From Peasants To Farmers: Peasant Differentiation, Labor Regimes, And Land-Rights Institutions In China's Agrarian Transition, Q. Forrest Zhang, John A. Donaldson

The development of factor markets has opened Chinese agriculture for the penetration of capitalism. This new round of rural transformation—China’s agrarian transition— raises the agrarian question in the Chinese context. This study investigates how capitalist forms and relations of production transform agricultural production and the peasantry class in rural China. The authors identify six forms of nonpeasant agricultural production, compare the labor regimes and direct producers’ socioeconomic statuses across these forms, and evaluate the role of China’s land-rights institution in shaping these forms. This report examines the position of farmers who have lost their land (or displaced rural workers) in China. It studies policies adopted in three EU countries (France, Poland and the UK) (i) to provide compensation for land which has been compulsorily purchased; and (ii) to provide social policy support to disaplaced rural workers. It draws out the possible implications of these EU experiences for China

Carbon Emission Control Policies Within China’S Power Generation Sector, Zhenyu Zhang, Karina Schoengold

The paper examines the potential for emissions control policy using the example of the power generation sector in China. The analytical model is developed using a joint production function, where carbon emissions and electricity are jointly produced using capital and fossil fuel inputs. Abatement of emissions can be achieved by investment in two types of capital – production capital that improves the production efficiency, or abatement capital that removes the emissions. The analytical model shows that economic growth can be achieved while still keeping the emission stock at a stable level. The results are estimated using data from China’s electricity …
