A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

The establishment of a crisis theme through public rhetoric often triggers widespread attention, resulting in public concern and media coverage of an issue that could potentially be overblown or deceptive. I analyze the alt-right community that found a home on the subreddit r/The_Donald and chart their discourse as it shaped from the quarantine to the establishment of an independent forum called TheDonald.win. This dissertation investigates the politics of re-presentation of the two Black leading characters in Shonda Rhimes’s televised series, Scandal (Olivia Pope) and How to Get Away with Murder (Annalise Keating). This textual analysis explores how the characters are re-represented as leaders at the intersections of race, class, gender, and sexuality using Kimberlé Crenshaw’s (1989) theory of intersectionality. This study also imposes Patricia Hill Collins’s (2005) matrix of domination to explicate how the hegemonic structure of the concrete ceiling conditions their identities and exertion of power in the workplace. Since Matthew Shepard’s murder in 1998, his narrative has been recirculated to justify a federal hate crime statute and Shepard has been used as a symbol for the demand for hate crime legislation. This study seeks to evaluate how Shepard is used in public deliberation, the role of private organizations in the public deliberation of hate crime legislation, and the discursive history of the Shepard-Byrd Hate Crime Prevention Act of 2009. Through a rhetorical criticism, this study finds that the nuances of Shepard’s narrative are abandoned in order to construct him as a “permissible” symbol for LGBTQ+ protections. However, if …

The dissertation analyzes photographic images of dead bodies that appeared in news settings related to warfare in the United States in three distinct eras – the 1860s, the 1940s, and the 1960s. The primary subject of the analysis are photographs of corpses created in the context of the American Civil War (1861-1865), World War II including the immediate aftermath of the Holocaust (1939-1946), and conflict and war in Vietnam (1950-1975). This thesis examines the content of Love Taza to understand what messages Naomi communicates to her readers and how her readers may be receiving those messages. Immigration is a long-standing topic of discussion in the United States. Hispanic immigrants, or families of Hispanic immigrants, living in America face unique challenges. Through focus group interviews, participants from a predominantly Hispanic Protestant church narrated their experience of living in the United States. Guided grounded theory data analysis revealed three categories and 14 subcategories, or themes of conversation, surrounding this hot topic. Participants shed light on the distinctive challenges they faced, how these challenges affected them, and how they attempted to overcome these difficulties. This analysis of primetime situational comedies feature LGBTQ characters argues that through heteronormative and homonormative constructions of sexuality, race, gender, and class, many LGBTQ people are rendered invisible in the mainstream. Through discourse analysis, the study describes how these programs work to normalize gay and lesbian identity, which then resembles the dominant heterosexuality, aiding in the advancement of white, middle class gays, who privatize sexuality and mimic dominant conventions of gender, race, sexuality, and class in the public sphere. This study advances understanding of powerful and powerless language effects by incorporating a relational framing perspective. Relational framing theory (RFT) suggests that when messages are interpreted using a dominance frame, issues regarding persuasion, influence, and control become salient. When exchanges are framed by affiliation, however, issues of liking, attraction, and regard become salient. Power of speech style researchers have instantiated dominance-framed interactions in their experiments primarily, thus leaving affiliation-framed interactions largely ignored. In order to examine the nature of visual artifacts as a form of resistance against static ideologies and prevailing power structures, the author uses both media and cultural artifacts created in response to photographs taken of abused prisoners at Iraq’s Abu Ghraib Correctional Facility. Social movements create a public perception of themselves through rhetorical messages and demonstrations. In order to gain the public's attention, some radical groups use any rhetorical means necessary, including offensive remarks and conduct. Groups, such as the Westboro Baptist Church and Bash Back!, rhetorically challenge the boundaries of prudence. The purpose of this study is to identify, depict, and provide insight regarding shock rhetoric. This study will compare protest methods, visual imagery, and language choices used by Bash Back! and the Westboro Baptist Church. This dissertation helps illuminate why and how groups or individuals use shock rhetoric.

This study analyzed an educational organization's crisis communication with its employees regarding the devastation caused to the organization and to employees by hurricane Katrina in 2005. This study drew upon literature regarding communication in crisis and in particular, natural disaster crisis, to ascertain to what degree employees felt the organization engaged in characteristics of High Reliability Organizations. A case study approach employing both qualitative and quantitative data was utilized.

This study highlights the politics found in hip hop culture and in rap music since 2000 by exploring hip hop as a social movement. In this study victims of Hurricane Katrina ordered their experiences with the crisis into meaningful themes which expressed their values, actions, inactions, occupations, needs and losses, and feelings. In interviews participants explained what happened, when it happened, how they responded, how they thought they should have responded, and how they handled situations surrounding the storm. Narratives about situations after the storm revealed descriptions of their and others' relationships in interactions with representatives of larger social units.
