The average American commuter, alone in an automobile, has a twenty-five-minute ride to work, a not unpleasant, usually overlooked part of the workday. But for millions of low-income people trying to establish themselves in the workforce, getting to work can be a major hurdle because their jobless neighborhoods are not well connected to areas where jobs are plentiful. Time-Variant Institutions: Implications For European Unemployment, Nathaniel Stankard

The upward trend of European unemployment begs many questions, the most basic of which is why unemployment continues to climb after twenty-five years. Adverse shocks, rigid labor market institutions, and their interaction are used to explain this persistence and the differences in individual country experiences.

While these models do indeed answer both questions to some extent, they assume that institutions predate the rise in unemployment, often treating them as static. By compiling extant data series and constructing my own, I find that this assumption is weak, and that the evolution of institutions is far from static.

This study tracked records on 142,755 students attending the University of Wisconsin-Milwaukee during the period Fall 1988 through Fall 2000. Student files were used to construct a longitudinal database tracking semester experiences, graduate information, and demographic data and matched against January 2000 Wisconsin Department of Transportation driver’s license data and Wisconsin Department of Workforce Development data on all employer-reported wages for Wisconsin companies, nonprofits, and government agencies. Most Wisconsin high school graduates attending and graduating from UWM with a bachelor’s degree continue to live and work in Wisconsin.
