This article begins with the emergence and shared assumptions of the absence of the state in Lapindo case. This article aims to problematize ‘the truth’ of such assumptions. Adopting Oliver-Smith’s definition of “disasters of development,” this article argues that disaster is not just an event but also a process which can be elaborated through an examination of encompassing political agendas. Therefore, it can trigger the awareness of preventive actions prior to a disaster. The argument of the article are based on a series of critical re-reading of public documents related to the case. This article discusses about the prosess of conflict escalation in Jatigede Dam construction esspecially in pre-construction period from structural and processual point of view using conflict theory. However, height of conflict decreased (deescalation) in empowerment period through community participation and agreement that accomodate community interests. This paper tries to understand why religious violence increasingly occurs in post-New Order Indonesia. There are two dominant views in understanding this. First, the secu- rity approach that perceives the violence as a result of the emergent of “radical” agent of political Islam in the more open political space. As a process of military withdrawal from politics, the internal reform of The Indonesian National Defense Forces (Tentara Nasional Indonesia/TNI) has specific characters in its pattern as well as in its professionality. In this paper, Talukder Maniruzzaman’s concept of military withdrawal from politics and Robert K. Merton’s and Talcott Parsons’ functional analysis were laboured to inquire that process experienced by TNI. That inquiry used the combination of quantitative and qualitative methods. This article argues that the retired military officer’s roles in politics provided new characteristics to the pattern of civil-military relations in Indonesia. Indonesia’s military reform resulted cultural, structural, doctrinal and organizational changes. But those changes are not fundamental enough to build democratic civil–military relation that relies on civilian supremacy. The process of military reform in Indonesia showed us that the success of democratization of civil–military relation depends on institutional setup of the military related to civilian institutions’ persistency, guidance, and initiative. This research attempts to show that active role of agencies allows an adequate civil–military relation to be established despite of some constrains to the relationship between the two. Employing qualitative approach to assess civil–military cooperation in empowering Papuan society, the case study shows how the military and civilian collaborated to subdue the social tension in a territory prone to conflict. The result suggests that military component took pivotal role in maintaining peace and national security in Papua. The focus of this paper is the dynamic relationship in automobile industry between entrepreneur and the power in 1969-1998. The length of this study can be divided in three periods: seeking the industrial form, going to maturity, and realizing the industrial autonomous.
