An Online Discriminative Approach To Background Subtraction, Li Cheng, Shaojun Wang, Terry Caelli

We present a simple, principled approach to detecting foreground objects in video sequences in real-time. Our method is based on an on-line discriminative learning technique that is able to cope with illumination changes due to discontinuous switching, or illumination drifts caused by slower processes such as varying time of the day. Starting from a discriminative learning principle, we derive a training algorithm that, for each pixel, computes a weighted linear combination of selected past observations with time-decay. We present experimental results that show the proposed approach outperforms existing methods on both synthetic sequences and real video data.

Extended Producer Responsibility (EPR) is a policy approach that holds manufacturers accountable for the full costs of their products at every stage in their life cycle. EPR typically involves requiring that producers take back their products at the end of their useful lives, or pay a recycling contractor to do so, thereby internalizing the costs of recycling or disposal in a manufacturer’s bottom line. When companies know that they will bear the costs of product return and recycling, they are more likely to redesign their products for easier and safer handling at each step in the life cycle. Following the economic downturn in the late 1990s the Government of Thailand restructured the economy resulting in rapid economic recovery. The society now needs developments to project it into the Information Age. This study is but one creative response to this need. To initiate the study, an extensively validated Questionnaire was implemented with a snowball sample comprising 500 representative, non-randomised respondents from the four provinces of the Inpeng Community Network (ICN). This project argues that film has the capacity to function as cinematic scripture for Christian audiences. Cinematic scripture means that films are authoritative for audiences the same way that written scripture is. In The Lord of the Rings film trilogy, this new form of scripture works as equipment for living by encouraging Christian audiences to go to war against evil through the structure of the film's biblical themes of bifurcation, redemption, and millennialism. This paper examines the right of states to broadcast propaganda by satellite in times of war. In exploring this issue, the author addresses the hypothetical question of whether a state may use DBS technology to broadcast a commercial news program, such as CNN, into an enemy state in wartime as part of a larger campaign to win the support of the civilian population. The author begins by establishing that that the consent of a receiving state is required prior to such broadcasts, whether in peacetime or in times of war. Plagiarism is an ethical breach involving the misuse of others' intellectual property. Instances of alleged plagiarism have discredited various Christian ministers and authors. Various style manuals provide guidelines for acknowledging direct quotation, paraphrasing, and other uses of sources. Preachers and teachers should adapt those guidelines to the context of verbal communication.

This study examines the association between the gender and ethnic composition of boards of directors and firm performance in a transitional nation. In contrast to prior research that largely focuses on firm performance within a financial context, this study concentrates on intellectual capital performance. Using data collected from 84 South African, empirical results indicate a positive association between the percentage of female and non-white directors on the board and a firm’s intellectual capital performance. At the end of F. Scott Fitzgerald’s The Great Gatsby, Nick Carraway reflects of his journey to the East: “this has been a story of the West” (184). Nick never explains exactly how this is the case, particularly odd since all the action takes place between Manhattan and Long Island. High throughput glycoproteomics, similar to genomics and proteomics, involves extremely large volumes of distributed, heterogeneous data as a basis for identification and quantification of a structurally diverse collection of biomolecules. The ability to share, compare, query for and most critically correlate datasets using the native biological relationships are some of the challenges being faced by glycobiology researchers. As a solution for these challenges, we are building a semantic structure, using a suite of ontologies, which supports management of data and information at each step of the experimental lifecycle. Ontologies build the backbone for many life-sciences applications. These ontologies, however, are represented in XML based languages that are meant for machine-consumption and hence are difficult for humans to comprehend. For a meaningful visualization of these ontologies, it is important that the display of entities and relationships captures the cognitive representation of the domain as perceived by the domain experts. This paper investigates the usefulness of a modest-budget website set up to support people recovering from heart-related incidents through a combination of all or some of the following: surgery, drugs, and lifestyle change. Online communities have been shown to offer support for their members. Ideally, the members of this experimental site would eventually constitute an online community. Effective interaction and personal communication indicate that an online community is developing. Universal service obligations (USOs) are designed to ensure that citizens of a modern state get access to basic services, from telecommunications to postal services. USOs are interventions in the marketplace to ensure that inequalities caused by geography or income or other impediments to access are compensated for. What constitutes access to 'basic' telecommunications, however, is being challenged by new technologies and new understandings about how people use telecommunications and media. Purpose – The intent of this article is to show why the use of Native American mascots, logos, and nicknames by sports teams perpetuates depictions that are perceived as harmful and racist by Native Americans.

Design/methodology/approach – This article examines data from published research, personal correspondence, and essays by Native Americans so that non-natives can understand the issue from the native perspective. It also calls into question previous communication efforts that may have limited the voices of Native Americans.

In order to be the first book to cover the subject, the book sacrifices the types of materials covered and the variety of themes they depict.
