Now, thirty years into the "war on drugs," views about the law's reliance on punishment to fix the drug problem are less conciliatory and more absolute: "[t]he notion that 'the drug war is a failure' has become the common wisdom in academic ... circles." Those who have most closely studied the results of the "war" believe that it has "accomplished little more than incarcerating hundreds of thousands of individuals whose only crime was the possession of drugs." Officers from the Lexington Division of Police have begun planning the implementation of a popular United Kingdom crime prevention program, Secured by Design, in Lexington, Kentucky. Many municipalities in the United States operate crime prevention by design programs, focusing on how the built environment affects criminal behavior. Secured by Design, a specific crime prevention by design program privately owned by the U.K.'s Association of Chief Police Officers, partners with U.K. police and urban planning departments to encourage adoption of building and design practices believed to prevent crime. In many rural areas in Kentucky, adolescents lack the basic assets for a good quality of life, such as having caring adults, a safe place and useful activities after school. In this chapter we analyze data from middle and high school students referred to a comprehensive school based health promotion center (SBHPC). From August 2006 to February 2008, a total of 382 students (200 female, 182 male, aged 12-18 years) were referred to the SBHPC for help. Only two (0.5%) students had two parents living with them and 12 (3.1 %) had safe, organized after school activities. 19.9% of the …

Asthma is a chronic pulmonary disease that occurs in approximately 10 percent of the population worldwide and is associated with a significant increase in direct medical expenditures. Levalbuterol and racemic albuterol are two short-acting β2-agonists (SABA) prescribed for the treatment of asthma. Racemic albuterol has been used for more than 40 years but is associated with several side effects including tremor. When levalbuterol was approved in 2005 its manufacturer and several studies suggested that using levalbuterol results in better respiratory parameters, fewer hospitalizations, less adverse effects and therefore, lower overall treatment costs and hence less need for β-adrenergic agonist …

Kentucky, in particular, has been faced with structural budget imbalances, declining revenue receipts, and spending reductions. Although economic conditions greatly affect states’ abilities to maintain balanced budgets, other factors may contribute to the variation among states’ financial conditions. Since 2006 the number of housing foreclosures has increased significantly. This increase is taking a toll on many communities across the nation, including Louisville, Kentucky. The percentage of delinquent mortgage loans in the Commonwealth of Kentucky has risen sharply, jumping nearly 3.5% since 2006, while the percentage of delinquent loans entering foreclosure has risen just as sharply according to the Kentucky Office of the Courts. The number of foreclosed properties proceeding to Master Commissioner sale has more than tripled between 2002 and 2008, to over 3000 foreclosures scheduled to take place. This dissertation investigated farm management concerns faced by grain producers due to the acquisition of various precision agriculture technologies. The technologies evaluated in the three manuscripts included 1) auto-steer navigation, 2) automatic section control, and 3) autonomous machinery. Each manuscript utilized a multifaceted economic model in a whole-farm decision-making framework to determine the impact of precision agriculture technology on machinery management, production management, and risk management. This approach allowed for a thorough investigation into various precision agriculture technologies which helped address the relative dearth of economic studies of precision agriculture and farm management.
