In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

Focusing on the role of design in shaping the value and desirability of commercial properties, the study examines and utilizes a large temporal and spatial dataset to test price analogs between common building attributes and metrics. By employing a hedonic pricing model, the study seeks to identify the impact of these attributes on property values and ultimately relate them to architectural and contextual design, from a micro to a macro level. Fine particulate matter (PM_2.5) is associated with adverse impacts on ambient air quality and human mortality; the situation is especially dire in developing countries experiencing rapid industrialization and urban development. This study assessed the spatio-temporal variations of PM_2.5 and its health impacts in the South Asian region. Both satellite and station-based data were used to monitor the variations in PM_2.5 over time. Additionally, mortality data associated with ambient particulate matter were used to depict the overall impacts of air pollution in this region. This dissertation consists of three essays that use applied econometric analysis and other analytical methods from various economic fields, including regional and urban economics, natural resource economics, housing economics, and sports economics. In all three essays, I use housing data to value various amenities and disamenities. Using several variations on the hedonic method, I am able to uncover the values based on the capitalization effect. I consider the effect of natural resource development by examining shale gas development, as well as the effect of urban development projects, including public transportation and sports facilities.

This chapter examines the inter-scalar governance dynamics of market-oriented city-building projects that are proliferating in the Manila mega-urban region, in the midst of the longest-running property boom in the Philippines' post-dictatorship history. Specifically, it examines local governance transformations that have been catalyzed by the two largest of these ventures: the 1,180-hectare Alviera green township by Ayala Land Inc., and the 9,400-hectare Clark Green City project of the parastatal Bases Conversion and Development Authority (BCDA). Scholarly literature on “global cities” has been criticized for ignoring the long-term historical context within which cities articulate the relationship between the global and the local. Employing a longue durée globalization perspective, this paper historicizes the unequal and uneven nature of contemporary urban development in Mumbai, India’s “global city.” The paper uses two analytical frames: the “port city” and the “colonial city” to highlight two essential dimensions of Mumbai’s contemporary transformation of interconnectedness and segmentation based on unequal power.

This thesis explores the ways in which neoliberal governance takes place in Hartford, CT, particularly as the city struggles to make ends meet. It looks at the Hartford's dependence on corporations, and its growing political and economic alignment with universities. This research examines the effects of urban renewal on the city, and how post-war policies and development shape the inequalities that exist in Hartford today. Lastly, this thesis examines the inequalities and spatial dynamics in Hartford's Southside neighborhood, Frog Hollow, and between Trinity College and Frog Hollow in particular.

This article examines the dislocations produced when competing understandings of public space come into contact. Focusing on Montpellier, France, where an urban renewal program has seen portions of the city-centre renovated, the article considers the breaking apart of a North African commercial cluster under the guide of French heritage protection. This content analysis of mainstream and alternative news narratives interprets the use of the crisis media frame, and describes the relationship between local policy initiatives, media discourse and public opinion on tent cities, organized by people experiencing homelessness in Portland, Oregon. Framing homelessness and housing as a crisis intensified the public debate, attested by an increase in mainstream media reports on tent cities, and by controversial policy changes that addressed the individually-experienced traumatic impacts of the City's anti-camping ordinance, as well as the systemic lack of affordable housing and emergency shelter. Large-scale, sustainable urban development projects can transform surrounding neighborhoods. Without precautionary policies, environmental amenities produced by these projects, such as parks, trails, walkability, and higher-density development, tend to result in higher land and housing costs. This will make it harder for a low- and moderate-income households to live near the projects, and neighborhoods are likely to become increasingly affluent. The Atlanta Beltline will ultimately connect 45 Atlanta neighborhoods via a 22-mile loop of trails, parks, and eventually a streetcar, all of which follow abandoned railroad tracks.
