The question arises in the analysis of foreign policy decision making regarding how consensus or approval by the public is attained for policies. Some authors have suggested that consensus is obtained through the manipulation of opinion by decision makers. One case often cited as an example of manipulation is the 1947 announcement of the Truman Doctrine.

In determining the validity of these arguments a review was conducted of the language of the doctrine and the interpretations of newspaper columnists. In addition, a review of personal documents of the decision makers was conducted to determine their impressions.

Specifically, the present study focused on the variable of accuracy in an attempt to discover its relative importance to performance appraisal. The purpose of this thesis is to (1) discover normative U.S. classroom teacher and student role behaviors; (2) contrast these to one other culture, Japan and (3) anticipate the difficulties both teachers and students would face if placed in a culturally mixed class unaware of the cultural differences between them. This study also (4) extends the issues theoretically beyond the cultural differences between the U.S. and Japan to other cultures.

This is a study to investigate the association between the cultural sensitivity in the acculturation process and the second language learning process. This study is also a partial replication of the study by William Acton (1979) who developed the Professed Difference in Attitudes Questionnaire (PDAQ), which is utilized as a measurement instrument in this study. Acton's concept of socio-cultural equidistant is interpreted from the intercultural communication point of view. The results of the hypothesis testing are inconclusive and incongruous with Acton's study.

The purpose of this study was to develop two tape-recorded synthetic speech discrimination test tapes and assess their intelligibility in order to determine whether or not synthetic speech was intelligible and if it would prove useful in speech discrimination testing. Four scramblings of the second MU-6 monosyllable word list were generated by the ECHO l C speech synthesizer using two methods of generating synthetic speech called TEXTALKER and SPEAKEASY. In 1982 the Health Care Finance Administration mandated changes in the mechanism and financing of the End Stage Renal Disease (ESRD) Program by the provisions of the Omnibus Budget Reconciliation Act. These changes in finances and procedures became effective August 1, 1983 and have created a state of crisis for ESRD facilities program wide. This study analyzes a large non-profit dialysis program and how its decision making practices were affected 2 by the change in Medicare laws. The purpose of this study is to investigate the effect on culture-bound evaluation by the Intercultural Communication Workshop (ICW) at Portland State University. An increase in positive evaluation of an intercultural dyad was taken to indicate a decrease in culture-bound evaluation. Methodology consisted of an adaptation of Dawes' "Direct Estimation Techniques" which was utilized in creating the testing instrument. The results are inconclusive but suggest that the ICW training may be more effective in this dimension for the American students than for International students.

A review of the literature on paradigm development within academic fields revealed that researchers have drawn distinctions between disciplines with greater paradigm development (discussed as discipline-wide consensus) and disciplines with lesser paradigm development. Several of these investigations centered on paradigm development and evaluative criteria used by academic journal editors for judging scholarly work. This study attempted to explore one aspect of the communicative styles of Japanese and Americans: their approach to discourse. In a literature review, four distinctive characteristics were surveyed: linear/nonlinear presentation, inductive/ deductive reasoning, explicit/implicit communication, and analytical/emotional statements. The American style of argument was characterized by:

1) a linear presentation as evidenced by its preference for a sequential paragraph development, its reliance on logic, and its direct introduction of the subject.

The purpose of this study was to determine the effect(s) of tinnitus maskers and tinnitus instruments on speech discrimination utilizing a population of subjects who currently have tinnitus and are presently wearing these devices. The hypothesis which guided this investigation states that there is no difference between discrimination scores with and without tinnitus maskers. In an attempt to test this hypothesis, speech discrimination scores were obtained from 26 listeners both in quiet and in the presence of cafeteria noise, with and without use of their tinnitus maskers.

Attentiveness, a variable of communication, primarily serves a stylistic function in the communicative process by providing behavioral evidence that an individual is actively involved in message reception. Past research suggests that while both verbal and nonverbal behaviors signal attentiveness, nonverbal cues are more closely associated with this construct. The purpose of this study was to analyze the rhetorical strategies of the Open Convention Movement, a conglomerate of political mavericks who arose during the Democratic Presidential primary campaign of 1980. It consisted of both supporters and antagonists of incumbent President Jimmy Carter, primarily because of opposition to a proposed rule which would have required delegates to the Democratic National Convention to vote, on the first ballot, for the presidential candidate whom they represented in their state-wide primaries.

The Group Process Questionnaire (GPQ), a 55-item rating scale, was developed by Richard Wollert in 1981 to assess perceptions of the frequency of processes occurring in self-help groups (SHGs). The present study was conducted in order to assess the effects of the frequency of self-disclosure within small groups on the members' overall attraction to the group. 120 subjects were selected from the East Hill Church senior high youth department in Gresham, Oregon. This research examined the relationship between the degree of maintained fluency improvement and the type of language used to respond to questions directly and indirectly related to speaking behavior. The subjects included sixteen former Portland State University stuttering clients who had participated in the Ginter (1979) study on fluency maintenance. The subjects responded to a thirteen item questionnaire dealing with themselves and their speaking behavior. Responses were recorded on the Modified Thematic Analysis Form developed by this examiner and analyzed according to guidelines set down by Stone and Casteel (1975) and this examiner.
