These articles examine the outmigration of people from urban Ontario to rural Ontario during the Covid-19 pandemic. These articles use census data from Statistics Canada to explore population growth rates across CMAs and CAs. In addition, data from Statistics Canada is used to demonstrate the impact of intraprovincial migration on small towns and rural Ontario. Moreover, these articles touch upon semi-structured interviews with local elected officials, local administrative officials, and community leaders to showcase the impact of urban outmigration on rural Ontario. This study aims to identify the nature of the administrative and legal procedures that the British Mandate applied to the Palestinian Municipalities during the British Mandate in Palestine between 1917 - 1948, that has resulted in the establishment of the Zionist State of Israel on the greatest and major part of the Palestinian homeland. The study shows that the British administration restricted the power of the Palestinian Municipalities through issuing laws and regulations by the British governor. Under Monell v. Department of Social Services, local governments are not vicariously liable for constitutional violations committed by their employees. Those governments, however, are liable under 42 U.S.C. § 1983 for violations committed by "policymaking" officials. In the face of these two principles, courts have struggled with cases in which an underling commits a constitutional violation and the claim of municipal liability is based on a policymaker's failure to prevent it. The government can be liable in these "indirect-effect" cases for a policymaker's "deliberate indifference" to safeguarding constitutional rights, a standard that demands an even greater showing of culpability than …

This paper describes a novel approach to helping municipal authorities address the sustainable energy challenges associated with rapidly growing urban populations in Sub-Saharan Africa. Population in Africa is expected to double between 2010 and 2040, and substantial urban growth is expected in small and medium-sized cities where local government capacity constraints are most serious. A long-term partnership between municipal authorities, NGOs, and academics can build capacity, and a prescribed strategy can lead to progress on the ground. Canines for Disabled Kids have been working on behalf of children and their families to educate communities and promote service dog partnerships for almost twenty years. Their advocacy with local legislatures, business owners, and community leaders highlighted the difficulties encountered when differentiating service dogs from emotional support/comfort dogs. Service dogs are entitled to access by the Americans with Disabilities Act (ADA), while emotional support/comfort dogs are not protected under the federal statute or to the same rights. In order to create low-income housing opportunities and mitigate exclusionary zoning, in 1968 Congress mandated that municipalities receiving comprehensive planning funds must create a housing element. In tandem, many states mandated that municipal housing elements must accommodate low-income housing needs. After examining empirical research for California, Florida, Illinois, and Minnesota, this review found aspirational success because those states rewarded the municipal planning process. In order to increase low-income housing, this review argues for state housing policy reform. This report examines the problem of concentrated poverty in the State of New Jersey. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. The report adds to that knowledge by examining the practical, budgetary consequences faced by urban centers that are characterized by high poverty levels. The report focuses on four cities, which are represented in the New Jersey Urban Mayors Association (NJUMA) — Bridgeton, Passaic, Perth Amboy, and Trenton. Since 1969, California’s Housing Element Law has required that municipalities address housing equity and housing production. In California, housing equity means that a municipality has planned for the future production of low-income housing that is priced from 0 to 120% of the U.S. Department of Housing and Urban Development’s median family income, and market-rate housing that is priced higher than 121%. For a purposive sample of municipalities (Sacramento and Los Angeles regions, 1990 to 2007, n = 53), this research found that as compliance with the law increased, the sample experienced deficient low-income housing production but surplus market-rate housing production. …

This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. Through an e-survey, the new data examines if cities and counties in Florida increased contracting out activity of public services in response to a declining economic environment and changes in population growth trends.

Few studies empirically estimate the effects of metropolitan growth on non-metropolitan communities at a national scale. This paper estimates the growth effects of 276 MSAs on population in 1,988 non-metropolitan communities in the United States from 2000-2007. We estimate the distance for growth spillovers from MSAs to non-metropolitan communities and test the assumption that a single MSA influences growth. We compare three methods of weighting cities’ influence: nearest city only, inverse-distance and relative commuting flow to multiple cities. We find the inverse-distance approach provides slightly more reliable and theoretically supportable results than the traditional nearest city approach.
