Role Of Civil Society Organisations In Sweden For The Immigrants, Surabhi Singh
Role Of Civil Society Organisations In Sweden For The Immigrants, Surabhi Singh
International Journal on Responsibility
Various factors like globalisation and conflicts in many countries have led to a dramatic increase of immigrants in Sweden. Since the year 2000, fewer seekers have arrived in other Nordic countries (Denmark, Finland, and Norway) compared to Sweden which has experienced a significantly higher number of asylum seekers. The number of asylum seekers in Sweden is highest after Germany in all of Europe. The influx of migrants has put significant pressure on the country’s social services. Civil society is an important institution is plays a major role in the successful integration of migrants in the labour market and society with …

How Urban Outmigration From Toronto Is Going To Impact Rural Ontario, Amanda M. Gutzke
Undergraduate Student Research Internships Conference
These articles examine the outmigration of people from urban Ontario to rural Ontario during the Covid-19 pandemic. These articles use census data from Statistics Canada to explore population growth rates across CMAs and CAs. In addition, data from Statistics Canada is used to demonstrate the impact of intraprovincial migration on small towns and rural Ontario. Moreover, these articles touch upon semi-structured interviews with local elected officials, local administrative officials, and community leaders to showcase the impact of urban outmigration on rural Ontario. These articles argue that housing affordability is one of the most salient consequences of urban outmigration. These articles …
Affordable Housing On Community Land Held In Trust: An Essential Component Of Sustainable Development, Kevin S. Tellez Ramos
Affordable Housing On Community Land Held In Trust: An Essential Component Of Sustainable Development, Kevin S. Tellez Ramos
Master's Projects and Capstones
This project summarizes an assessment of affordable housing development in Sonoma County - centered in an analysis of sustainability. The language of sustainability requires a new vocabulary for conversation on a broad topic. The sustainable development goals can be directed for the benefit of organizations that contribute to solutions that lack insight towards greater longevity for the at-risk members of the community (i.e., greenwashing, net-zero emissions, etc.). More recent sustainable development literature from the United Nations reveals new priorities: social, economic, and environmental sustainability. (This applies to developing nations of which the researcher believes Sonoma County, California and the United …
Provincial Cannabis Legislation, Regulation, And Licensing: Its Effectiveness And Impacts On Municipalities In Ontario, Rami Farag
Major Papers
The legalization of cannabis has been a controversial topic within the last two decades in many developed states. The legalization brought medicinal benefits, economic opportunity, and a projected decrease in organized crime. It has, however, also prompted new challenges for different levels of government. In Canada, legalization was a federal decision that was then regulated by provincial governments. However, local governments were on the receiving end of both federal and provincial legislation and regulations that often restricted municipal autonomy with respect to cannabis.
This paper aims to provide a better understanding of the legal and regulatory framework of retail cannabis …
Municipal Finances In West Virginia, Christopher Plein, Priscila Borges Marques Dos Santos, Eric Bowen, John Deskins
Municipal Finances In West Virginia, Christopher Plein, Priscila Borges Marques Dos Santos, Eric Bowen, John Deskins
Bureau of Business & Economic Research
West Virginia’s municipalities are part of the lifeblood of our state. From the smallest incorporated towns and villages to our larger cities like Charleston, Wheeling, and Morgantown, our state’s cities and towns often act as hubs for civic, social, cultural, and economic activity. We associate these municipalities and their surrounding communities as places to shop, work, worship, and receive services like healthcare and education. This report seeks to place West Virginia’s cities and towns in this broader context of change, challenge, and opportunity by providing an in-depth study of major features, trends, and factors in municipal finance.

