The Merit Network, in support of a U.S. Economic Development Administration (EDA) grant application, asked the Regional and Economic Planning Services Team at the W. E. Upjohn Institute for Employment Research (Upjohn) to estimate the economic impact of building and maintaining more than 70 miles of broadband infrastructure in the eastern Upper Peninsula of Michigan.
The region for estimating economic impacts is referred to as the eastern Upper Peninsula (EUP) and the region includes Luce, Chippewa, and Mackinac counties. The estimates for constructing the broadband infrastructure are reported for the period 2021 to 2023 and include labor as well as …

Goal Statement: This prevention project aims to increase awareness of the mental health issues that impact older adults in the Lansing area and identify healthy aging measures to prevent future mental health issues within the elder population to keep this demographic out of long-term psychiatric care facilities.
Significant Findings: The older adult demographic is growing and becoming more diverse (Kampfe, 2015). Older adults will outnumber children under 18 for the first time in United States history by the year 2034 (U.S. Census Bureau, 2019). Individual and community risk factors and increasing discrimination, ageism, and isolation pose a greater risk of …

This paper discusses the Michigan Sex Offender Registry Act (SORA) and the ways that it affects offenders, the public, and society. It also discusses the conveniences and the challenges in relation to the SORA including discussions about public safety, and offender rights. The impacts on offenders, victims, and the general public are also discussed. The research was done through the Grand Valley State University Library, the American Civil Liberties Union (ACLU) and Michigan Legislation. Sources were examined and combined to form an integrative research paper about the sex offender registry in Michigan.

A Return To State-Led Integrated Regional Planning? Emerging Approaches From Three U.S. States, Timothy Green, Donovan Finn

After decades of neglect, several U.S. states have increased support for regional development planning, creating new programs, organizations, and funding streams to support it. Analysis of programs in three states (New York, Michigan, and Indiana) shows similarities among them as well as contrasts with prior episodes of state-led regional planning. The new programs deliberately sidestep older regional planning organizations like COGs and RPCs in favor of new organizations with larger roles for the private sector and greater access to public funds. The resulting plans focus on individual projects within a pro-development agenda, but still have potential to coordinate action at …

Gull Lake View Golf Club and Resort, located in Augusta, Michigan, operates several golf courses in the greater Kalamazoo region. A significant portion of its clients is not only from outside the region, but also outside the state of Michigan. Along with golf operations, Gull Lake View offers lodging, spa services, eating and drinking establishments, and meetings, weddings, and other events. The Resort wanted to better understand from where outside the region its patrons come and the economic impact resulting from the activities generated by these patrons.

Perceived as one of the current environmental controversies in the United States, the Flint water crisis represents a case of environmental injustice and has attracted public attention and scrutiny. Among mainstream news media outlets, The New York Times is the newspaper that has intensively published news stories addressing the issue. Using qualitative frame analysis as the method, the researchers examined the way in which The New York Times framed the Flint water crisis from when a federal state of emergency was declared in 2016 to the one-year anniversary of this declaration. This paper was commissioned by the Organisation for Economic and Co-operative Development (OECD) to describe the use of Individual Training Accounts (ITAs) under the Workforce Innovation and Opportunity Act and under its predecessor the Workforce Investment Act (WIA). Particular interest is in the use of ITAs by WIOA participants from nonstandard work arrangements. The study provides detailed information about the use of ITAs by participants of the two adult programs under WIOA, Disadvantaged Adult Programs and Dislocated Worker Programs, and in two states, Michigan and Washington.
