The South American Defense Council (SDC) represents the most recent step taken along a long road of multilateral and bilateral defense agreements echoing Bolivar’s dream of continental defense integration. Before the Second World War, the continent developed a deep base of collective security agreements that eventually formed the OAS. However, during the Cold War, the U.S. replaced collective security with the doctrine of national security. U.S. unilateral policies prevented the possibility of continental cooperation on defense. Educators engaged in international, intercultural educational programs are responsible for maximizing the benefits of these experiences for participants. This requires a clear focus on the development of multicultural (or intercultural) competencies (MCC) in participants if students are to deal effectively and appropriately across cultures.

This session explores the development and assessment of MCC abilities. It is based on findings from an international research effort that examined a comprehensive construct of MCC, developed a tool for its assessment, and identified intercultural outcomes in participants as well as their hosts engaged in an intercultural exchange.

This paper attempts to assess the state of dialogue between Europe and Turkey. Using Thomas Risse's application of Habermas' theory of communicative action, it covers and analyzes four opportunity spaces for dialogue: the European Union-Turkish institutional relationship, the bilateral diplomatic relationships between European countries and Turkey, Turkish immigration to Europe, and European tourism in Turkey. Overall, most communicative interaction between Europe and Turkey is done under the logic of appropriateness (rule-guided behavior) as opposed to the logic of consequentialism (interest-guided behavior) or the logic of arguing (reasoning-guided behavior). As interactions remain superficial and one-sided, they merely are "missed dialogues."

On June 18th, 2007, Ebru: Reflections of Cultural Diversity in Turkey began its ten-city tour of Turkey with a debut exhibit in Istanbul, and ended on March 31st, 2009 with the closing of the exhibit in Ankara. The mixed media project, a combination of text, music, visual images, essays and panel discussions, is dominated by Attila Durak's large-format documentary ethnographic photographs of 44 ethnic groups he encountered during seven consecutive summers of fieldwork throughout Turkey. When the University of Nevada, Las Vegas, opened its Singapore campus, it was critical that library services be provided and integrated into the curriculum. The University Libraries team overcame many challenges to create a libraries services infrastructure to support the students. Work began with then-hospitality liaison librarian Cory Tucker and has been carried on by current hospitality liaison librarian Lateka Grays. Our greatest strengths were the expertise of the liaisons and the support of the university.

An increasing number of global migrants are refugees who have fled religious, racial, ethnic, or other political persecution. As these refugee populations have grown, governmental and nonprofit organizations have emerged to help mediate the resettlement experience. The current study explores the dialectical tensions Sudanese refugees face in communicating with the organizations designed to make their resettlement successful. Sudanese refugees participated in semistructured interviews about their experiences communicating with mediating organizations. This article discusses how a group of multilingual scholars in Jordan negotiate multiple linguistic and cultural affiliations. These writers' experiences demonstrate the varied ways English's global dominance affects individuals' lives. The scholars find both empowerment and disempowerment in English, viewing English as linked to Western hegemony in some situations and as de-nationalized and de-territorialized in others.

Today's nurses work and live in a multicultural society where they encounter patients whose backgrounds are different from theirs, and who need care from nurses who are both proficient in their work and knowledgeable about the role that culture plays in patient treatment. In this study, 45 student nurses enrolled in a baccalaureate program at a northeastern urban college completed a survey about their perceptions of care and culture including their relevance and application to the practice of nursing. This article analyzes how the execution of business strategy for global enterprises is shaped by the dual challenges of communicating in a different national culture and working in a changing economic environment. The article develops a framework from the UPS case in China to illustrate the key components of strategy for US companies operating businesses in China. The article proposes that Chinese-American communication effectiveness can be achieved through overcoming five obstacles: cultural multiplicity, relationship/ task orientation, time concept, business style difference, and language use, while utilizing five facilitators:pragmatism, gender equality, English, American pop culture, and a "big country mentality."