The Human Rights Campaign (HRC) and Equality Federation Institute compiled a 2020 Municipal Equality Index (MEI) that creates a scorecard measuring inclusivity and livability for members of Lesbian Gay Bisexual Trans Queer Intersex and Asexual (LGBTQIA+) communities who live and work in major U.S. cities and municipalities. For the purposes of this fact sheet, data for 10 Nevada municipalities are examined and ranked.
The Administrative And Legal Procedures That The British Mandate Applied To The Palestinian Municipalities Between 1917 - 1948., Jamal Habash
Journal of the Arab American University مجلة الجامعة العربية الامريكية للبحوث
This study aims to identify the nature of the administrative and legal procedures that the British Mandate applied to the Palestinian Municipalities during the British Mandate in Palestine between 1917 - 1948, that has resulted in the establishment of the Zionist State of Israel on the greatest and major part of the Palestinian homeland. The study shows that the British administration restricted the power of the Palestinian Municipalities through issuing laws and regulations by the British governor. Consequently, these municipalities were brought under the control of the British administration and its supportive policy to the Jewish Zionist State. This was …

Lgbtq+ Civil Rights: Local Government Efforts In A Volatile Era, Nicole M. Elias
Publications and Research
LGBTQ+ issues at the local level pose some of the most pressing civil rights challenges in the current U.S.context. This analysis provides insight into what is taking place in major municipalities and how these efforts can be improved to bolster equity and civil rights for LGBTQ+ populations. At a time when identity, language, and public sector values are inherently intertwined and constantly changing, the following question is ripe for analysis: how are major U.S. municipalities addressing the civil rights needs of the LGBTQ+ population? To answer this question, an analysis of government websites from the top 10 U.S. cities by …
An Examination Of Municipal Policy-Makers’ Responses Towards The Provincial Implementation Of Retail Cannabis Stores Within Ontario, Mark Dean
MPA Major Research Papers
The rationale for this study is founded on the important role of municipal governments within the domain of cannabis legalization in Canada. In Ontario, a strategy of privatization for physical cannabis stores was implemented by the provincial government. The policy gave municipalities the authority to decide whether they opted in or out of physical cannabis stores within their specific communities. This scenario of allowing local governments to determine the introduction of physical cannabis stores has demonstrated a need for a deeper understanding towards the various factors that influence the decisions of municipal policy makers. This is a unique situation that …
The Role Of Fault In § 1983 Municipal Liability, Michael Wells
The Role Of Fault In § 1983 Municipal Liability, Michael Wells
Scholarly Works
Under Monell v. Department of Social Services, local governments are not vicariously liable for constitutional violations committed by their employees. Those governments, however, are liable under 42 U.S.C. § 1983 for violations committed by "policymaking" officials. In the face of these two principles, courts have struggled with cases in which an underling commits a constitutional violation and the claim of municipal liability is based on a policymaker's failure to prevent it. The government can be liable in these "indirect-effect" cases for a policymaker's "deliberate indifference" to safeguarding constitutional rights, a standard that demands an even greater showing of culpability than …

Sustainable Energy Transitions: Changing The ‘Business As Usual’ Trajectory In Sub-Saharan African Urban Areas, Mark Borchers, Megan Euston-Brown, Simon Bawakyillenuo, Alex Ndibwami, Simon Batchelor
International Journal of African Development
This paper describes a novel approach to helping municipal authorities address the sustainable energy challenges associated with rapidly growing urban populations in Sub-Saharan Africa. Population in Africa is expected to double between 2010 and 2040, and substantial urban growth is expected in small and medium-sized cities where local government capacity constraints are most serious. A long-term partnership between municipal authorities, NGOs, and academics can build capacity, and a prescribed strategy can lead to progress on the ground. In order to contribute to future action, the paper argues for a greater role of local government in sustainable energy transitions, and presents …

