The South American Defense Council (SDC) represents the most recent step taken along a long road of multilateral and bilateral defense agreements echoing Bolivar’s dream of continental defense integration. Before the Second World War, the continent developed a deep base of collective security agreements that eventually formed the OAS. However, during the Cold War, the U.S. replaced collective security with the doctrine of national security. U.S. unilateral policies prevented the possibility of continental cooperation on defense. Educators engaged in international, intercultural educational programs are responsible for maximizing the benefits of these experiences for participants. This requires a clear focus on the development of multicultural (or intercultural) competencies (MCC) in participants if students are to deal effectively and appropriately across cultures.

This session explores the development and assessment of MCC abilities. It is based on findings from an international research effort that examined a comprehensive construct of MCC, developed a tool for its assessment, and identified intercultural outcomes in participants as well as their hosts engaged in an intercultural exchange.

Achieving peaceful dialogue between Chinese and Tibetans is the crux of the Tibetan community in exile’s strategy to regain its homeland. Yet despite the recognized importance of cross-cultural communication the Tibetans, ideologically unwilling to separate “China the Oppressor” from “China the Neighbor” or even, potentially, “China the Co-Collaborator,” have largely avoided studying their adversary. Although increased literacy in Chinese language, knowledge of Chinese history and understanding of Chinese culture would enable the Tibetans to engage with China more effectively and productively, few initiatives exist in exile that facilitate the spread of such information. The Federation of The Experiment in International Living (FEIL) has now completed its first international research effort – a one and a half year project designed to explore and assess the impact of intercultural experiences provided through service projects conducted as part of the Federation’s Volunteers in International Partnerships program. This research project, titled "Exploring and Assessing Intercultural Competence," involved two sending and one receiving Member Organizations: Great Britain, Switzerland, and Ecuador. The project was made possible through a funding grant obtained from the Center for Social Development of the Global Service Institute at Washington University in St. Louis, Missouri.

Students can use their experiences outside the ESL classroom to facilitate their own learning of culture and communicative competency. In a course I continue to design, students prepare for real-world interactions and learning. They practice communication strategies and discuss topics largely of their own choosing in a multi-cultural context. They then go out into the community to make cultural and communicative observations, and interact with native- and non-native speakers of English. This IPP presents various definitions of culture and communicative competency and gives suggestions for in-class and real-world activities, including communication tasks, observations, and reflections through journal writing.

This is a review of the personal accounts of twelve teachers who have worked in cultural settings other than their own. It is intended to be useful to teachers who plan to enter a different culture. The twelve critical reviews are supplemented by a commentary which points out the limitations of the literature and discusses common adjustment problems which appear. It is argued that the success of a teacher in adjusting to a different culture can be attributed to certain qualities of personality. Briefly stated, these qualities are adaptibility, a strong will, creativity and a humanistic attitude.
