China has been promoting the combination of science, technology and finance for more than 40 years. A sci-tech finance system covering different links of enterprise technological innovations has been built. However, considering the new situation in the new era of highquality development in China, sci-tech finance is facing major challenges and growing problems, and urgently needs to be further upgraded and developed. This study puts forward four suggestions. First, it suggests improving the financial system based on the law of innovation, so as to build a sci-tech finance system with differentiated positioning and integrated links. External validity of an RCT intervention enables understanding of where interventions are successful.

Meta-analysis allows for more generalized statements to be made on the effectiveness of RCTs across countries of different geographic and national income profiles. By comparing the findings from similar studies carried out in different settings I seek to describe whether RCTs in certain sectors are more sensitive to high GDP growth or higher levels of GDP. I consider 402 health, education, and industry development RCT studies done between 1980 and 2015 in 201 countries compiled by development non-profit Aidgrade. In 2019, the State of New Jersey sought an evaluation of its Urban Enterprise Zone (UEZ) Program to determine the program’s economic impact and make recommendations for the program’s future. The John S. Watson Institute of Public Policy of Thomas Edison State University joined with PEL Analytics and Anderson Economic Group to produce the following study. The main recommendation of this analysis is to retain the UEZ Program while instituting various changes to make it stronger. Australian government suggests the whole-of-a-government strategy to cloud adoption. The challenge is how best to realise this cloud adoption strategy for the cloud technology-enabled enterprise transformation? The cloud adoption strategy realisation requires concrete guidelines and a comprehensive practical framework. Layoffs And Urban Poverty In The State-Owned Enterprise Communities In Shaanxi Province, China, Zhiming Cheng

This paper applies a mixed methods approach that combines qualitative and quantitative methods to examine urban poverty in China’s state-owned enterprise communities where laid-off workers concentrate. A sequential explanatory model using interviews, Participatory Poverty Assessments and community household survey on textile and military industries in Shaanxi Province of northwestern China shows that low-income households suffered multidimensional disadvantages. Qualitative techniques have helped to reveal the hidden aspects of poverty while statistical tools have captured holistic information on the communities. While these claims may be true in the private sector, there is scant evidence in the literature for the same success in the public sector. Non-response is a matter of great concern to national statistical offices and a key issue for any survey because it can introduce bias to survey estimation. However, in this presentation, we focus on a business's decision to participate in a survey as an example of organisational behaviour and draw on basic organisational theory to explain why businesses may not respond to surveys (eg Tomaskovic-Devey et al 1994).