Canines For Disabled Kids, Erin Jerrett, Margarita Mnatsakanyan, Colleen Reynolds, Yin Wang
School of Professional Studies
Canines for Disabled Kids have been working on behalf of children and their families to educate communities and promote service dog partnerships for almost twenty years. Their advocacy with local legislatures, business owners, and community leaders highlighted the difficulties encountered when differentiating service dogs from emotional support/comfort dogs. Service dogs are entitled to access by the Americans with Disabilities Act (ADA), while emotional support/comfort dogs are not protected under the federal statute or to the same rights. Canines for Disabled Kids proposed a study to obtain a current count of licensed service dogs in the Commonwealth and investigate the feasibility …
Promoting Your Community On The Web: An Exploratory Analysis Of The Web Presence Of Cities In Georgia, William Hatcher
Promoting Your Community On The Web: An Exploratory Analysis Of The Web Presence Of Cities In Georgia, William Hatcher
Georgia Journal of Public Policy
Today, promoting community assets through a quality web presence is a vital component of economic development practice. However, many local development agencies do not have functional websites and also lack quality social media sites. In this study, we examine how municipalities in the Atlanta Metro area use their websites to promote economic development. The study seeks to answer two research questions: How are municipalities promoting their community assets on the web? And for agencies with a web presence, how effective are they at promoting community assets? The analysis describes the content of the agencies’ websites and assesses the overall quality …
State Mandates, Housing Elements, And Low-Income Housing Production, Darrel Ramsey-Musolf
State Mandates, Housing Elements, And Low-Income Housing Production, Darrel Ramsey-Musolf
Landscape Architecture & Regional Planning Faculty Publication Series
In order to create low-income housing opportunities and mitigate exclusionary zoning, in 1968 Congress mandated that municipalities receiving comprehensive planning funds must create a housing element. In tandem, many states mandated that municipal housing elements must accommodate low-income housing needs. After examining empirical research for California, Florida, Illinois, and Minnesota, this review found aspirational success because those states rewarded the municipal planning process. In order to increase low-income housing, this review argues for state housing policy reform. Under US Department of Housing and Urban Development’s revised fair housing rule, which requires an assessment of local data, states can no longer …

Urban Mayors Policy Center
This report examines the problem of concentrated poverty in the State of New Jersey. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. The report adds to that knowledge by examining the practical, budgetary consequences faced by urban centers that are characterized by high poverty levels. The report focuses on four cities, which are represented in the New Jersey Urban Mayors Association (NJUMA) — Bridgeton, Passaic, Perth Amboy, and Trenton. While these regions vary considerably, they all share one important fact: their poverty rates are double or triple the New Jersey …

Data For "Evaluating California's Housing Element Law, Housing Equity, And Housing Production (1990-2007)", Darrel Ramsey-Musolf
Data and Datasets
Since 1969, California’s Housing Element Law has required that municipalities address housing equity and housing production. In California, housing equity means that a municipality has planned for the future production of low-income housing that is priced from 0 to 120% of the U.S. Department of Housing and Urban Development’s median family income, and market-rate housing that is priced higher than 121%. For a purposive sample of municipalities (Sacramento and Los Angeles regions, 1990 to 2007, n = 53), this research found that as compliance with the law increased, the sample experienced deficient low-income housing production but surplus market-rate housing production. …

Fiscal Stress In American Municipalities: An Analysis On The Role Of The State As It Relates To Municipal Financial Health, Yong-Hua He
Public Affairs Capstones Collection
While municipal bankruptcy as a whole is rare in the United States, since the Great Recession, fiscal distress in municipalities is common. This is due to the compounding of decreased state aid, declining property values and increased need of services. In these fiscally and administratively challenging times, where the U.S. government is ripe and saddled with political discord, high debt/legacy costs, and decreased economic stability, can cities walk the stringent financial tightrope without falling head first? This research paper addresses the causations leading to municipal fiscal stress, role of the state as it relates to municipal financial health and best …
Economic Development In The Contemporary Global Environment: The Role Of Place Branding As A Tool Of Local Economic Development In Ontario, Canada, Evan P. Cleave
Electronic Thesis and Dissertation Repository
Over the past three decades, place branding has emerged as a strategy for local economic development for municipalities in Canada and globally, as communities seek to (re)assert themselves in a dynamic global economic market. Due to the infancy of the research domain – as it has only been in the last 15 years that place branding has received critical academic attention – there are several major lacunae within the existing scholarship: (i) current research is primarily focused on Europe; (ii) research has mainly focused on nation branding and the largest urban centres, so place branding within ‘typical’ municipalities is not …
Home Rule And Environmentalism: The Adoption Of Green Initiatives In U.S. Municipalities, Luke Eastin
Home Rule And Environmentalism: The Adoption Of Green Initiatives In U.S. Municipalities, Luke Eastin
2013 Awards for Excellence in Student Research & Creative Activity - Documents
In recent years there has been a movement in academia from studying environmental policy on the national level to a much narrower examination of local municipalities and their respective green initiatives. The implications of this research reach well beyond the borders of academics and hit squarely municipalities and their corresponding local policy makers. We, as political scientists, must ask what particular characteristics of municipalities play the most significant role in green initiative adoption. Recent urban scholarship has suggested several variables that influence the adoption of environmental policies, but one specific variable, municipality home rule status, has had little to no …

