Mine Action With A Human Face: A Human Security Doctrine For Mine Action, Matthew Bolton

Mine action needs to rediscover its ‘human face',1 to remember, as UNMAS has said, that “It is not so much about mines as it is about people….”2 Empirical research in Afghanistan, Bosnia and Sudan show that mine action is in danger of becoming distracted by commercial and strategic priorities. This is especially true since the advent of the ‘War on Terror' and the continuing trend of consolidating the commercial mine action sector into the private security sector. Ten years ago a group of NGOs critical of the donor and commercial interests tried to develop a framework to guide mine action. …

The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. International Technology Transfer For Climate Policy, David Popp

While the developed world is starting to limit emissions of greenhouse gases, emissions from the developing world are increasing as a result of economic growth. Reducing these emissions while still enabling developing countries to grow requires the use of new technologies. In most cases, these technologies are first created in high-income countries. Thus, the challenge for climate policy is to encourage the transfer of these climate-friendly technologies to the developing world. This policy brief reviews the economic literature on environmental technology transfer. It then discusses the implications of this literature for climate policy, focusing on the Clean Development Mechanism (CDM) …
