In Kentucky, local governments can impose taxes on property and income. Tax options and maximum rates are limited by the classification of the city, which is loosely based on population size. In the summer of 2017, the City of Henderson, Kentucky’s City Council passed an ordinance that lowered real estate tax rates and raised the occupational payroll tax rates. This shift is forecasted to be net neutral for city revenue, which raised the question of how changes in the local tax burden affect a Kentucky city’s long run economic outlook.

This dissertation combines large scale datasets to evaluate crop prediction, land values, and consumption of a crop being considered to advance a sustainable bioeconomy. In chapter 2, we propose a novel application of the multinomial logit (MNL) model to estimate the conditional transition probabilities of crop choice for the state of Kentucky. Utilizing the recovered transition probabilities the forecast distributions of total acreages for alfalfa, corn, soybeans, tobacco, and wheat produced in the state from 2010 to 2015 can be recovered. This thesis argues that the 1938 Kentucky Democratic primary was a critical moment for the New Deal and the Democratic Party. Furthermore, it demonstrates the fractures forming within the southern wing of the party. Through this primary the paper examines peoples’ perceptions of a changing democracy. One that they believed included a much more powerful president and meddling bureaucracy. It details the major points of the campaign, including Franklin Roosevelt’s visit to the state the famous poisoning accusations, and the corruption within the Works Progress Administration.

After receiving FEMA hazard mitigation grants to improve weather and water management infrastructure, many communities are able to complete additional capital improvement projects that would not have been possible without the improvements facilitated by FEMA grants. FEMA projects often convert tracts of land to greenspace, or stabilize flood-damaged lands. Many communities then build public parks on such lands as a direct result. Although these parks or greenspaces create a benefit for their communities, FEMA’s methods for post-project evaluation, known as “Loss Avoidance Studies,” do not typically take the costs and benefits of new parks or greenspaces into consideration. Public school districts in the Commonwealth of Kentucky are primarily funded from federal, state, and local sources. While the proportion of each of these funding sources differs from district to district, the local property tax is one source that is within the control of locally-elected officials: the members of the local Board of Education. While some Boards of Education choose to increase local tax rates to increase local revenue, others do not. This research suggests that property value assessments and median incomes of districts that choose not to increase tax rates are similar. A majority of the counties studied are …

Although Medicaid work requirements are currently halted in both Arkansas and Kentucky, this analysis utilizes the data available to make an assessment and estimate of what Kentucky’s Medicaid enrollment will look like if work requirements similar to those Arkansas had are ever implemented. The relative severity of the administrative burden of such requirements provide a tool for comparison, and a difference-in-differences analysis of the change in Medicaid enrollment between Arkansas and West Virginia, a state that has not implemented and currently has no plans to implement Medicaid work requirements, provide the bases for this estimate. Clements’ campaign for governor of Kentucky, providing brief data on the candidate and soliciting support; also letter, 30 October 1961, from Clements replying to the recipient’s telegram about a toll road groundbreaking ceremony in Leitchfield, Kentucky. Clements, who had earlier resigned as state highway commissioner and was not informed of the ceremony, nevertheless expresses satisfaction that he had initiated the project.
