Diversity In Tech: Analyzing The Mismatch Between Corporate Framing And Impact, Rana Abulbasal

This doctoral dissertation investigates the discrepancy between tech companies' substantial investments in diversity programs and the persistently low representation of Black, Indigenous, and people of color (BIPOC) employees. Despite extensive efforts, discrimination and harassment against women and people of color persist in the industry. The study employs a critical interdisciplinary approach, comprising sociological perspectives on diversity management and two empirical studies. The first scrutinizes tech companies' framing strategies of diversity initiatives on their websites, while the second explores the impact of Diversity, Equity, and Inclusion (DEI) policies on women of color in the industry. Ethical Ai Development: Evidence From Ai Startups, James Bessen, Stephen Michael Impink, Lydia Reichensperger, Robert Seamans

Artificial Intelligence startups use training data as direct inputs in product development. These firms must balance numerous trade-offs between ethical issues and data access without substantive guidance from regulators or existing judicial precedence. We survey these startups to determine what actions they have taken to address these ethical issues and the consequences of those actions. We find that 58% of these startups have established a set of AI principles. Startups with data-sharing relationships with high-technology firms; that were impacted by privacy regulations; or with prior (non-seed) funding from institutional investors are more likely to establish ethical AI principles. The child welfare workforce is responsible for ensuring children’s safety and well-being, delivering treatment, and intervention services to families. Workers must document child and family information, service plans, and visit records in secure data systems, that are often only accessible from an office. When the COVID-19 pandemic struck, many states had to rapidly pivot to remote technology to conduct mandatory visits of children in foster care and engage in supervised visitation between children and their families. In this paper, I will analyze gentrification in the city of Seattle, Washington. I argue that gentrification in Seattle is driven by the tech and real estate industries that are powerful and lucrative enough to deter accountability despite the City Council’s efforts. First, I will discuss gentrification mostly through a sociological lens. Then, I will consider gentrification in Seattle, focusing on the Central District, South Lake Union, Capitol Hill, and First Hill neighborhoods. Organizations like Techqueria, which seek to improve the odds of Latinx in the tech labor market, have been popping up since 2014 among minorities and other marginalized social groups, with names like LGTBQ in Tech, Blacks in Technology, Latinas in Tech and Lesbians Who Tech. They’re free, fluid and informal, with members constantly exchanging information and support. While they offer many opportunities for face-to-face gatherings, they are powered by social media.

A Mixed Methods Analysis Of The Intersections Of Gender, Race, And Migration In The High-Tech Workforce, Sharla N. Alegria

Despite public policy initiatives and private sector investment to recruit more women, women’s participation in high-tech work has decreased since 1990. I use interviews with tech workers and nationally representative quantitative workforce data from the American Community Survey to examine the consequences of race, gender, and immigration for tech workers’ experiences and wages. While previous research shows a decrease in the proportion of women in tech work, these conclusions are somewhat misleading as they do not consider the intersections of race and migration with gender. Partisanship And Opportunities For Additional Bipartisanship In Tech Immigration And Privacy Reform, Arielle E. Segal

This paper explores the history of technology and government by analyzing the longstanding partisan advantage Democrats have had in the Silicon Valley and other tech hubs. Additionally, this paper seeks out opportunities for bipartisanship, specifically in the legislative realms of tech privacy and immigration reform. Constituencies, committee assignments, fundraising and other environmental factors can help determine a politician's level of interest in tech issues. Specifically, upon analyzing these factors, bipartisanship appears to be more likely in privacy reform than in immigration reform.