This full-day program, cosponsored by the Rocky Mountain Land Use Institute (Sturm College of Law, University of Denver), the Colorado Bar Association CLE, and White & Jankowski, LLP, was the first of a 3-part series focusing on water, oil and gas issues of critical interest in Colorado.
The first program provided an overview of the pertinent law and issues generated when the water, oil and gas industries interact; and addressed water quality concerns and the purchasing of water from municipalities for hydraulic fracturing and drilling. Program #2 is …
Trends In The Contracting Out Of Local Government Services, Cristiane Carvalho Keetch
Trends In The Contracting Out Of Local Government Services, Cristiane Carvalho Keetch
USF Tampa Graduate Theses and Dissertations
Challenging economic conditions have led local governments to explore alternative methods to deliver public services to residents. This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. Through an e-survey, the new data examines if cities and counties in Florida increased contracting out activity of public services in response to a declining economic environment and changes in population growth trends.
This elaborate and multifaceted task is accomplished through a deliberate interdisciplinary research approach. The literature review consists of well-known publication responsible for creating the foundation of contracting …
Spread And Backwash Effects For Non-Metropolitan Communities In The U.S., Joanna Ganning, Kathy Baylis, Bumsoo Lee
Spread And Backwash Effects For Non-Metropolitan Communities In The U.S., Joanna Ganning, Kathy Baylis, Bumsoo Lee
Kathy Baylis
Few studies empirically estimate the effects of metropolitan growth on non-metropolitan communities at a national scale. This paper estimates the growth effects of 276 MSAs on population in 1,988 non-metropolitan communities in the United States from 2000-2007. We estimate the distance for growth spillovers from MSAs to non-metropolitan communities and test the assumption that a single MSA influences growth. We compare three methods of weighting cities’ influence: nearest city only, inverse-distance and relative commuting flow to multiple cities. We find the inverse-distance approach provides slightly more reliable and theoretically supportable results than the traditional nearest city approach.
Economic Development In A Changing Global Economy: Examining The Perspectives Of Practitioners In Ontario, Canada, Maxwell Taabazuing
Economic Development In A Changing Global Economy: Examining The Perspectives Of Practitioners In Ontario, Canada, Maxwell Taabazuing
Electronic Thesis and Dissertation Repository
Although economic development has been a long standing tradition within policy agenda of municipalities, it has nevertheless undergone significant changes as a way of gaining competitiveness over the years. Since the 1990s, however, economic development has become a critical component on municipalities’ agenda, partly as a result of local municipal level conditions and partly due to global economic changes. The emerging dynamics are leading to a more rapidly evolving field of economic development. In view of the recent trends, many scholars of economic development have argued that municipalities will need to substantially reconfigure and change their approaches in order to …

Implementing A Health Care Reform Through Inter-Municipal-Cooperation: Adapting And Implementing The Norwegian Cooperation-Reform In Three Inter-Municipal Health Regions, Daf Olaf Torjesen, A. Bryce Hoflund
Public Administration Faculty Publications
In this explorative article we will try to identify some issues and questions about how the Norwegian municipalities are preparing to implement the Cooperation reform and the new health care legislation. Our main focus is on examples of measures municipalities in three Norwegian inter-municipality regions so far have developed with respect to the Cooperation reform which will be implemented from spring 2012. By comparing and contrasting this three regions, with different history and adjustment patterns, our aim is to investigate inter-municipal cooperation as an suitable organizational solutions the municipalities can use in their struggle to prepare for their new extended …
