The 16th annual Kingston Consortium on International Security conference, “International Competition in the High North,” took place on October 11–13, 2022, in Kingston, Ontario, Canada. The conference examined the Arctic region in the context of ongoing climate change and against the backdrop of war in Ukraine. This thesis uses qualitative research methods to: (1) assess the extent and capabilities of Russia’s modern chemical and biological weapons programs, (2) assess Russian compliance with arms control agreements, (3) determine the threats Russian chemical and biological weapons pose to NATO security, (4) assess NATO’s existing strategy against the modern chemical and biological threat, and (5) provide recommendations for U.S. and NATO policies and programs to mitigate the threat of these programs in the short and medium term. In the field of international relations, the fate of small and mid-sized nations is often analyzed through the lens of great power politics, but this perspective misses half of the story. In this paper, I ask the question: what factors internal to smaller states affect their ability to court Western support? I compare the cases of Ukraine and Taiwan, as both are geopolitical flashpoints with a much larger aggressor, are widely researched for their implications on the global balance of power, yet lack sufficient research regarding their own actions on the world stage. The emergence of more devastating and organized cyber attacks by non-attributable threat actors internationally raises questions about whether classical deterrence theory in its contemporary form has assisted important military defence alliances, like the North Atlantic Treaty Organization (NATO), to adapt to the changing threat landscape. The timeline of the NATO Alliance's adaptation to external cyber threats is examined at critical historical junctures. Changes and adaptation within internal policy-making processes at NATO headquarters and its affiliated centres, think tanks, and military bases are analysed with input from informed decision-makers. Since the end of the Cold War, the North Atlantic Treaty Alliance has grown substantially from its pre-1990 boundary between the two Germanys to encompass 15 new members with its border pressing eastward toward the former Soviet states and up to Russia proper. Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This study examines how hybrid warfare is being used by NATO’s adversaries, what vulnerabilities in energy security exist across the Alliance, and what mitigation strategies are available to the member states.

Following the collapse of the Soviet Union, Russia experienced an abrupt discontinuity in its sense of identity. This break in identity, and a more profound lost sense of self, creates a strong need to reestablish continuity. The need to regain that sense of self is strong and can supersede other concerns. Ontological security theory proposes that the need to maintain identity can outweigh physical security considerations. This study uses game theory methodology and the Arctic as a contextual example to demonstrate that ontological security-seeking actors are willing to sacrifice physical security. Dysfunctional Warfare: The Russian Invasion Of Ukraine, Rob Johnson
The US Army War College Quarterly: Parameters
Russia’s invasion of Ukraine was based on false premises, faulty assumptions, and a weak strategy. As the conflict has unfolded, heavy losses have imposed a strain on available Russian manpower. The Russian army reached a culminating point outside Kyiv and has exhibited little sign of operational learning. By contrast, Ukrainians have fought an existential war, making good use of dispersed light infantry tactics with high motivation levels. Western support has allowed them to compensate for their deficiencies in armaments and munitions. This commentary also shows military and policy leaders how the political context continues to impose limitations on the Ukrainians.

This paper seeks to identify the impact of political and economic conditions on a nation’s popularity/favorability ratings towards North Atlantic Treaty Organization, the world’s most powerful military alliance. It is found that in random-effect models there exists a significant positive relationship between a country’s democratic strength and favorability, as well as a negative relationship regarding unemployment. In fixed-effect models, however, there is slight evidence of a positive relationship with per-capita GDP, as well as negative relationships with the unemployment rate and the trade index. Overall, differences in member-nations largely account for whether democratic or macroeconomic conditions influence support.
