Journal of Financial Crises

Christopher Seefer was recruited to the Financial Crisis Inquiry Commission (FCIC) to serve as the commission’s director of investigations. The 10-member bipartisan commission wascharged with investigating and determining the cause of the global financial crisis of 2007-09 (GFC). The commission held over 19 hearings and interviewed more than 700 people from September 2010 to January 2011 and produced a662-page report that attempted to explain why the crisis came about and the roles of government and private enterprises in the crisis.This “Lessons Learned” is based on an interview with Mr. Seefer.

Rectangular concrete-filled double steel tubular (CFDST) columns have increasingly been utilized in high-rise buildings to support heavy loads. However, the responses of eccentrically loaded rectangular CFDST short columns have rarely been studied. This paper reports experimental and numerical investigations into the behavior of rectangular thin-walled short CFDST columns composed of a rectangular inner steel tube loaded eccentrically. Tests on rectangular and square CFDST short columns under eccentric loading and axial loading were carried out to examine their responses to various design parameters, including the cross-sectional dimensions, loading eccentricity, and width-to-thickness ratios of the external and internal tubes. Australian coal mines currently use gas content to assess outburst risk. The gas content threshold values for each mine are indirectly determined from measurement of gas volume liberated from 150 g coal samples during Q3 residual gas content testing. Child protection intake workers are the initial points of contact for Child Protection Services (CPS). This worker documents reports of suspected child maltreatment and initiates the decision making processes involved when determining if investigative services are needed. In Minnesota in 2010, over 79% of the reports received by these workers were screened out due to a variety of factors. Six child protection intake workers were interviewed in this research. They described that endless work, teamwork, knowledge, emotions, detailed information, evidence, and vague definitions are factors involved that may account for the variability when determining if suspected child maltreatment requires investigation. …

The mining industry, minerals processing, transport and export infrastructure sectors are facing increasingly difficult challenges in the near future, such as sustainable development and operation (e.g. environmental emissions, social/ cultural impacts, economics). This paper describes some of the new technologies that are being researched, developed and employed to minimise dust emissions by addressing dustability and dust generation mechanisms. It also presents some results from the research being undertaken on the measurement of the dustiness of bulk materials.

Over a five-month period in 2013, HSUS staff visited 16 pet stores and three flea markets across the state with hidden cameras to find out where they get their puppies and to check on the puppies’ conditions. HSUS staff also studied hundreds of shipping documents representing more than 1,400 puppies shipped into Texas between May 2012 and August 2013 from out of state, representing just a sampling of the thousands of puppies shipped into Texas every year for resale. An undercover investigation by The Humane Society of the United States and ReLove Animals, Inc., found most of the pet stores in Maryland that sell puppies are apparently not fully complying with a law designed to provide shoppers with information about the origin of their puppies. In September 2013, investigators visited 12 puppy-selling pet stores in Maryland. Northeast Historical Archaeology

This chapter introduces the history of the Sylvester Manor Project. It emphasizes the importance of the interdisciplinary approach employed during the project and the overall goals of the investigations. A discussion of pluralistic space and its importance as a central theme of the investigations is also presented. This is followed by a discussion of the Native American history of Shelter Island and its European colonization with particular attention given to the initial establishment of Sylvester Manor as a provisioning plantation, its connections to two large sugar plantations on Barbados, and its subsequent transformation into a commercial estate.

Death is a tragic and unfortunately unavoidable aspect of life in a prison. The death of a prisoner raises significant questions in relation to the conditions of confinement and the conduct of the prison authorities. Robust investigations into these deaths can enhance accountability by shedding light on deficits in both institutional and systemic practices, as well as providing families of the deceased with a sense of closure. In Ireland, the investigative responses to prison deaths are neither robust, nor do they allow for significant scrutiny of the circumstances surrounding the death. In response to concerns about the sources of puppies in New York pet stores, The HSUS’s Investigations unit conducted a hidden-camera investigation of 11 New York pet stores, visited many of their puppy suppliers, and studied interstate puppy shipping documents for more than 100 New York pet stores in all. Our investigation concluded that, regardless of what pet stores’ sales staff tell shoppers about their puppy sources, all of the stores investigated were buying from inhumane mass-breeding facilities known as puppy mills -- including some of the worst known puppy mills in Missouri and other top puppy mill states.

Late last year, researchers at The Humane Society of the United States (HSUS) spent weeks poring over state and federal inspection reports, investigators’ photographs, and enforcement records to compile a list of some of the worst puppy mills in Missouri, known as “Missouri’s Dirty Dozen.” The report included direct quotes detailing horrific care violations documented in the facilities’ federal and/or state kennel inspection reports. The purpose of the report is to demonstrate current problems that could be addressed by the passage of Proposition B, which Missouri citizens will vote on in November. Under Proposition B, the Puppy Mill Cruelty Prevention Act, many of these dealers’ horrific violations would be backed by stronger enforcement opportunities.

All of the puppy mills on the Dirty Dozen list are licensed by the USDA, the state, or both, according to the most recently available records reviewed by HSUS researchers. Some sell puppies to pet stores and others over the Internet. One thing they have in common is atrocious violations …

The isolation of two new Stemona alkaloids, 1-hydroxyprotostemonine and stemocurtisine N-oxide, and a new benzofuran, stemofuran L, from the root extracts of Stemona curtisii is reported. The major known alkaloids from this plant extract, stemocurtisine, stemocurtisinol, and oxyprotostemonine, were also isolated along with oxystemokerrine N-oxide. The nonalkaloid components of this extract included a new benzofuran derivative, stemofuran L, the known stemofurans F, J, and K, dihydro-γ-tocopherol, and stigmasterol. Stemocurtisine and stemocurtisinol were converted to their respective N-oxides by oxidation. Stemocurtisine was converted to a tetracyclic derivative by oxidative cleavage of the γ-butyrolactone ring, while stemocurtisinol gave a novel lactam derivative …

This article addresses the International Criminal Court’s reliance on third-party investigations in the absence of its own international police force. In addition to cooperation from sometimes reluctant states, the ICC and other international criminal tribunals have come to rely on a network of NGOs and UN entities focused on postconflict justice work to provide critical evidence. This reliance raised problems in the ICC Office of the Prosecutor's first case against Thomas Lubanga. The results of investigations concerning electrochem. properties of two thiophene trimers derivs. substituted with phenylvinyl groups {3'[(E)-2-phenylethenyl]-2,2':5',2"-thiophene (monomer A) and 4,4"-didecyloxy-3'[(E)-2-phenylethenyl]-2,2':5',2"-thiophene (monomer B)} and the products of their oxidn. were discussed. Electropolymns. of A and B monomers were carried out with use of cyclic voltammetry and electrochem. measurements were coupled in-situ with spectroscopic methods (UV-Vis, EPR). It was found that A monomer oxidized to oligomers sol. in dichloromethane while monomer B showed ability to form stable conductive polymer layers showing low-energy forbidden band (1.6 eV).

America's largest chain of puppy-selling pet stores, Petland Inc., is also the nation's largest retail supporter of puppy mills. There are more than 200 Petland stores worldwide, with about 140 in the U.S. Collectively, these stores sell tens of thousands of puppies each year. On November 20, 2008 The Humane Society of the United States (The HSUS) revealed the results of a shocking eight-month investigation of Petland stores. The investigation reveals that Petland stores across the country have marketed puppy-mill puppies to unsuspecting consumers.
