COVID-19 accentuates the case for a global, rather than an international, development paradigm. The novel disease is a prime example of a development challenge for all countries, through the failure of public health as a global public good. The COVID-19 pandemic has highlighted the falsity of any assumption that the global North has all the expertise and solutions to tackle global challenges, and has further highlighted the need for multi-directional learning and transformation in all countries towards a more sustainable and equitable world. The Sustainable Development Goals (SDGs) herald a new phase for international development. This article presents the results of a consultative exercise to collaboratively identify 100 research questions of critical importance for the post-2015 international development agenda. The final shortlist is grouped into nine thematic areas and was selected by 21 representatives of international and non-governmental organisations and consultancies, and 14 academics with diverse disciplinary expertise from an initial pool of 704 questions submitted by 110 organisations based in 34 countries. Framed by concepts of territorial project, social coalitions, and scalar relationships, we analyze rural territorial dynamics under conditions of rapid expansion in natural gas extraction. Analyzing recent economic, political, and territorial transformations of Bolivia's gas-rich region, Tarija, we argue that pre-existing territorial projects of a diverse set of subnational and national actors have: (i) shaped the influence of the gas industry on local dynamics; (ii) changed the scale relationships between local communities, the state, and companies; and (iii) mediated the transformation of territories in ways determined by the nature and aspirations of these territorial projects.

This article summarizes the results of a research program conducted in 11 Latin America countries, addressing two questions: (1) what factors determine territorial development dynamics that lead to economic growth, poverty reduction, and improved income distribution? (2) What can be done to stimulate this kind of territorial dynamics? A growing number of extraterritorial private-sector actors, often in partnership with the state, are expanding the frontiers of extractive and primary export economies to new rural territories in Latin America. This paper analyzes the conditions that might drive meaningful efforts to address environmental problems in territories dominated by large, externally controlled natural resource-based activities. It studies three cases: salmon aquaculture in Chiloé (Chile), fruit growing in O'Higgins (Chile), and gas production in Tarija (Bolivia). This article is the introduction to a volume containing findings from a program conducted over five years in 11 Latin America countries, to answer three questions: (1) Are there rural territories that have experienced simultaneous economic growth, poverty reduction, and improved distribution of income?; (2) What factors determine these territorial dynamics?, and, (3) What can be done to stimulate and promote this kind of territorial dynamics? The article outlines the analytical and policy issues and the methodology, summarizes the remaining 10 papers in the collection, and presents a conceptual framework that itself is one of the results of the program.

We compare conservation outcomes between a protected area (PA) and four indigenous common-property regimes (CPRs) under differing degrees of market integration in the Ecuadorian Amazon. We first assess how market forces and common-pool resource institutions governing processes of forest conversion affect biodiversity and forest cover, and whether institutions mitigate the effect of market forces. We then analyze how biodiversity and forest cover differ between a PA, and communities with different market access. Finally, we link biodiversity and forest cover changes within communities to differences in land-use practices. While we show similar levels of forest cover and biodiversity between the PA …

In 2008, the Department of Tarija became the epicenter of national political struggles over political autonomy for lowland regions at odds with the Morales administration. In September, following a series of regional referenda on autonomy and a national recall election, citizen committees in Tarija mobilized urban-based sectors and organized a general strike against the central government. It is unhelpful to understand the strike as simply an act of political sabotage orchestrated by racist regional elites. Characterizing continents is the business of fools, inviting the charge of essentialization, over-generalization, and caricature of nuanced and complex processes varying across space and over time. Likewise it can attract the criticism that to privilege the national or the regional understates the transnational dimensions of social change, and to take a territorialized view diverts attention from the networks that cut across space, linking distant actors and places. Global consumption continues to generate growth in mining. In lesser developed economies, this growth offers the potential to generate new resources for development, but also creates challenges to sustainability in the regions in which extraction occurs. This context leads to debate on the institutional arrangements most likely to build synergies between mining, livelihoods, and development, and on the socio-political conditions under which such institutions can emerge.
