersecting neurodevelopmental conditions. The paper then highlights common cognitive, emotional, and sensory challenges, including time blindness, neurodivergent paralysis, masking, overstimulation, executive dysfunction, rejection-sensitive dysphoria (RSD), and auditory processing disorder (APD).

The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. The theme of this special issue is “Building a Community of Champions.” The purpose of this theme is to highlight and promote a civic engagement perspective that engages, advocates, and supports communities of Black, Indigenous, People of Color (BIPOC) in addressing the national, regional, and local evolving health-related issue of drowning. Ensuring equal education rights remains a challenge in Indonesia, despite constitutional mandates and the global commitment to “no one left behind.” The Disability Participation Rate remains low; in 2023, only 21.03% of individuals aged 19–23 were included. This reflects, among other factors, the limited preparedness of educational institutions. This study evaluates Universitas Indonesia’s readiness to develop inclusive education for persons with physical, sensory, mental, and intellectual disabilities. Using the capability approach, it assesses whether institutional resources can be translated into capability-enhancing conditions for students with disabilities. Abstract

This project proposes a new protocol for implementing meta-synthesis as a research tool. Meta-synthesis allows researchers to combine data sets from multiple sources that appear unconnected; it allows data sets to be extracted from multiple domains and knowledge banks that present as being unable to be combined or cross-transferable. This project presents a protocol designed to guide meta-synthesis which was used to extract critical relevant data from the Sustainable Development Goals (SDGs) related to inclusive education and inclusive work and rehabilitation policies and practices.
